Special Containment Procedures: As of now, SCP-#### cannot be contained. Its sheer scope makes containment with any viable or practical means infeasible. Currently, research into largescale Scranton Reality Anchors is underway to correct Earth’s differing Hume level to the norm of the rest of the universe.
Description: SCP-#### is an anomalous phenomenon localized on planet Earth through unknown means. SCP-#### manipulates Earth's localized Hume levels1 to be inconsistent with that of the rest of the universe. The Hume levels of Earth and the space surrounding Earth are much lower than every other non-Earth location measured by the Foundation to date. In layman's terms, this means that anomalous phenomena can manifest on Earth much easier than anywhere else in the known universe.
HISTORY OF DESIGNATION
After considerable funding and efforts, the Foundation combined faster than light travel with Thaumic Transportation Gate technology into a prototype probe dubbed the "Lewis and Clark" (LAC) in a massive Foundation project dubbed Universum Destinatao. The goal of the probe was to identify unknown extra-terrestrial life and anomalies for documentation so subsequent containment procedures could be developed.

The LAC probe2 was designed to be able to travel to exoplanets3 instantaneously through the Thaumic Transportation Gate, slow to around .97c (to give time for light-based information to still reach the probe), and then to survey the entire surface of the planet (including land, oceans, reachable subterranean systems, and atmosphere). The near light level speeds of a LAC probe allows it to accurately cover, document, and calculate the entirety of an Earth-size planet in around 30 seconds with larger planets (like gas giants) taking up to 5 minutes4. Probes were designed with an integral algorithm allowing them to be able to use currently known exoplanets as a starting point to explore and document and then find more unknown to the Foundation beyond the confines of what can be observed on Earth and theoretically continue outward indefinitely.
All probes are launched and controlled by the Foundation Exobiology Department. The first launch was deemed a success and 49 more LAC descendant probes were built but extreme technical and funding demands halted the production. Eventually, the O5-Council authorized the use of SCP-038 to allow continuous, time and cost-effective production of LAC probes. Through the use of the Foundation's fleet of LAC probes5, coupled with taking advantage of off-Earth time dilation at individually different rates for each probe depending on distance from Earth, the Foundation has been able to record roughly 1% all exoplanets in the observable universe per year.
Only [REDACTED NUMBER] exoplanets have been found so far to contain any life at all with most of these containing only simple, Earth-like bacteria forms of life. Most extra-terrestrial masses observed have been barren rock/ice or an inert gas giant. Planets that do contain complex, multicellular life have taken LAC probes considerably longer to survey with times varying on the complexity of the planet's life forms, the number of species, if the planet contains sentient life, and if anomalies exist on the planet. Multiple planets with sentient life with varying technological, artistic, linguistic, mathematical, etc. capabilities have been found but, surprisingly, only a handful of extra-terrestrial/universal/dimensional anomalies of any kind outside of Earth have been found thus far.
Currently, roughly 29% of all exoplanets have been observed and documented by the Foundation with this number climbing every year. Alarmingly, thus far the universe is exceptionally barren of most anomalous activity with virtually all anomalous activity being localized on Earth. It will still be several decades before anything concrete can be stated, but the current trend points toward Earth having an incredibly high and improbable amount of anomalies compared to the rest of the universe. Roughly 95% of all known anomalies are localized on Earth.
On top of these findings, every observed location so far in the universe has had a consistent, unchanging Hume level of 860 with the exception of Earth6. The average level of 100 Humes, previously believed to be the universal average, is now known to be only Earth's average due to SCP-####. The Hume level climbs slightly by a level of roughly 7 Humes per every 1 AU7 away from Earth until the universal average of 860 is reached.
It is noted the remaining unexplored exoplanets may entirely defraud these correlations.
