Special Containment Procedures:

The entity's anomalous physical properties make the possibility of primary containment impossible. As such a system to monitor its movement has been devised. The foundation keeps a visual infrared lock on the entity at all times via its network of satellites. The system's algorithm is capable of finding the new location of the entity within 3 seconds of its periodic anomalous movement.

Monitoring of SCP-5214 is scheduled in three eight hour shifts per day. Personnel is to be regularly rotated between this position and other on-site duties to prevent complacency. If at any time the entity is observed to be taking an action that differs from its normal pattern, on-duty personal will report it immediately to the site director. As time passes the chances of the entity finishing its observations grow and lead the need for vigilant oversight.

There are currently no plans for the Foundation to develop new measures to contain the entity as it has been deemed safe after several tests by senior researchers. All current containment procedures are to be upheld In perpetuity.

Description:

The entity is most often observed in a greatly elongated humanoid shape, it has a slim build and no known maximum height. It is not visible to the naked human eye, but requires infrared vision to view it. The torso and legs of the entity will stretch as needed to allow it to see into a window, regardless of how tall the window is off of the ground. Due to its anomalous and grotesque ability to morph and stretch at will, we believe it is not humanoid but simply trying to mimic our form.

SCP-5214 has always been observed as standing outside of a window with an unobstructed view of the interior. There is no requirement for this window as it has been recorded to look into windows containing glass, bars, or nothing at all. It will stand there and watch for an amount of time ranging from mere seconds to weeks. In each of the recorded times it has viewed a room through a window, a human has been occupying the room. It seems to have no bias as to the type of human it views, age, sex, or activity being performed. However, it has never viewed a room with only a non-human entity inside.

When questioned by any foundation members it has no reaction and does not seem to be aware of our presence. However, this has only been attempted a few times as the entity's erratic movement makes it difficult for an agent to be physically on the scene with it. In semi-conflict with this speculation, is the fact that it seems to be able to see the human occupants in the rooms it watches. Dr. █████ has theorized that it is only capable of observing one human entity at any given time.

Once a room as been vacated, the entity will disappear from its location, appearing some other location in the world at a window that contains a human occupant. While on several occasions it has left a room while it was still occupied, this action is fairly seldom. The location in our world where it appears is always dark, mostly it is night time for the region. However, on occasion, it will appear somewhere in the day if it is sufficiently overcast. Other than light level, the new location it would appear at was seemingly random until Dr. █████ developed the tracking algorithm. This led to the entity being classified as safe and put a halt to research on it.

Test A - 03/11/2005

Subject: SCP-5214
Procedure: Make first contact with Entity.
Results: Several D-Class were sent to interact with it. Regardless of their actions, the entity has shown no signs that is can hear or see them.
Analysis: Although the test only lasted a mere 2 hours before the entity relocated. I have deduced that it fixates on a single human and is incapable of acknowledging any other stimuli. It is not known at this time why it focuses on this human or if there is any adverse effect on them.

Test B - 01/01/2006

Subject: SCP-5214
Procedure: Interact with the entity's fixation.
Results: A D-Class was sent into the residence of a civilian family that was being viewed by SCP-5214. Disguised as a city worker, they spoke to the family, moved around the room, and even moved to the window where SCP-5214 was located. SCP-5214 had no reaction to the D-Class and simply stayed there until 3 hours later when the civilian family finally vacated the room.
Analysis: There is no way for the Foundation to physically interact with this entity, interdimensional research on a containment procedure recommended.

Test C - 26/02/2006

Subject: SCP-5214
Procedure: Attempt Containment
Results: A team of agents were dispatched to the entity's location equipped with a shield technology that will prevent teleporting, dimensional shifts, and even light from passing through it. They set up a series of pylons around the entity and activated the shielding. Even though the vision of SCP-5214 should have been obscured by the shield between it and the window, it remained there watching and did not react at all to the shield. After the window's occupant left the room without the slightest issue the entity blinked away to a new location.
Analysis: The entity must use some other spectrum to see other than one we can discern. It also uses the same or a similar method to travel to its new locations. I recommend we find a faster method to track its movement to monitor it at the very least.

Test D - 18/05/2006

Subject: SCP-5214
Procedure: Trial Algorithm Developed by Dr. █████
Results: We synced the foundation's satellites with a new algorithm that Dr. █████ has developed. During our testing period of a week, it seems to be able to reliably identify SCP-5214 with an infrared image and lock onto it for us to view. The time it takes varies from a few seconds to minutes, but we are confident that as the algorithm learns more about SCP-5214's erratic movement patterns that that time will be drastically lowered.
Analysis: The new tracking algorithm is sufficient containment for SCP-5214. I recommend that until there is a change it's behavior that an SCP can be devised with shifts to monitor the entity using this algorithm.

Foreword: Dr. █████ interviews a civilian who we observed SCP-5214 watching for a period of 04:12:22.

<Begin Log, 05/25/2005>

Interviewer: On the night of May the 20th, did you notice anything out of the ordinary while at home in your apartment?

Civilian: Uh, the 20th, why do you ask? Did something happen that night?

Interviewer: Just tell me about anything you saw or felt that was out of the ordinary.

Civilian: You guys were watching me weren't you! I thought I felt someone watching me that night. I do have rights you know, the CIA, or whoever you are can't just spy on me!
Interviewer: Please do not get agitated sir, we were not spying on you. You mentioned that you felt someone watching you, did you have any other feeling or did you see anything?

Civilian: Umm, it was just that weird feeling, you know… The prickle you feel at the back of your neck when you are being watched… I kept checking the window, but no one was there…
Interviewer: Thank you for your time Mr. █████, we will contact you if we have any more questions.

Closing Statement: This log while not very noteworthy, was recorded as an example of how the interviews with the observed went. Almost all of them accused us of spying on them that night and described the same prickly feeling on the back of their necks. No other physical or mental harm seems to have befallen them.
