Special Containment Procedures: SCP-001 is to be contained behind a bulletproof display case housed within Vault 01. Vault 01 is a lead-lined, steel-reinforced, concrete containment cell measuring 10-ft by 10-ft by 10-ft found in sub-level 3 of Site-01. Access to Vault 01 requires a four-step identification test, consisting of voice recognition, fingerprint recognition, external memetic trigger, and passcode. Physical contact, exposure to radiation, and chemical substances are to be kept and a minimum. These containment procedures are to prevent theft and damage, due to SCP-001's nature.
Description: SCP-001 is a cast-iron chest measuring 1-ft by 0.6-ft by 0.6-ft. Engravings of unknown origin and meaning are carved onto the exterior if SCP-001. SCP-001's interior is lined with an unknown type of maroon-colored fabric. The front of SCP-001 is heavily damaged, resulting in its latch mechanism to be irreparably damaged. SCP-001 is to be repaired and its anomalous properties restored to start phase one of the Dominion Protocol. Currently, SCP-001 carries no anomalous properties (See Addendum 001/1). Under no circumstances should SCP-001 be damaged further.
To my foundation.
I have doomed the world, blinded by my own short-sighted sense of wonder, and guided by my emotions and not by reason. The source of all of our troubles is before you. When I was a younger man, I worked as an artist. My paintings were brilliant and bright, but my love for painting the boring world around me began to fade. However, one man took a very particular interest in my paintings. I humored him, but it soon became apparent that he was something special. He purchased my paintings with strange trinkets. I didn't complain because I would spend hours upon hours looking over all the little things he gave me. I couldn't understand it, these things should be impossible, but it was so wonderful. One day, when he paid me with a key that could unlock anything, and that's when I asked him where he kept getting these wonderful things.
He smiled at me and he showed me.
I didn't believe him at first. He said he came from a different world were these magical things existed, but then he brought me to a world of a thousand colors. It was almost too much. Imagine a world made of colors you can't even comprehend. When we returned to Venice I begged him to bring me to more worlds, I said I needed to see more. He grinned and was happy to oblige.
The next couple of years flew past in a blur, so many worlds greater than our own. We were tourists, appearing for a minute at a time and disappearing again. Occasionally he would pause and put an anomaly in the box he always carried. Each time I asked him what it was, he responded the same way.
"It's my personal collection. I grew up in a world like yours, with no anomalies. When I find my way back home I'll make a museum and tell my people that we're not alone."
We continued exploring these worlds, and the traveler was getting old. Eventually, we traveled to a familiar world. My world. Our world. The traveler reached into his cloak and gave me the box.
"I never could find my home again. I want you to start your own garden. Paint this world for me. Make it beautiful."
I protested, but the traveler vanished again, never to be seen. My foundation, I opened the box. And as I did, I saw all the terrible things we stole, all the hurting creatures obducted from their homes. I deeply regret what I did. This is why I prohibited you from terminating these anomalies. They don't belong, they are confused, we need to bring them back home.
The Administer
The Following is the Conference of the Overseer Council discussing the validity of Addendum 001/1
O5-1: Hello everyone. I understand that there must be a lot of thoughts running through everyone's heads right now after what we just heard. Some of us have heard it before, but since the majority of you are new, its mandatory that the message should be repeated. Take your time, I need to hear your honest thoughts on the matter.
A minute of silence.
O5-2: I guess I will start. I have never believed the previous document, and on my third viewing, I am more suspicious than ever. Who was the traveler? Why did they contain anomalies if they were so terrible? Some things just don't add up. Let me show you something.
O5-1: Two? What are you doing?
A metal door can be heard opening, followed by a heavy metallic thud.
O5-6: Be careful with that! We don't want to take any chances with that!
O5-2: Do you see this? This is SCP-001. A metal box. It is not anomalous, it is a keepsake. It's the Administer's heirloom that we keep dragging around like it's the end of the world. There is nothing about it.
O5-6: Two, sit down this instant! Put the box down!
O5-2: Why do you care? Do you believe the old geezer's fairy tale? We're wasting money air conditioning this thing's containment cell! Don't you see? He's playing with you. There is no explanation for these anomalies, he just wrote up a bloated backward fucking story to make us all feel better.
O5-6 That is quite enough! You have made your opinion heard, now sit down!
