Special Containment Procedures: A collection of copies of SCP-3572 found in the wild are kept in a secure cabinet at Site ██. Access to SCP-3572 for interrogation purposes and, or, testing must be approved by at least two O5 Council Members, and each request must include a list of interrogation questions and potential answers, or a description of the test to be carried out. Only Level 5 personnel are authorized to remove one copy at a time from its containment. If SCP-3572 is removed for interrogation purposes, Site Director must be notified and at least one member of O5 council must supervise. New copies of SCP-3572 are to be stored away in the same secure cabinet. All instances of SCP-3572 must be accounted for, and logged if lost during experimentation.

Description: SCP-3572 is the collective designation of 131 (formerly 140) sheets of U.S. Letter-sized copy paper, college-ruled notebook paper, handmade vellum, tracing paper, █████████, ███████,and ██████████. SCP-3572 first came to the attention of The Foundation in 19██ as an official FBI Internal Memo titled 'To Build A Better Community' printed on U.S. Letter-sized copy paper printed with standard Xerox copier toner. SCP-3572 is apparently a memetic effect of the wording in the document and not the document itself. SCP-3572 exhibits the following effects. Upon completion of reading SCP-3572 subjects experience strong headaches, compounding, each time they lie, lying by omission seems to have no effect. Subjects feel compelled to copy SCP-3572 and, spread copies their to superiors. After subject has lied ██ times, headache becomes a migraine and subject lashes out at whomever they are lying to protect, even if it is themselves, in an effort to alleviate the migraine. Any further dishonesty in the subject leads to experiencing the urge to kill whomever they are lying for, in effort to end the migraine, even if it is themselves. Despite subjects feeling that extreme violence will alleviate the migraine, the actions do not end the migraines caused by SCP-3572, only once amnesticized does subject experience relief.
Addendum: Writing materials tested to date with SCP-3572's wording that carried the memetic effect include copy paper, college-ruled notebook paper, handmade vellum, tracing paper, █████████, ███████,and ██████████. Testing is ongoing.
