The Research and Development Department was the scientific backbone of the Foundation — if the Scientific Department was in charge of studying anomalies to understand them, and the Containment Department was tasked with keeping them in boxes, R&D was in charge of studying the boxes and picking them apart. Specializing in cross-testing and weaponizing SCPs, many of the paraweapons, paramachinery, and eigenweapons come from this department. Throughout the Foundation's history, R&D was an important department. However, today in the 21st century, Research and Development seem to be an ignored and almost forgotten department of the Foundation, with many never even hearing it.
And we're here to explain why, as we explore the innovations that came from this department.
Genre
Tone
Because the Research and Development Department is intended to be a collaborative, overarching project, there isn't an established tone for the canon. The stories inside the canon can be adventorous, action-packed, poetic, comical, tragic, or marvellous. However, there's one exception: the work you will write about has to be science fiction; either high science fiction, or low science fiction.
Themes
However, the Research and Development Department does have a central storyline: which is the evolution of the R&D Department throughout its history, from its foundation to the modern day. While the Research and Development Department has the goal to be a collaborative project, the central storyline is heavily connected to its themes, which are heavily encouraged to be considered when writing for the canon.

- Allied Occult Initiative – DEFUNCT:
The predecessor of the Global Occult Coalition after the founding of the League of Nations, formed by different paranormal national agencies and organizations. Initially, the Initiative attempted to create a singular world occult council that could protect humanity while attempting to incorporate the anomalous, with the hopes of avoiding a new world war and occult war. With the outbreak of the Sevent Occult War, the Initiative rapidly transformed itself into a militaristic force, that laid the groundwork for the Global Occult Coalition. The relationship between the Initiative and the R&D Department was a tense one, where the latter suffered greatly during their captivity by the Nazis during the 7OW while the INitiative was unable to provide help.
- Anderson Robotics - ACTIVE:
Anderson Robotics is a paratech firm located in Three Portlands that specializes in the sale of anomalous robots, androids, artificial intelligence, computer programs, and cybernetics — owned by Deer College dropout Vincent Anderson. Ever since the capture of SCP-1360 by the Foundation in 2007, Vincent Anderson and his company has been under the radar of the Foundation and the United States government for espionage charges; at the same time, Anderson Robotics has expanded, with facilities across the United States, as well as contracts with MC&D Ltd. and the GOC. The relationship between the R&D Department and Anderson Robotics is officially hostile, including R&D's cooperation with MTF Gamma-13 (Asimov's Lawbringers), multiple R&D personnel idolize Anderson Robotics and its owners, with some seeking an official partnership with the company.
- Chaos Insurgency – ACTIVE:
The Chaos Insurgency was the result of the remnants of the Triad after the Foundation Civil War, as well as personnel who left the Foundation for ideological reasons in 1933. The Insurgency is an anomalous, terrorist, fundamentalist organization with a spartan-like discipline, who recruit fighters across the world, and have had become highly involved in the Black Market. The main goal of the Insurgency is the destruction of Normalcy, by dismantling the current world order. Highly capable and opportunistic, they act like a private military company across the world. Rogue and dissatisfied R&D personnel have joined the Insurgency after the failure of the Foster Conspiracy.
- Church of the Broken God — ACTIVE:
The Church of the Broken God is an anomalous religious organization that believes that flesh is inherently "broken" or evil, and believes that flesh must be replaced by mechanization. The Church seeks to find the missing parts of its "broken god", Mekhane, to rebuild Him and bring a technological apotheosis. The Church has broken into two movements: the Cogwork Orthodox Church, adhering to mechanical augmentation, and the Church of Maxwellism, a modernized and computational version of the former. The relationship between the Church of the Broken God and the R&D Department is mixed, because the despite the fact that the Chuch is an enemy of the Foundation, R&D has utilized many of its technological artifacts and received influence in its personnel from Church philosophy.
