Special Containment Procedures: All instances of XXXX-1 are to be contained in a secure file cabinet on foundation property, unless authorized by the 05 council no aditional XXXX-2 instances should be created at this time. No personal should view XXXX-1 in its entirety and when reviewing the content of XXXX-1 at no more than 25% of the instance should be known to any given individual.
All instances of XXXX-2 are to be contained in a secure cell, at a secure foundation site. Only one instant of XXXX-2 should be removed from the cell for testing at any time. Living XXXX—2 should be terminated after testing.
Users of XXXX-2 should be quarantined for no less then 5 hours after testing and a full check should be made to prevent foriegn memetic hazards being introduced throught XXXX-2. Any information on uncontained anomalies discovered through XXXX-2 should be investigated. With the risk of classified information being learned through the use of XXXX-2 all testing should be done by D-class personnel at this time. Under no circumstances should AI be allowed access to XXXX-2 instances.

Description: XXXX is an anomalous database or server, accessible throught XXXX-2 instances, testing has shown XXXX does not exist on any location on this earth. XXXX has no known limits on memory.
XXXX-1 is a program written on any medium that is unable to process information, XXXX-1 is inert however when the code is copied onto a medium that can process information that medium becomes a XXXX-2 instance this includes organic mediums, such as brains.
XXXX-2 is a medium that can process information that has been exposed to the a majority of XXXX-1, the original functionality of the medium is lost, and the medium now serves as a terminal for access to XXXX. The original methods of interacting are retained and the display method of XXXX-2 instances depend on their original hardware. Organic XXXX-2 instances will not sustain their existence of their own volition and are functionality braindead beyond being used to query XXXX, they will communicate the information in the language displayed on XXXX even if the individual did not know the language prior to becoming an instance. Organic instances that can not speak will write or draw if able and if unable will communicate textual information in a form of Morse code.
Information on XXXX can not be changed or erased though files can be appended to. XXXX can be accessed by XXXX-2 instances even when outside of normal space, or in other realities. At least one other Foundation has access and use of XXXX, however as it is impossible to secure XXXX is not to be used for information storage.