O5-2: You know why? I carbon-dated this thing2. It's only ███ years old! It's not even the oldest anomaly we have contained. It's all just a lie!
O5-1: Two, please sit down.
A moment of silence following by a grunt by O5-2 and the scrapping sound of a chair.
O5-1: I understand your confusion, but such a childish fit is simply unacceptable in this conference. Two, we will have a talk about this after this conference. Now, if anyone else wants to voice their opinion, they may without opposition.
A moment of silence until O5-8 stands up.
O5-8: Before I start, may I request that we return SCP-001 to its containment cell?
O5-11: Yes please, put the box back in its container.
SCP-001 is returned to its proper container. O5-8 clears her throat.
O5-8 O5-2 is correct in being suspicious of SCP-001's origin. The story we heard is questionable in most places and SCP-001's carbon-dating does put its validity further into question.
O5-2: Finally someone of reason-
O5-8: -however, The Administer's words are never to be taken lightly. We have faced anomalies that have affected the flow of time before so SCP-001's carbon dating might be inaccurate. Also, if the Administer did make up the origin of SCP-001, what would he have to gain from it? I may be new to this council, but from what little I understand of The Administer, he seems almost fanatic in the foundation's wellbeing.
O5-2: He just needed a story to keep us working. Without a source or reason for these anomalies, the Foundation's efforts seem pointless. It's glorified propaganda.
O5-1: The reason this meeting is mandatory, to begin with, is because the Administer asked it to be. He wants to see if we agree with him in recontaining all of the anomalies and returning them to their appropriate dimensions.
O5-2 mumbles something inaudible under his breath.
O5-1: I think we should vote on the continuation of the Dominion Project and the appropriate classification of SCP-001. As we decided at a previous conference, all voting will be anonymous. As it currently stands, the Dominion Project is active. The voting will begin now and it will end after ten minutes starting now.

During the voting stage of the conference, it should be noted that O5-2 continued to pester the other Overseers and had to be escorted from the room until the voting ended.
Voting Results: 8 in favor, 5 opposed.
The Dominion Project will continue for the next ███ days. SCP-001's classification remains unchanged.
CLASSIFIED LEVEL 5 BY ORDER OF THE ADMINISTER - O5 EYES ONLY
Unauthorized access to this document is grounds for immediate termination.
Standard Procedure for the Dominion Protocol:
(1) SCP-001 is to be contained and protected until necessary.
(2) All anomalous phenomenon, items, and entities are to be contained to the best of the Foundation's ability. These anomalies are to be studied to better understand the nature of the anomaly. These anomalies are to be treated with care under the supervision of the Ethics Committee.
(3) During this period of containment, SCP-001's anomalous properties are to be restored.
(4) Upon the containment of all anomalous phenomenon, SCP-001 is to be used to restore the anomalies to their correct universe but containing them and redistributing them via a YZ-Class interdimensional rift.
Notes:
I am embarrassed to call this a proper protocol. The parameters are so vague and informal that it sounds like some bronze-age ultimatum. I would also argue that we don't even know if any of this is possible. Even if SCP-001 really was this sort of pandora's box, there is no guarantee that it can ever be repaired to the same degree it was originally in.
O5-2.
In response to O5-2's comments, even if SCP-001 is non-anomalous, creating the protocol is harmless. Let's say that we never do restore SCP-001's anomalous nature, these are still the appropriate guidelines for the Foundation to follow. To understand these anomalies is to understand the multiverse we have found ourselves in, and it is the Administer's best interest to keep these anomalies safe.
O5-1.
I agree with O5-2, if SCP-001 is not anomalous it would be a waste of Foundation resources to continue trying to chase down fairy tales. We have much more dangerous things we have to deal with at the moment.
O5-13.
Your skepticism has been noted O5-13, we will consider them next 001 Conference.
O5-1.
The Following is a Meeting of the Overseer Council discussing a recent development in the Dominion Protocol
O5-1: You are all probably wondering why I called such a meeting, but I am here to update you on progress on the Dominion Protocol. Well our scientists with some help from some more of our occult allies, have begun restored SCP-001's properties.
O5-13: Begun? You mean it's not finished?
O5-1: Yes. SCP-001 can now contain at least a single anomalous phenomenon, more tests are being performed as we speak.
A moment of silence.