- Global Occult Coalition – ACTIVE:
The Global Occult Coalition is the successor of the Allied Occult Initiative after the proclamation of the United Nations, which is formed by 108 paranormal agencies throughout the world. The Coalition is a heavily militaristic organization, with a greater understanding of the anomalous as well as usage of anomalous assets. During its first years of existence, the Coalition was an aggresive force against the anomalous, but over time has become a major supporter of anomalous communities with the goal of enforcing laws to protect the anomalous and serving as the United Nations counterpart in the Veil. The relationship between the GOC and the R&D Department has been tense because of the disagreements between the Foundation and the Coalition, despite the interest of R&D to tap into the paratechnology of the Coalition.
- Marshall, Carter, and Dark Ltd. – ACTIVE:
Marshall, Carter, and Dark Ltd. is a club formed by the most rich and powerful elite of the world that collects rare and obscure items to sell them in auctions. While little is known of its founders or its history, MC&D Ltd. have a powerful influence in the world economy and politics, utilizing their financial outreach to move policy to their favor. The relationship between MC&D Ltd. and the R&D Department is mixed, because of the department's allegiance to the Foundation despite benefiting from cooperation with MC&D Ltd. multiple times.
- “Progress” Research Institute – DEFUNCT:
"Progress" Research Institute started as a small research organization in 1919 to expand Communism and research the anomalous. After the Seventh Occult War and the signing of the Foundation-Soviet Agreement in 1946, "Progress" Research Institute built a lasting partnership with the Foundation’s R&D Department. However, on July 12, 1988, the Institute started a Heist, stealing and destroying many of its creations that were never found again — leading to its official disbandment in 1991.
- Prometheus Laboratories – DEFUNCT:
Prometheus Laboratories Inc. was a multinational conglomerate dedicated to the research of the anomalous and development of new technologies, with commercial purposes. Prometheus Laboraroies established connections to world governments, militaries and Groups of Interest. It was dissolved in 1998 due to prolonged financial issues exacerbated by the end of the Cold War, which popped the Paratech Bubble Burst. The relationship between Prometheus Laboratoried and the R&D Department was cooperative, with multiple collaborations between both organizations throughout R&D's history — which continued with the dissolving of the company, with the acquisition of the remaining paratechnology and personnel to the Foundation and the department.
- Scarlet Hammer — ACTIVE:
Scarlet Hammer is the successor of the KGB's Division of Special Circumstances that sells anomalous weapons to the black market after the downfall of the Soviet Union, which has become a major supplier of paraweaponry to the Chaos Insurgency. The relationship between Scarlet Hammer and R&D Department is aggressive, with the latter constantly searching lost paratechnology of the Soviet era.
- Serpent’s Hand – ACTIVE:
A loose organization of individuals and factions with the goal of breaking the Veil and inform the public of the existence of the anomalous, lead by the Little Sisters. Mainly composed of anomalous humans, anomalous humanoids, and other entities that have their own interests but with the common goal of dismantling the Veil Protocol. The relationship between the R&D Department and Serpent's Hand is aggressive, with the former belieivng the Hand meddling in their work to deter scientific advancement, with the latter belieivng the department to be misguided by the Foundation's policy.
- The Factory - ACTIVE:
The Factory is a collection of facilities that manufacture anomalous artifacts in mass-production to be sold to the public, with the use of abused human subjects that are born, live, and die in The Factory. Records show that the existence of The Factory appears since 1835 by the name of its proprietor, James Anderson. The relationship between the R&D Department and The Factory is officially hostile, recovered artifacts from The Factory have been of help to the R&D Department in multiple projects.
National agencies that will be important to interact with the Foundation, alphabetical order too:
- Ahnenerbe Obskuracorps – DEFUNCT:
The official branch of the SS Ahnenerbe led by Commander Konrad Weiss, under the leadership of Reichsführer Heinrich Himmler, which focused on the militarization and weaponization of thaumaturgical, religious, and para-aracheological anomalies to be used in the Seventh Occult War — with their final goal grant supernatural and thaumaturgical power to Nazi Germany. The organization was disbanded after the occupation of Germany.
- Bowe Commission – DEFUNCT:
The Bowe Commission can be placed in two eras: from 1962 to 1970, led by General Stan Bowe; from 1998 to 2006, led by General Willis Bowe. While both commissions had different purposes and goals in mind, both were established with the mission of managing the interests of the United States in the Foundation through the weaponization of anomalous assets and SCPs, as well as to expand American interests. The most popular commission, direct by General Willis Bowe, was disbanded after Incident Zero and the shutdown of "Pandora's Box" Iniatiative.
