In the case of event 23, SCP 62603 is to be heavily sedated and moved to an appropriate transport air vessel stored on-Site and immediately moved to Site Kola in Russia.
Description:
SCP 62603 a 21-year-old African American Male of unknown Islander descent, Approximately 6'5 although it has been noticed that 62603 can decrease his height to 5'0 as well as an increase to 7'2. When hostile or upset, He has been seen to have bioluminescent symbols on the facial, pectoral, and forearm areas, which cannot be seen otherwise. SCP 62603 has been shown to be positive, cooperating, cocky and highly intelligent and intuitive. 62603 has also demonstrated sociopathic behavior as 62603 has also shown a lack of empathy, ruthless determination and a cold demeanor toward others. 62603 has shown strong symptoms of aquaphobia.
SCP 62603, through yet to be discovered means, can generate a high voltage of electricity and Electro-concepts. Through this ability, SCP 62603 has shown it can

*Can turn to speed up cell tissue to become intangible for a limited amount time
*Redirect projectiles to a greater acceleration than fired or thrown
SCP 62603 has also shown the possibility of Space-Time Travel on two occasions (See Site Issue Log 1 and 2). 62603 has shown a strong hand-to-combat prowess.
SCP 62603 was discovered in Baltimore, Maryland in 2015. Reports of Gang leaders, Cartel generals, and Senator ⬛⬛ were discovered murdered by high voltages of electricity beyond projectable levels of any machinery. A 17-year-old suspect had been put in custody but shortly went missing after a blackout. 8 special ops field agents were sent to find the 17-year-old. 5 weeks later he was obtained, but agents reported that 62603 had taken down 4 agents by non-lethal tactics which ranged from the temporary shutdown of neural motor functions to mild disabling shocks.

DISCLOSURE At the time of the interview, 62603 had been in containment for a 1 month. 62603 was resistings and permanently paralyzing Doctor TERMINATED, who was originally assigned to conduct the interview.
Interviewer: Doctor Eliza Venus
Interviewer: "Hello 62603."
62603: "I have a name, wajan. Just like you do, Miss Venus."
Interviewer: "Unfortunately, you don't get the luxury."
62603: "Why? Because I put your husband in the wheelchair."
Interviewer Eliza becomes silent and appears to be upset by the revealed information.
62603: "My mambo ancestors tell me everything, Miss Venus. I know a lot about you. "
Interviewer:(clears throat) "i-Is that where your anomalous effects come from?"
62603: (sighs) "It's a coming-of-age ritual. When my people turn 15, we are to call upon our ancestors and pray for an element. They granted me Lightning. (Snaps fingers, generating lightning between fingertips)
Interviewer: "I see. Where do you come from?"
62603: "Why so you wajans can round up me and mine?
Interviewer: "Fair enough. Why did you kill Senator ⬛⬛?"
62603: "Loa. The Loa commands, My mambos send me."

62603: (proceeds to stand up, snapping restraints casually.) "About the girls, Miss Venus."
Interviewer: (Is visibly uncomfortable) "this interview is over"
62603: You wanted to know about me. I am a Loa's servant. Deemed to punish those who sin, giving the correct punishments.
Containment teams attempted to open the cell but were hindered due to the door being stuck.
Interviewer: (Screams) "I never touched them."
62603: (surveillance teams reported capturing multiple voices over audio.) "No but you knew, you let your husband do as he pleased and stripped the girls of they're hope."
Containment teams reported that door had "buffed up" An attempt of a door barge, failed. An attempt at sawing failed. An attempt at heat wielding failed. An attempt to break the glass to get in failed. 62603 revealed his bio-luminescent patterns and began to generate high levels of electricity, knocking out video feed. Audio remained in-tac. From the observation window, 62603 proceed to grab Doctor Eliza by the throat.

62603 proceeds spike electric signals of Doctor Eliza's vocal cords, causing her screaming to reach several octaves above her normal voice reading. This action burst Eliza's vocal cords, cauterizing the severed inner area, and leaves Doctor Eliza mute. By the time the door, A scene of the Doctor on the floor crying and 62603 with his hands in surrender postion.