O5-2: O5-1, may we replicate the experiments your scientists performed?
O5-1: Why do you ask?
O5-2 stands up and begins pacing.
O5-2: My distaste for SCP-001 have been very vocal over the last month because I believe that SCP-001 is just a metal box. So I ask this O5-1; If we replicate the experiment on another non-anomalous box, will it also gain SCP-001's properties.
O5-9: I see what you are saying. If we can replicate SCP-001's properties with another non-anomalous item, that means there is nothing unique about SCP-001 and we are just giving it anomalous properties and not restoring it.
O5-2: Exactly.
O5-1: Well that sounds like something we can do within our budget. Let's put it to a vote. All in favor of reproducing SCP-001's restoration experiment?
O5-2, 3, 4, 6, 7, 8, 9, 11, and 13: Aye.
O5-1: Well that settles it then. The test will be performed within the next ██ days.

The Following is a Meeting of the Overseer Council discussing the recent results of the SCP-001 experiment.
O5-1: Greetings O5 council, I am sure you have already heard, but after reproducing SCP-001's experiment on a non-anomalous container we have confirmed that the process itself is anomalous. I must apologize, the experiment did not restore SCP-001's properties.
O5-2: Assuming there is even something to be restored.
O5-1: Yes, well we can still use this new process to contain some of the smaller anomalies, but I do think its a bit dangerous to try to put anything Euclid or above in the box.
O5-4: If you mind, can we talk about SCP-001 again? I know its controversial but its important.
O5-1: I don't believe that will be necessary four, we already made a decision earlier this year. I feel it would violate the spirit of-
O5-2: I would like to call another meeting about that. I feel with the recent events surrounding SCP-001 and with the new information in front of us calls for a new decision.
O5-9: Yes, let us vote again.
O5-1: As I said before… that will not be necessary, we already made our decision, the information in front of us isn't crucial enough to call for a re-vote.
O5-4: The information is incredibly crucial One. It changes everything. Its evidence against SCP-001's validity, we should have the option-
O5-1: The decision is final!
Silence.
O5-1: Consider this meeting adjourned.
O5-2: I'm glad you could all make it. He doesn't know right?
O5-4: No one outside of this room.
O5-2: Good, now we can talk freely.
O5-9: You know this kind of behavior can get us killed right? Conspiring against the Foundation and the Administer? There have to be hundreds of rules we are breaking right now.
O5-2: Well this kind of precaution is necessary and we tried everything we could in the system now we have to work outside of it. Three, did you contact the Administer?
O5-3: Yeah, sent the letter the address in Italy we found two weeks ago. No response. Interestingly, that whole town is a blindspot to the Foundation. I tried to get surveillance in there but the computer said that it was "above my clearance".
O5-2: One.
O5-4: Or the Administer. Maybe he just doesn't want to be spied on.
O5-2: He's only communicated to us through One, how do we know he's even real?
O5-5: That's true… damn has he just been playing us this whole time?
O5-3: Well let's not jump to conclusions just yet. I am only here to shed light on the SCP-001 predicament. It's strange how avid O5-1 is about SCP-001.
O5-2: I've been in the Foundation for five years, and he's always been that way. Every new council member has been shut down on vetoing SCP-001 and the Dominion Protocol. I always wondered why we aren't allowed to terminate these SCPs, especially some of the more evil ones.
O5-9: You know what? I asked him recently. His face got all grim, and he just told me "It's not the foundation way." I didn't dare to ask him again.
O5-2: Exactly! We keep feeding our staff horror stories about the G.O.C. but how can failing to kill a wooden chair be any worst than all the containment breaches recently?
O5-13: We need to change this Foundation, for all of humanity.
O5-2: Yes, let's confront him, all eight of us together. We need to tell him to step aside or join us in our cause. It's all for the greater good right?
O5-9: For the greater good…
Uh, friend? It happened again.
The council rebelled against our ideals. I created the council to help me collect your legacy, and fix my mistake. The wonders of the box are still free and my council, my disciples disagreed. They don't understand, they never do. They always come to the same conclusion, to destroy your garden. I had to stop them, if I didn't they could have torn down everything we worked for. This is the third council to break away from us, does this prove it? I thought this council would be different, but their failure only points towards my worst fear.
That I am alone in protecting these creatures.