- British Occult Service – ACTIVE:
Also known as MI-666, the goal of the British Occult Service is to represent the interests of the United Kingdom in the anomalous world. The British Occult Service was formed to succeed their former paranormal division after its inclusion to the Foundation: Her Majesty's Foundation for the Containment of the Paranormal. Since its inclusion to the Global Occult Coalition, the BOS is a permanent and influential member of the Council of 108.
- GRU Division “P” – DEFUNCT:
GRU-P was founded as an attempt to counteract the threat of the Obskuracorps, as well as to capture anomalous artifacts after the end of the Seventh Occult War. Since then, GRU-P has been in charge of capturing and studying anomalies with the expressed purpose of benefiting the interests of the Soviet Union. Because of the dissolution of the Soviet Union, couplued with budget cuts and the decommissioning of anomalies, the GRU-P was disbanded — becoming one of the major contributors to the Paratech Buble Burst of 1998. Despite the partnership between R&D and "Progress", the GRU-P acted as double agents to obtain information from the Foundation and the PENTAGRAM.
- IJAMEA — DEFUNCT:
The Imperial Japanese Anomalous Matters Examination Agency was the government normalcy agency for Imperial Japan since the period of the Meiji Restoration 1868 until its disbandment at the end of World War Two and the Seventh Occult War. IJAMEA was founded with the explicit purpose to balance Japan's anomalous research to the West: IJAMEA catalogued anomalies across its territory and colonies, researched them extensively, and utilized them in projects for the Empire. During the Seventh Occult War, IJAMEA played a significant role in militarzing anomalies in its far against the Allies, leading to its formal disbandment in the Treaty of San Francisco of 1951. While the relationship between the R&D Department and IJAMEA was officially hostile because of the Seventh Occult War, the department and IJAMEA rarely faced each other. However, the remnants of IJAMEA who joined the R&D Department continued their research in the department.
- Joint Occult Venture of Europe — ACTIVE:
The Joint Occult Venture of Europe is a multinational paranormal organization composed of various European national normalcy agencies, loosely affiliated to the European Union. The JOVE's purpose is to maintain the Veil Protocol in Europe, policing paranormal agencies, and cooperating with other non-European normalcy agencies if necessary. The JOVE was founded after the Seventh Occult War to facilitate European integration, consolidation of the Veil Protocol after the war, as well as to fend off Europe against the Soviet bloc. While JOVE continues to have a pivotal role to fight against paracrime and paraterrorism after the Cold War, JOVE has been limited by personnel and funding. The relationship of the R&D Department and JOVE has been positive, with R&D acting as one of the main paraweapon suppliers to JOVE since the War on Terror.
- KGB Division of Special Circumstances (DSC) — DEFUNCT:
The Division of Special Circumstances (DSC) was the paranormal arm of the KGB, which worked as the intelligence agency and secret police of the anomalous world in the Sovet Union and its satellite states. The DSC was also responsible with maintaining the stockpile of the Soviet Union's paraweapons. With the dissolution of the Soviet Union alongside its paranormal agencies, the renegade personnel would reform into the paracrime syndicate Scarlet Hammer. The relationship between DSC and R&D Department was neutral, mainly for the interest of R&D to avoid conflict with the KGB but continuing operations with "Progress" Research Institute.
- Majestic 12 – ACTIVE:
Majestic-12 is a subdivision of the PENTAGRAM, tasked with the containment and research of captured UFOs in the United States, that later expanded to the weaponizaton and reverse-engineering of said UFOs. The operations of Majestic-12 have caused it to cooperate with the Foundation in multiple occassions because of it being a subsidiary to the PENTAGRAM.
