Special Containment Procedures: SCP-4192 is to be contained at its point of origin, a communications tower in ██████, Czechia. The belief by the local public that SCP-4192 is a simple art installation is to be upheld by local foundation assets. Any passages from the tower that would allow physical access to any of the individual components of SCP-4192 are to be closed off and supervised by foundation staff working undercover at the tower. The location and number of SCP-4192 instances are to be recorded on a weekly basis. Any observed instances of SCP-4192 manifesting outside the normal boundaries of the upper half of the tower is to be reported to foundation command immediately.

Description: SCP-4192 refers to a number of cast iron statues which periodically manifest on a communications tower in ██████, Czechia. The statues resemble infant humans in shape, but are otherwise entirely devoid of bodily or facial features. The statues maintain the typical grey coloration of cast iron metal, with no visible signs of wear, rust or damage despite being exposed to the elements. The number of visible instances of SCP-4192 varies between five to ten. The position of the statues change on a weekly basis, although none have thus far been positioned lower than the vertical center point of the tower. No instances have been observed appearing on the inside of the tower. Despite their frequent changes in position, the statues have never been observed to move. Constant video surveillance of SCP-4192 fails to show any movement in position of the statues, with the monitoring equipment showing the statues remaining in the same position past the usual weekly movement time, despite the statues being in a different position to those viewing them directly with the naked eye.

Further anomalous properties of SCP-4192 manifest if a person makes physical contact with any one of the statues. No effects are observed upon initial contact, but subjects later report hearing the distant sound of a crying child when alone. This crying increases in intensity the longer the subject remains isolated from other people. Subjects display increased distress over time, often trying to locate the source of the crying. This eventually leads to subjects reporting hallucinations of faceless human children crawling along nearby ceilings or walls within their line of sight. These effects immediately cease if audio or visual contact is made between the subject and any other person, although the subject remains distressed for a typical duration of time expected for a person having just experienced such an unsettling event. These effects will consistently manifest once the subject is left alone again, leading to severe distress and insomnia in the subject due to the loud crying experienced during the hallucinations.

The anomalous properties of SCP-4192 were discovered by the foundation when it was observed that a suspicious number of employees of the tower were admitted for psychiatric treatment. All of these individuals reported making physical contact with the statues out of curiosity. Amnestics proved ineffective at treating the symptoms experienced, and all victims were taken into foundation custody and kept in each others company to lessen the symptoms caused by SCP-4192.

It is unknown when the instances of SCP-4192 first appeared. When questioned, local civilians, including employees of the tower, invariably report that the statues have always been present on the tower. Building crew who were involved in the construction of the tower report the statues being present near the conclusion of the project, and expressed the belief that it was an art installation similar to those seen elsewhere in the city.

Addendum: The following note was found by foundation staff working in the tower near the remains of █████ Cerny, a former employee of the tower. Mr. Cerny had been reported missing shortly after the construction of the tower in 19██. The note and Mr. Cerny's corpse was found in a locked utility room near an exit to the outer surface of the tower. The note has been translated from Czech:

I'm sorry, I'm so sorry.

He just wouldn't stop crying. I was so tired. I never meant to hurt him, I swear. It was an accident. I know you probably won't ever forgive me. I know I won't forgive myself. Just know that I loved you both.

I'm sorry for everything.
