Special Containment Procedures: SCP-XXXX is to be contained in a standard secure storage unit located at site-77. SCP-XXXX is not to be removed from containment except for testing, and by Commander Sanders in the event of emergency procedures-21B. SCP-XXXX is not to be put on except for testing in a controlled environment, or by Commander Sanders in event of emergency procedures-21B. All researchers working with SCP-XXXX must have been shown to be resistant to mind influencing effects.
Description:SCP-XXXX appears to be a brown cloak. It has been dated to around the year 1200. SCP-XXXX have several anomalous properties. It is resistant physical damage, including fire and acid, although it can still be cut through with sufficient force. It will slowly mend itself, the threads growing back together. Any fabric or threads cut off of SCP-XXXX no longer show any anomalous properties.
All other effects only come into effect a living humanoid is wearing SCP-XXXX. If given sufficient room, the cloak will billow as if a wind is blowing from the front of their person wearing the cloak, who will now be referred to as SCP-XXXX-1. This effect happens in the same direction regardless of actual wind in the area and the composition of the atmosphere. It also works in a nearly perfect vacuum of 0.00015% of the atmosphere.
SCP-XXXX has been shown to have minor mind altering effects, influencing spectators to perceive SCP-XXXX-1 as more confident, decisive, charismatic, and intelligent relative to SCP-XXXX-1 before putting on SCP-XXXX

Addendum 1A: SCP-XXXX also has a mind altering effect on SCP-XXXX-1. SCP-XXXX-1 is spurred to resist any party or individual in power, most often by calling “the people” to arms and starting some form of revolution. Containment procedures have updated accordingly.

Discovery and Origin: SCP-XXXX was found following the 1992 arrest of several top members of the Provisional Irish Republican Army in Liverpool. It was turned into the foundation after being tried on by one of the officers who soon noticed its billowing effects. Threads removed from the SCP have been dated to the late 1100s and the cloak itself is in line with the style common in England around that time.