- PENTAGRAM – ACTIVE:
Officially called the United States Paranormal Warfare Command, it is the paranormal wing of the Department of Defense. The PENTAGRAM was formed after the signing of the National Security Act of 1947 by President Harry S. Truman, with the task of protecting the national security of the United States from the anomalous. The PENTAGRAM, commpared to the United States, is a well-funded and trained division that has managed to keep up and, at times, surpass the Foundation in terms of reverse-engineering and weapnoization of the anomalous. While an ally to the Foundation and an important investor to the Research and Development Department, the PENTAGRAM has clashed with the interests of the Foundation multiple times, but also has cooperated extensively in return.
- Polish Ministry of Occult Affairs – DEFUNCT:
The Ministry of Occult Affairs had strong relations with the SCP Foundation, which allowed R&D to establish multiple facilities near Site-120. However, multiple incidents between the MOA and the Foundation due to multiple violations concerning the Anomalous Freeport Protection Act of 1923, especially the unwillingness of the Polish government to help the R&D scientists trying to escape Europe at the start of the Seventh Occult War, soured the tense relationship between R&D and Poland that continues to this day. The MOA was disbanded after the establishment of the People's Republic of Poland at the end of World War Two.
- Royal Institute of Italian Anomalies – DEFUNCT:
The Royal Institute was formed in 1871 after the unification of the Italian peninsula under the Kingdom of Italy, which was the intelligence agency dedicated to the study, containment, and if possible, weaponization of anomalous assets. The Royal Institute's weaponization program expanded with the dictatorship of Benito Mussolini, and during this time, the R&D Department collaborated extensively as it tried to arm itself from a potential annexation of Austria by Nazi Germany. After the Seventh Occult War, the Royal Institute was integrated into the SCP Foundation, with multiple splinter groups forming the Fascist Council of the Occult.
- Special Security Commission – DEFUNCT:
The Commission was formed in 1938 formed from a specialized corps of the National Unionist Offensive Juntas (NUOJ) of the Information Service of the High General Staff – and officialized in 1939 under the leadership of Francisco Franco. First formed to deal with members of the Republican side during the Civil War, but later changed to retrieve and weaponize anomalies to defend Francoist Spain and repress oppositionists. Was disbanded after the downfall of Fransico Franco in 1973.
- Sonderkommando for the Paranormal – DEFUNCT:
The Sonderkommando for the Paranormal was the special division of the Waffen-SS dedicated to paranormal research, that was founded in 1941. While the SKP's time span was shorter than other Nazi agencies, the SKP had an immense impact in the war with the assistance in research of anomalies that would assist the weaponization of the Waffen-SS and carrying out the Holocaust. The SKP was one of the main forces behind the abduction of R&D personnel during the Seventh Occult War, resulting in the creation of multiple "wonder weapons" on behalf of R&D. The SKP was disbanded in 1945 after the end of the Seventh Occult War, where the Foundation and later the PENTAGRAM took some of its members to its ranks.
- Unusual Incidents Unit — ACTIVE:
The Unusual Incidents Unit is a branch division of the Federal Bureau of Investigation dedicated to the domestic intelligence and security of the United States against the anomalous, as well as its principal law paraenforcement agency. The UIU peaked its height during the Cold War with the existence of the GRU Division "P" and other communist normalcy agencies, but has since decayed into an understaffed and underfunded federal agency ridiculed by the rest of the anomalous community. The relationship between the UIU and R&D Department has been mstly beneficial, because of the demand by the UIU to acquire affordable paratechnology to its agent, but also clashes because of R&D's cooperation with socialist countries and communist sympathizers.

- October 17, 1926: The Foundation Civil War is over, with a massive defeat of the Triad and the return of the O5 Council to power. A reconstruction period of Foundation infrastructure commences, alongside the start of purges in the ranks and relocation of operations to the United States.
November
- November 21, 1926: O5-1 proposes the creation of the Research and Development Department to utilize and reverse-engineer anomalies to defend and upgrade the security of Foundation sites and reestablish Foundation presence in Europe. The vote, despite its controversy, passes. O5-9 is made Overseer of R&D.
- November 22, 1926: Otto Sternberg, nephew of O5-9 worked under Dr. Fritz during the Civil War, and avoided his death by being appointed as the new, first Director of R&D. The renovation of an Austrian site, Site-37, became the first base of operations for the new department.

