Description: SCP-0000 is a human settlement, located in a localized mountainous area in Finland. The inhabitants of SCP-0000 are non-anomalous, however every civilian in the town are considered Persons of Interest.

While SCP-0000 exists above-ground, most of the settlement is located in a underground pipe system. Within the system, the population has constructed housing within the tunnel. Civilians travel about SCP-0000 using a passenger train. Approximately every 190 kilometres, an outpost has been constructed.
