Special Containment Procedures: All personnel at Site 14 must undergo psychological screening for any symptoms of SCP-0000 (see Addendum 0000-D). Site 14 must be brightly lit to make it an adverse environment for SCP-0000 to manifest. All personnel working on SCP-0000 must live on Site to prevent any possibility of a Phobos-Noia memetic breach. If any personnel want to transfer off of SCP-0000 research, they must receive Class-C targeted retrograde amnestics. PDTF Rho-12 ("The Inquisition") is to be on standby in case of any further widespread outbreak of SCP-0000. PDTF Rho-12 is currently isolating hosts of SCP-0000 within Zone-S140000 and within a 16 km perimeter of Site 14.
Host Containment Procedures:
All Stage Three hosts are to be held in a Specialized Infohazard/Memetic Quarantine Humanoid Containment Unit on Level B17, Sectors 3-4, affixed with four fluorescent lights that are to be kept on 24/7 to minimize the possibility of SCP-0000-1 manifestations. The Containment Unit must also be affixed with a computer for both an SCP-0000 specialist therapist and entertainment. All Stage Three host are to be given 5mg Strength Melatonin to reduce the effects of both constant light and the already onset Insomnia.
All Stage Four hosts are to be held in a Standard Infohazard/Memetic Quarantine Humanoid Containment Unit on Level B17, Sectors 5-6. Said Containment Unit is to have a computer unit for both an SCP-0000 specialized therapist and entertainment. All Stage Four Hosts are to be regularly psychologically screened for the chance of improvement. All Stage Four Hosts are to be given a 10mg Strength Melatonin to reduce the Insomnia. Should a Stage Four host request euthanization, they may receive it after a minimum 10-minute discussion with an SCP-0000 specialist therapist.
Temporary Containment Procedure Update 12/██/201█:
Following Incident 5CBS14F, the county of Washington, ██, henceforth referred to as Zone-3S140000 has been removed from all US documents, until further notice. Amnestics should be administered to all persons within a five-kilometer radius of Zone-S140000 to protect against an investigation by civilians. Until S140000's former state can be recovered, a 0.5 km perimeter has been set up around S140000 to prevent any further leakage of SCP-0000. PDTF Rho-12 ("The Inquisition") 1-16 will isolate individual hosts of SCP-0000 and bring them into containment until a more long-term procedure can be created. Following the Containment Breach, all hosts have been moved to Level 17, Sectors 3-6 to prevent the possibility of escape by an Upper-Level Containment Breach. All new hosts are to be moved to the standard Cells with the past hosts.
PDTF Rho-12:17-27 are to be investigating the ██ unaccounted for hosts who escaped during Incident 5CBS14F. The surrounding local governments have been supplied a description of the missing ██ hosts under the guise of a missing person report and have been told that the hosts are mentally unstable and dangerous an escaped convict. PDTF Rho-12:25-27 are to be on standby for any reports of the hosts. PDTF Rho-12:28-35 are to set up a perimeter around Site 14 with a radius of 95 km known as Special Zone-4S140000 and closing by enlisting all local governments within that area.
All recovered hosts who cured of SCP-0000 are to be anmesticized, placed in nearby towns, and provided cover stories following standard AACC (Anomaly Affected Civilian Cover) protocol.
Provisional Containment Procedure Update 6/██/201█:

As of 2/██/201█, martial law has been declared in Special Zone-4S140000, under the guise of a large scale natural disaster. All soldiers are to be given weapons-free status (shoot unless confirmed ally). No further affected civilians are to be given housing or long term treatment. All found affected individuals are to either amnestied if possible or euthanized.
Description: SCP-0000 is a memetic psychological obligate parasite. It will use its host both for energy (Via draining the host's [DATA EXPUNGED]) and, to reproduce via spreading the meme. When the parasite has drained sufficient amounts of [DATA EXPUNGED] from the host, it will be able to manifest itself in a physical or quasi-physical form.
SCP-0000 has been categorized into five distinct stages. These stages are recognizable by the common symptoms of hosts. Symptoms may vary from host to host but generally, the early stages will be categorized by nyctophobia and autophobia, and the later stages will always have very severe mental conditions following with SCP-0000 manifestations. As previously mentioned, once SCP-0000 has sufficient amounts of [DATA EXPUNGED], it will be able to manifest itself in a physical or quasi-physical form. These forms allow SCP-0000 to gain more [DATA EXPUNGED], more efficiently in an exponential manner. Each of the manifestation types represents a different stage in the SCP-0000 lifecycle. It should also be noted that when the meme is transferred, generally speaking, multiple instances of SCP-0000 are transferred. After reports of a school-wide epidemic, consistent to that of a memetic epidemic (with SCP-0000 Stages 1-3), the Foundation was contacted. After being contacted, PDTF Rho-12 ("The Inquisition") was formed and sent to deal with the possible memetic epidemic. All members of Rho-12 have both infohazardous and memetic resistance. After a mass amnestic administration, SCP-0000 was attempted to be documented and was then found to be a meme. This resulted in the second outbreak of SCP-0000 in which PDTF Rho-12 was crucial in recovering the staff who had attempted to document the first epidemic.

Foreword: Following a Class-5 Containment Breach at Site 14 on December ██, 201█, multiple Hosts escaped from Site 14. this resulted in an epidemic of SCP-0000 in Washington, ██. Debrief: The Containment Breach resulted in the loss of ██ Stage-4 hosts and 15 Stage-3 hosts. ██ of the hosts are currently unaccounted for, and their tracker chips have been removed and/or deactivated through some unknown process, hypothesized to have been forcefully removed or damaged by SCP-0000 manifestations judging by the corpses and bodies of some of the recovered. PDTF Rho-12 members 17-27 are currently searching for these subjects. The surrounding local governments have been alerted of these individuals under the guise of missing person reports and have been warned that the individuals are mentally unstable and dangerous. PDTF Rho-12: 25-27 are to be on standby to respond to any reports of the unaccounted for individuals. The maximum estimate for how far the individuals have is a radius of approximately 15km around Site 14. A perimeter around Site 14 of 16 km is currently being set up using PDTF Rho-12:28-35. A total of 12 out of the ██ hosts have been recovered, 5 of whom, were comatose/deceased. It is unknown whether some of the hosts had died from blood loss as opposed to the onset of Stage 5.