- October 24, 1929: Black Monday happens, starting the Great Depression. Massive unemployment and economic recession hits both the worlds’ nations and the Foundation. A great budget redistribution occurs to continue usual operations ends with mixed results. Despite this, the Depression managed to hire unemployed academics and researchers to the Foundation’s lines.

- January 30, 1933: Adolf Hitler becomes Chancellor of Germany. The reaction of the O5 Council is to put sites on high alert due to the number of Jewish personnel in Germany at the time, but is met with mixed responses due to the favorable response of some German sites to Hitler.
- March 5, 1933: After a series of supposedly unconnected raids, mid-level analyst Arthur Pierce recovered the transcript of a Triad member, Damian O’Connor, informing the O5 Council of “an insurgency of chaos against the Foundation”. The later co-opted name of the Chaos Insurgency would be used by this successor of the Triad.
- August 31, 1933: The Revolt of 1933 begins, were some members of the O5 Council tried to coup Overseer One and his supporters for their disagreement in the current directive of the Foundation. Multiple site directors and task force commanders rise up in support, especially in Germany, from an active minority who supported the rise of Adolf Hitler.
- September 17, 1933: The final rebel Foundation site is put down, and the remaining Overseer captured and executed. The remnants of the rebels defect the Foundation and go into hiding: most German personnel of the Foundation incorporate themselves to the Third Reich, and form the Sonderkommando for the Paranormal; meanwhile, others are contacted and recruited iinto the Triad by Damian O'Connor, including Milton Murray.
- October 17, 1933: In the seventh anniversary of the end of the Foundation Civil War, the last raid of a Foundation facility occurs with small casualties and many stolen SCPs and paratechnologies. A note is left, signed by The Engineer of the Chaos Insurgency.
1938
March
- March 12, 1938: The Wehrmacht enters Austria, invading and later annexing it to Nazi Germany. Director Otto Sternberg enacted the moving of personnel, equipment and SCPs from Austria to Czechoslovakia, and the complete shutdown of Site-37. As a response, the Obskuracorps burns down Site-37 and captures any remaining personnel.
- March 21, 1938: Director Sternberg and his personnel arrive at Czechoslovakia with the intention of passing to Poland, escape to Britain and reestablish in America. Communication with the O5 Council is cut and there’s no notice of R&D for some months. Franklin Reynolds becomes the Provisional Director of R&D until Director Sternberg is contacted.
1939
- March 15, 1939: Nazi Germany invades what remains of Czechoslovakia and turns it into a German protectorate. The preparations by Director Sternberg are halted, and he quickly mandates to escape to Poland – leaving important equipment behind for the Germans, preoccupied with the survival of his personnel.
- April 2, 1939: Director Sternberg’s team arrives at Poland and establishes at the sectors near Site-120, and quickly tries to contact the Council for an escape mission. Communication fails, and Sternberg considers asking the Polish government for assistance, Site-120 command for defense, and as a last measure, the Soviet Union. All of this fails, and Sternberg is left defenseless.
- September 1, 1939: Germany invades Poland, starting the Second World War and the Seventh Occult War.
- September 3, 1939: Częstochowa falls to Nazi Germany. Site-120 and Esterberg manage to resist, but R&D sectors fall to the Wehrmacht. Einsatzgruppen committed the Częstochowa massacre, killing several R&D personnel in the process.
- September 4, 1939: Obskuracorps Colonel, Klaus Dressler, becomes the Commander of Sector-X and Sector-XX of R&D, as a base of operations to create anomalous technology and later take over Site-120. Director Sternberg remains the Director of R&D under Colonel Dressler, trying everything in his power to keep the survival of R&D personnel. With this news, Franklin Reynolds becomes the de-facto Director of R&D.
- September to December, 1939: Remodelations to Sector-X and Sector-XX turn it into a ghetto, both as a public hiding and to avoid the escape of R&D personnel – Sector-X and Sector-XX are renamed into Facility 154. Conditions are similar to ghettos in Nazi Germany and Poland. Once remodelations are over, attempts to occupy Site-120 and Esterberg begin.
