Special Containment Procedures: All personnel are advised not to trust SCP-XXXX's agents under any circumstances. In the case that any one of SCP-XXXX's agents is sighted in Site-198, all personnel are to report it to the SCP-XXXX investigative team through the Site Emergency Hotline: [REDACTED].

In the report, personnel should include the location of the SCP-XXXX agent, and the name of the researcher it is stalking. Following the report, they are to closely monitor the SCP-XXXX agent for any sudden developments until operatives from MTF Epsilon-11 ('Nine-Tailed Fox') arrive on the scene to contain the SCP-XXXX agent. Should the SCP-XXXX agent or the researcher disappear from their view by that time, they are expected to recall the last action they saw the SCP-XXXX agent doing.

The Foundation no longer views SCP-XXXX as a threat following the signing of the Mutual Foundations Agreement (See Addendum XXXX-C for a excerpt of the agreement). All SCP-XXXX agents are to be warmly received by the Foundation and not to be forcibly contained by the Foundation unless their actions are found to be in violation of the MFA's terms of agreement.

Should any SCP-XXXX agent violate the MFA's terms, an inquiry is to be conducted by the Foundation on the circumstances of the violation. If the circumstances are not accepted by the Foundation, the Foundation has the right to contain the agent until a compromise can be reached.

File XXXX.1. The logo on the SCP-XXXX agent jumpsuit, and the logo of Foundation-B.

Description: SCP-XXXX is a hostile anomalous humanoid group termed 'The Site-861 Authorities'. Members of this group are commonly identified by their attire, consisting of a grey jumpsuit with an upside-down Foundation logo and the words 'Site-861 Guard' printed on it, black pants with a utility belt attached to it, and a helmet bearing noticeable similarities to the helmets worn by MTF Epsilon-11 agents. In spite of the similarities, SCP-XXXX is not affiliated with any Guard or MTF divisions in the Foundation.

SCP-XXXX agents are most commonly found at Site-198, where they are able to materialise to and dematerialise from at any point of time. Under this circumstance, containment of SCP-XXXX agents is highly difficult.

As soon as an SCP-XXXX agent materialises into the Site, it will immediately begin to stalk a random researcher for a duration of more than 12 hours. Following the conclusion of this action, the SCP-XXXX agent will approach the researcher in an isolated area, claiming to work for the Site Authorities. It would then proclaim that the researcher has broken one of the Site Rules, and as a result, the researcher is 'under arrest'. The agent will then grab the researcher and dematerialise along with the researcher approximately a minute after the proclamation.

Description Update 1: SCP-XXXX agents are now confirmed to originate from Foundation-B, an alternate universe of the Foundation in which the personnel are better funded and have better technology and the sites suffer from a shortage of manpower, providing the rationale behind the arrests. (Note: These observations are based on speculation on the Foundation's part based off on interviews conducted with SCP-XXXX agents. As of now, no solid evidence has proven that Foundation-B exists.)

Addendum XXXX-A: Arrests conducted by SCP-XXXX agents1

Researcher Arrested: Researcher Karl Redu

Date of Arrest: 17 July 20██, approximately 1230 hours

Location of Arrest: Sub-Level 20B, Site-198

Details: Researcher Redu was approached by an SCP-XXXX agent at approximately 1229 hours. The agent proclaimed that Redu violated Article 98 of the Foundation Handbook, and that he was under arrest.

After Redu pointed out that there was no such Handbook in the Foundation itself, the agent forcefully held on to Redu, activated a device on its utility belt, and dematerialised along with Redu at approximately 1230 hours.

End Note: Researcher Redu has since been returned to the Foundation following the signing of the MFA. Redu is currently [DATA EXPUNGED] and refuses to return back to Foundation-B.

Foreword: Agent X had been successfully contained in Site-198 following a failed attempt to arrest Researcher Reginald Keren and a subsequent failed attempt to dematerialise from the Site.

RM: Who are you?

X: (Garbled Muttering)

RM: You're currently in Foundation custody right now, following your attempt to kidnap Mr. Reginald Keren from the Site. Anything you say will neither set you free, nor lower our view of you as a threat. As of now, you don't have anyone to save you. Now, I ask you again, who are you?

X: X. They call me X.

RM: Well, Mr. X, would you care to explain why you would kidnap Mr. Keren?

X: You're Foundation, aren't you?

RM: I'm afraid I cannot answer that until you answer my question.

X: We're Foundation as well, though I don't think you would have any records of us. See, we're from a different Foundation. We capture anomalies like you. We have Sites like you. But we're not exactly you.

RM: Quite interesting, but please answer the question, Mr. X.

X: What we don't have, unlike you, is manpower. While we have better technology than you, we cannot utilise it to increase our Sites' manpower. Hence, we kidnap researchers from your Foundation and force them to work for us. Satisfied?

RM: Very. The question is whether you are lying to us. How can you prove to us you're from a different Foundation?

X: Isn't the logo on my jumpsuit already enough proof?

RM: This only proves that you're a threat to us.

X: Well, I wouldn't classify you guys as a threat, unless you attempt to threaten us. Until then, I'm not looking for a fight.

RM: We'll see about that, Mr. X. Until then, we'll be keeping a close eye on you.
