Special Containment Procedures: Agents embedded in world police forces and anti-terror task forces are to monitor global acts of terror for criteria that would allow for an SCP-XXXX event to take place. In addition, international facial recognition software is to be used to report any appearances of SCP-XXXX-1. Upon identification of an SCP-XXXX event, MTF Pi-1 "City Slickers" are to be dispatched to the event location to assist local law enforcement before apprehending any SCP-XXXX-2 instances.

If the interviewee(s) show no signs of development into SCP-XXXX-3 instances, they are to be administered Class-A amnestics and returned to the general populace. Any instances of SCP-XXXX-2 that display signs of maturation into SCP-XXXX-3 entities are to be transported to Site 23 for testing.

SCP-XXXX describes an event in which bystanders to acts of terror were compelled to intervene in a heroic manner, empowered by anomalous means to do so. SCP-XXXX events only occur when certain criteria are met. These criteria are as follows:
- An attack against defenseless innocents is being perpetrated.
- Said attack has the potential of causing a loss of life to 3 or more innocent persons without intervention.
- Law Enforcement response is not able to deal with the threat capably or in a swift enough manner to prevent immediate loss of life.
In addition, SCP-XXXX events are far more likely to occur when the following criteria are present, although with exception (See Addendum 1)
- Children are present or at risk.
- A particular bystander has a troubled past and seeks redemption.
- The attacker(s) are either solitary or in a small group.
- The event takes place in an urban environment.
<p style="margin-left: 40px">This text is indented.</p>With these criteria fulfilled, an SCP-XXXX event may take place. Events take place in three stages.
Stage One
<p style="margin-left: 40px">Stage One always begins with the appearance of SCP-XXXX-1. SCP-XXXX-1 is an elderly Caucasian humanoid resembling deceased comic book writer Stan Lee. Upon selecting an event, SCP-XXXX-1 will manifest at the event site in an outfit meant to suit its environment. Disguises recorded by the Foundation include, but are not limited to: taxi drivers, mailmen, security guards, partygoers, and in one instance, Foundation staff. However, SCP-XXXX-1's true identity is always distinguishable in these outfits, most likely by it's own design. Moments after appearing, SCP-XXXX-1 will approach an individual bystander, hereafter called SCP-XXXX-2 and initiate Stage 2.
Stage Two
Stage two begins with very brief conversation between SCP-XXXX-1 and SCP-XXXX-2. Over the course of this conversation, SCP-XXXX-2's brain chemistry will be slightly altered. Regions of the brain responsible for courageous decision making and empathy are bolstered. Then, SCP-XXXX-1 will end the conversation with a call to arms, which is universally accepted by SCP-XXXX-2 instances. The event then enters it's final stage.
Stage Three
The event concludes with the intervention of SCP-XXXX-2 with the threat present at the event site. This intervention comes in a variety of forms, each unique to it's own SCP-XXXX event. SCP-XXXX-2 instances may negotiate, stall, or directly engage the hostile agitator until the arrival of law enforcement entities to the scene, with the primary goal preventing the loss of life. SCP-XXXX-2 entities show remarkable aptitude in their chosen method of dealing with the agitator, each as a result of SCP-XXXX-1's anomalous effects on their biochemistry. These effects may linger and even strengthen in time, which marks the progression of SCP-XXXX-2 entities into SCP-XXXX-3 entities. These entities are rare, only occuring in 3% of SCP-XXXX events, but demonstrate remarkable anomalous ability, often tied into their past and upbringing. A list of SCP-XXXX-3 entities currently in Foundation custody can be found in Addendum 3.