1940
- January 1940: Hasan Israilov and his brother Hussein rise up in the Chechen-Ingush Autonomous Soviet Socialist Republic and establish a guerrilla base in the mountains of southernmost Chechnya against the Soviet government – during the following months, they take several villages and contact representatives from the Order of the Restoration of the True Motherland to form an alliance against the Soviet Union.
1941
- Winter of 1941: Successful Soviet counter offensives in Moscow, Karkov, and other major Soviet cities begin the slow counteroffensive of the Soviet Union against Nazi Germany.
- December 7, 1941: Imperial Japan attacks Pearl Harbor, starting the involvement of the United States in the Second World War and the Seventh Occult War – joining the Allied Occult Initiative with France and Britain. The Foundation finally enters the Seventh Occult War on the side of the Allies and the AOI.
1942
- July 25, 1942: The Wehrmacht with the support of Obskuracorps and the Waffen-SS capture the city of Rostov-on-Don, opening an entrance to the Caucasus with the objective to take the oil fields of the area.
- August 25, 1942: Communications between Obskuracorps representatives and Hasan Israilov begin to form an alliance to fight against the Soviet Union – hiddenly, negotiations between Obskuracorps and The Order of the Restoration of the True Motherland reach an agreement: Nazi Germany will annex the territories established in its idea of Lebensraum, while territories east of the acquired territory will be given to The Order. Of course, hidden intentions of treason are thought of on both sides.
- October 4, 1942: During the nightfall of Yom Kippur, an operation led by Obskuracorps, Waffen-SS, Thule Society, the Order of the Restoration of the True Motherland, and Caucasus rebels results in complete failure after attempting to use a Jewish thaumaturgical artifact in their favor – resulting in the appearance of the Archangel Michael and wiping out the entire battalion of Nazis and its supporters in his path.
- October 6, 1942: Dr. Vladimir Vernadsky is sent to the Caucasus to interview Archangel Michael, who proclaimed to be sent from Heaven to “cut the serpent’s head off” and help to end the war. After convincing Michael to join the Soviet Union, the formation of the 333rd Redbanner Regiment begins with Archangel Michael being placed as Commander and receiving official military condecorations.
- October 29, 1942: The 333rd Redbanner Regiment is formed, composed of Soviet thaumaturges from the occult branch of the Red Army, agents from the future GRU-P and Division of Special Circumstances, as well as the Institute scientists, all led by now Colonel Michael.
1943
- Early 1943: After several failed operations, combined with multiple Soviet counter offensives assisted by the 333rd Redbanner Regiment causes the Wehrmacht as well as its paranormal branches to retreat slowly from the Caucasus.
- September 9, 1943: The Wehrmacht fully retreats from its defensive position, Blue Line, after multiple successful counter offensives by the Red Army and the 333rd Redbanner Regiment. Despite the desire of Soviet military authorities to keep the position of the 333rd Redbanner Regiment, Colonel Michael with the assistance of the Institute convinces Marshal Georgy Zhukov to redirect the regiment with the counter offensives to Poland and Germany.
1944
- September 1, 1944: Obskuracorps Commander Konrad Weiss is captured in a joint Foundation-Allied Occult Initiative under Operation GLEAMING COVENANT. Once discovering the scope of the situation, the operation expands to stop the Rite of Solomon being performed by Obskuracorps and the Thule Society.
1945
- January 15, 1945: The liberation of Częstochowa begins as the Red Army advances through Poland and pushes back the Wehrmacht west. The Red Army assists Site-120 in fighting against Obskuracorps, the Thule Society, the Sonderkommando for the Paranormal, as well as liberating Facility 154 with the remaining R&D scientists that were caught at the start of the Seventh Occult War – an operation led directly by Colonel Michael and the 333rd Redbanner Regiment, which resulted in the complete victory of the Soviet regiment and the retreat of the remaining Nazi paranormal military. This plants the seeds between the scientists of the Research and Development Department and the Institute, and the future relationship both departments would form and flourish.
