This document is classified to all Foundation personnel, with the exception of MTF Alpha-3 operatives and members of the O5 Council.

This document is not to be distributed or copied. Any modifications to the document will only be carried out by the current MTF Alpha-3 squadron leader.


OVERVIEW

This document is to compile and record all information regarding the group classified under the codename of the 'Grey Wolves' for all who are authorized to read this. They are then free to use the information to assist with the ongoing investigations and operations against the 'Grey Wolves'.

All the information presented in this document is, at the time of the latest revision, accurate and mostly factually correct. Should any of the information be found to be inaccurate, out-of-date, or have been updated, consult the official holder of the document to update the document.

SECTION 1: GREY WOLVES SUMMARY

'Past the relatively more morally sound members of the Foundation, such as the Ethics Committee, and the less glamorous side of the Foundation, such as Procedure 110-Montauk, you have the ugly side of the Foundation. The depths of morality. That's where you'll find the Grey Wolves. The ones who operate out of the shadows.'

The group collectively referred to as the 'Grey Wolves' are a group of individuals comprised of former site directors, site researchers and MTF operatives. Operating under the Foundation's radar, the group is known for participating in illegal activities within the boundaries of the Foundation and participating in various incidents in various sites.

They normally operate in unused sectors in various sites and have proven to be able to communicate confidentially with each other across various sites, and while they mostly operate on their own, numerous incidents indicate that they have collaborated with each other occasionally.

Various unnamed anomalous artifacts retrieved during Operation Silverfish (Further details in Section 4) prove that the Grey Wolves have possible access to anomalous items not yet cataloged by the Foundation.

Take note that, while the group shares numerous similarities with GoI-447, also known as the Chaos Insurgency, a clear distinction has to be made between the two groups. While the Chaos Insurgency is a splinter group from the Foundation that conducts its main operations outside the boundaries of the Foundation, the Grey Wolves are a group of separate individuals that conduct their operations from within the Foundation itself.

SECTION 2: AN IN-DEPTH LOOK AT THE GREY WOLVES

OBJECTIVE AND MOTIVATIONS

'One thing that we have taken note of during our operations is that, while the Grey Wolves are ruthless and violent, they usually rely on the people they control to do the dirty work for them. With the exception of the Silencer, they don't participate in any of the incidents they have orchestrated, choosing instead to observe the unfolding chaos in the shadows.'

The Grey Wolves' true objective is still not known, as each individual member of the group acts according to their separate objectives. However, it is safe to conclude that its objectives are mainly against the Foundation's own and that they present a current threat to the Foundation's wellbeing.

The profiles of each individual member of the group have been collated below. Do note that the information below is based largely on theories based on evidence and that they can be subjected to changes.

Real Name: Unknown

Former Occupation: Unknown, but most likely the former director of a Foundation site given his authority in the group.

Status: Active

Notable crimes: Set up an illegal gambling ring (now dismantled) under Site-12, commandeered numerous incidents.

Actions to be taken: Given priority level 5. Search for them is to continue indefinitely until they are apprehended and/or eliminated.

Assigned Codename: The Puppetmaster/The Chemist

Real Name: Katherine Wheeler

Former Occupation: Chemist in Site-23's Amnestics Division

Status: Active

Notable crimes: Modified amnestics to give them 'mind-controlling' effects, and dosed numerous Class-D personnel against their will.

Actions to be taken: Given priority level 4. All operatives are to take cautionary measures against her powers of 'persuasion'.

Assigned Codename: The Silencer

Real Name: Natalia Petrovnika

Former Occupation: Operative of MTF Phi-8 ('Sleep Inducers')

Status: Active

Notable crimes: Responsible for her attacks on notable MTF Alpha-3 operatives.

Actions to be taken: Given priority level 4. Operatives must take note of her advantage in stealth and close combat.

Assigned Codename: The Spy

Real Name: Unknown

Former Occupation: Unknown, but most likely a former operative of MTF Epsilon-11 ('Nine-Tailed Fox')

Status: Active

Notable crimes: Has slowed down the investigation process multiple times due to his infiltration and disguise tactics.

Actions to be taken: Given priority level 4. Operatives must be wary of the people they're working with to avoid possible infiltration attempts.

Assigned Codename: The Gunsmith

Real Name: Jonathan Bell

Former Occupation: Operative of MTF Nu-7 ('Hammer Down')

Status: Active

Notable crimes: Illegal acquisition and sale of high-caliber and prototype weaponry formerly owned by the Foundation.

Actions to be taken: Given priority level 3. While his access to a wide array of weapons makes him dangerous, he is weaker in close combat.

Assigned Codename: The Seller

Real Name: Timothy Williams

Former Occupation: Site-34 Researcher

Status: Apprehended

Notable crimes: Theft and sale of high-clearance key cards and anomalous artifacts.

Actions to be taken: Following the success of Operation Silverfish, Williams has been apprehended and is currently incarcerated. The location of his cell is to only be shared between a few chosen operatives to prevent any possible break-out attempts.

Assigned Codename: The Seventh Member

Real Name: Unknown

Former Occupation: Unknown

Status: Unknown

Notable crimes: Unknown, but various pieces of evidence have pointed to their involvement in a number of large-scale incidents.

Actions to be taken: Given priority level 2. Operatives are to gather more evidence on them.
