Special Containment Procedures: SCP-XXXX is to be contained in a standard secure storage unit located at site-77. SCP-XXXX is not to be removed from containment except for testing, and by Commander Sanders in the event of emergency procedures-21B. SCP-XXXX is not to be put on except for testing in a controlled environment, or by Commander Sanders in event of emergency procedures-21B. All researchers working with SCP-XXXX must have been shown to be resistant to mind influencing effects.

Description:SCP-XXXX appears to be a brown cloak. It has been dated to around the year 1200. SCP-XXXX have several anomalous properties. It is resistant physical damage, including fire and acid, although it can still be cut through with sufficient force. It will slowly mend itself, the threads growing back together. Any fabric or threads cut off of SCP-XXXX no longer show any anomalous properties.

All other effects only come into effect a living humanoid is wearing SCP-XXXX. If given sufficient room, the cloak will billow as if a wind is blowing from the front of their person wearing the cloak, who will now be referred to as SCP-XXXX-1. This effect happens in the same direction regardless of actual wind in the area and the composition of the atmosphere. It also works in a nearly perfect vacuum of 0.00015% of the atmosphere.

SCP-XXXX has been shown to have minor mind altering effects, influencing spectators to perceive SCP-XXXX-1 as more confident, decisive, charismatic, and intelligent relative to SCP-XXXX-1 before putting on SCP-XXXX

Addendum 1A: SCP-XXXX also has a mind altering effect on SCP-XXXX-1. SCP-XXXX-1 is spurred to resist any party or individual in power, most often by calling “the people” to arms and starting some form of revolution. Containment procedures have updated accordingly.

Discovery and Origin: SCP-XXXX was found following the 1992 arrest of several top members of the Provisional Irish Republican Army in Liverpool. It was turned into the foundation after being tried on by one of the officers who soon noticed its billowing effects. Threads removed from the SCP have been dated to the late 1100s and the cloak itself is in line with the style common in England around that time.

Test #1: ██/██/██: D class was put in a sealed basic humanoid containment cell and told to put on SCP-XXXX. The cloak billowed behind the subject, no matter which direction he faced. There was no detectable draft in the chamber.

Test #2: ██/██/██: The cloak was placed on a dead D class. There was no visible effect.

Test #3: ██/██/██: A D class was put in a sealed vacuum chamber while wearing a pressure suit supplied with air. The vacuum pumps were turned on, creating a near perfect vacuum. The cloak continued to billow. This was also tried with the chamber filled with Argon gas and water to the same effect.

Test #4: ██/██/██: Five D class personnel were asked to describe SCP-XXXX-1 (a D class) after viewing him without and then with SCP-XXXX on. All subjects described him much more favorably while he was wearing SCP-XXXX-1. After several repetitions with different subjects, commonly used descriptions for SCP-XXXX-1 with SCP-XXXX were determined, confident, decisive, and intelligent. Subjects also often described SCP-XXXX-1 as more attractive then previously.

Note: test #5 was done to determine the long term effects of exposure to SCP-XXXX for both SCP-XXXX-1 and those who interact with SCP-XXXX-1
Test #5: ██/██/██: A D class was instructed to put on SCP-XXXX and then to continue his normal routine at Foundation Site-██, only taking it off for hygiene purposes. SCP-XXXX-1 was closely monitored by cameras and 5 researchers, with Strike Force ███-████ on standby. Eleven days after the beginning of the experiment, SCP-XXXX-1 lead a rebellion and attempted escape with a majority of the D-class personnel at Site-██, resulting in Containment Breach-████ as well as the deaths of 13 D-class, Researcher Collins, and 1 member of Strike Force ██-████.

Interviewer: Dr. Watson

Foreword: This is an interview taking place at Site-██ with SCP-XXXX-1 following the events of Test #5 and cleanup of Containment Breach-████.

Dr. Watson: Hello █████. I would like to ask you some questions.

SCP-XXXX-1: I'll tell you anything, don't kill me.

Dr. Watson: We're not going to hurt you, just ask you some basic questions about what happened. Why did you attempt a revolt?

SCP-XXXX-1: It seemed like a good idea. Everything bad about the Foundation and that y'all did to us stuck out, I almost forgot that you all saved me from the block. I thought we had a chance. I don't know why.

Dr. Watson: So you no longer thing you had a chance?

SCP-XXXX-1: No, we never did. And releasing that… thing could have killed us all.

Dr. Watson: Did you come up with that idea?

SCP-XXXX-1: Yes.

Dr. Watson: Was there any other effects you noticed?

SCP-XXXX-1: I didn't just dislike you guys. I wanted to bring down the justice system that landed me here, and the government that approved this, and… I dunno.

Dr. Watson: Thank you, this has been quite enlightening.

Closing Statement: It appears that SCP-XXXX mind altering effects on SCP-XXXX-1. Further tests are needed, but experiments will be reviewed by researchers ██████ and ██████ before approval. SCP-XXXX-1, the interviewee, is to be kept in a basic humanoid containment chamber and is to be observed to monitor for longer lasting effects. Request for a psychological evaluation of the subject is pending.