- April 30, 1945: Disobeying orders and trespassing his rank, Colonel Michael moves to the Führerbunker and fights against the remaining guards of Adolf Hitler – he arrives moments before Hitler and his fiancée Eva Braun kill themselves, capturing Eva Braun and killing Adolf Hitler through decapitation. Besides Eva Braun, Colonel Michael captures most of the high-ranking members of the German government such as Joseph Goebbels and Martin Bormann. The Battle of Berlin continues normally, with the capitulation of the Nazi government and finishing the Seventh Occult War in Europe. A disinformation campaign starts to officially fake the death of Adolf Hitler and the rest of the high-ranking Nazi government, while at the same time the Ministry of Defence asks the Institute to research methods to terminate Colonel Michael in case he decides to rebel.
- August 6, 1945: Colonel Paul W. Tibbets Jr. flies the Enola Gay above the city of Hiroshima, sending down the Little Boy and causing the first use of the atomic bomb in human history.
- August 9, 1945: Major Charles Sweeney the second person to drop an atomic bomb in history, the Fat Man, above the city of Nagasaki.
- September 2, 1945: Japan officially surrenders to the Allies, ending the Second World War and the Seventh Occult War. What would become the Cold War begins to brew, and the later called the “Golden Age of Normalcy” begins.
- October 24, 1945: After four months of discussion and drafting, the San Francisco Conference disbands the League of Nations and replaces it with the United Nations. Talks continue between former members of the League of Nations and militants of the Allied Occult Initiative to form the successor of the paranormal wing of the United Nations.

- September 3, 1946: President Truman approves Operation Paperclip to recover Nazi scientists and use them in American scientific and military projects. Many of these researchers would collaborate or later join the Foundation.
- October 22, 1946: In the early morning, intelligence officer Ivan Serov began Operation Osoaviakhim to recover the 2,000 captured Nazi scientists, engineers and researchers alongside with their families for utilization in Soviet scientific and military projects. Many of these scientist officers would be included to work with the Institute.
- November 7, 1946: The Soviet-Foundation Agreement is signed between the O5 Council and Josef Stalin. The Foundation is allowed to operate inside Soviet territory in exchange for the blueprints of the nuclear bomb. This agreement formalizes the partnership between R&D and Progress.
- November 8, 1946: The remaining R&D scientists led by Professor Otto von Sternberg are sent back to the territories controlled by the Allies, the Allied Occult Initiative and the SCP Foundation to return to their respective countries or to the United States after the signing of the Soviet-Foundation Agreement.
- November 15, 1946: Professor Otto Von Sternberg alongside the R&D survivors of Facility 154 arrive in the United States – von Sternberg is quickly moved to a hidden Foundation location, and forced to write his resignation letter to stand down from his position as Director of R&D. Professor von Sternberg signs his resignation, leaving the position of Director temporarily under the hands of the O5 Council. Professor von Sternberg is relocated in Virginia alongside his wife and family, and never returns to the Foundation for the rest of his life.
- November 16, 1946: By vote of the O5 Council, Dr. Henry Callahan is chosen as the second Director of the Research and Development Department. Callahan quickly announces new reforms and changes to the department, such as the opening of an embassy for the “Progress” Research Institute ambassador, the acquisition and remodeling of Huntsville Arsenal, as well as the inclusion of numerous Operation Paperclip scientists into the R&D Department.

- July 8, 1947: The Roswell Army Air Field recovers a "flying disc", later retracting the statement and classifying it as a weather balloon – this would later be coined the Roswell incident. The Roswell incident caused an actual concern for the integrity of the US Government and the threat of an alien invasion. President Truman orders the creation of a commission to retrieve UFOs and silence any dissent voices and witnesses. Truman chooses twelve high-ranking army personnel to direct this Commission, forming Majestic-12. The first director of Majestic-12 is future Secretary of Defense James Forrestal.

Although the conversation was confidential, rumors quickly spread alongside those of Project Resurrection that the R&D Department is about to restart projects abandoned after Incident Zero, giving hope that the tensions between the Council and R&D diminish and cooperation finally reinstates. Director Foster uses this as an opportunity to gather support among R&D personnel to pressure the O5 Council to lift the embargos to the department – while originally thought to be a move to reconcile between the two, this only fuels the tensions between the O5 Council and R&D Department.

