The DVC is responsible for several breaches in Foundation sites and many raids on GOC
bases, most known is the Site-14 raid which ended in 14 SCP's being stolen and used in a terror attack the next day. Unlike the C.I. with there goals to use SCP's as torture, DVC uses SCP's as a way of terror and producing a supply of anomalous drugs, it was founded in early 1970's.
The leader of the Del Carro Cartel is Varsa Varro or the "Hermano." Varsa himself was a GOC PHYSIC operator, mostly loyal to the GOC and was a Beta operator. Varro grew into the crime life after a trip to the Three-Ports and met the Chicago Spirits and began working with them. The Nexus Command caught in with his life in the Three-Ports and demoted Varsa to a operator, Varsa was angered by this and decided to leave the GOC. He took a team of 15 Delta and Beta operators with him while taking most of the supplies in the base Fransico-2 near Mexico City and killing most of the personnel in the base.
The team stumbled upon a Foundation held area, Area-16 while going north, the team decided to raid the area and take a few anomalous drugs or entity's with them, after the raid, they headed northwest to California, the team needed members so they started selling drugs of any type, anomalous or not and recruited interested buyers with some military background. The group adopted the name Del Varro Cartel, named off Varsa Varro.
Consumers begged for more drugs especially with the DVCs "anomalous mystery" a combination of drugs with an anomalous kick in it. The DVC began selling there anomalous drugs, the local PD of Mexican, Mid-western American, and some southern Canadian towns began to get complaints about someone's friend acting strange and is addicted to a certain drug "anomalous mystery." The Foundation began getting those calls from the PD and when they heard the name "Varsa Varro", they jumped into action. MTF fireteams conducted several raids on Del Varro Cartel warehouses. The MTF units found one of the various recipes of the "anomalous mystery" and what it does, the drug forces buyers to keep buying the produce from the DVC, making the DVC a top drug trafficking organization.
The DVC is little of a threat to the Foundation and the GOC but many raids on GOC, Foundation sites and bases still occur.