Hard Canon
- Third Law: the sci-fi canon of the SCP Wiki, heavily utilizing and referencing paranormal technologies, using similar concepts to those thought for R&D. We'll use a lot of aspects such as the Seventh Occult War, the Golden Age of Normalcy, Prometheus Laboratories, so most likely it'll be hard canon. And since most of the setting is based in Three Portlands, it won't interfere with the greater narrative. Great fit for R&D canon.
- The Gulf: a canon set around the Gulf of Mexico in the Southern United States. Its main characteristics are: examines the day-to-day lives of Foundation personnel, religious SCPs and references, as well as collaboration with local GOIs. Since Site-150 is stationed in Huntsville, Alabama, some tales and SCPs may be set in The Gulf.
- Project Heimdall: a canon based on the premise that the Foundation has to plan a contingency to fight a possible invasion of a hostile extraterrestrial race to enslave, conquer or exterminate humanity. Considering we will include aliens and UFOs, R&D or other institutions may reverse-engineer these artifacts. Most likely, Project Heimdall will be hard canon.
- Resurrection: a canon that aims to resurrect the "central storyline" of the SCP Foundation and synthesize the old works and newer ones on the Wiki, starting with the reboot of Omega-7 through Alpha-9. Kain Pathos Crow as well as the theme of weaponizing and cross-testing SCPs is one of the main characteristics of Resurrection, so it'll probably be hard canon.

- From 120's Archives: some mentions during the Interwar period and heavily referenced during the Seventh Occult War and Professor Sternberg. Once that's done, that should be the last mention of 120's Archives in the R&D canon. Due to the difference in themes and connection to Metafoundation, it's unlikely it'll fit in the greater narrative.

- August Bennett: Chief of the Security Department of Site-150. Former advisor and agent for the National Security Agency and the Department of Defense, who joined the Foundation as the Overseer of Security for the Bowe Commission and Mobile Task Force Omega-7 (“Pandora’s Box”). After the disbandment of the Commission, was one of the few Boweist supporters who remained in the Foundation and rose through the ranks, eventually becoming the Chief of Security by order of Director Tabitha Foster. A conservative patriot who supported Bowe to the end that always did his duty, but eventually stopped supporting the remaining Boweists for their lack of loyalty and rebelliousness to the Foundation, and was directly involved in the crackdown of the Foster Conspiracy. Regrets ever helping with putting down the conspiracy and is one of the key scapegoats for R&D personnel to blame the department’s current state – and justifies all what he did by saying he was just doing his job. After the conspiracy, he became one of the members of the Board of Directors of Site-150.
- Damien O’Connor: Former member of Michael Collins’ assassination unit called “The Squad”, he became a mobile task force commander after the War of Independence in Ireland and fought for the side of the Triad during the Foundation Civil War. Unwilling to concede defeat, he gathered the remaining tried remnants to rebuild their strengths – becoming one, if not the, most important founders of the Chaos Insurgency. Fiery orator, gifted strategist, and fiercely charismatic, O’Connor laid the style of fighting, ideological foundations, and goals of the Insurgency, later forming Delta Command and proclaiming himself as The Engineer. His death would come later, not in a blaze of glory or taking down the Foundation, but slipping and hitting his head on a desk. Damien O’Connor, now remembered as The Engineer, continues to be the inspiration for many Insurgents – even if his original Insurgency is long gone from what he envisioned.
- Dave Hynek:
- Douglas MacArthur: General of the Army of the United States and Director of Majestic-12. Greatly intelligent, brilliant strategic generalship, ambitious and conqueror, and extremely prideful. Appointed as the Director of the Council of Twelve in Majestic-12 after being fired as the Commander of the United Nations Army in the Korean War. Expanded American interests in the anomalous world, pushing for the weaponization of UFOs and anomalies. Ousted by General Stan Bowe in 1961.
- Eric Ryan: Personal secretary and assistant of Tabitha Foster during her directorship. Graduated from Caltech with a Bachelor’s Degree in Computer Science, Eric Ryan went to work for several private and public cybersecurity agencies, and caught the attention of Harrison Morris and became part of the Intelligence Division of the Bowe Commission. During this time, he met Tabitha Foster who he became close friend and admirer of. After the disbandment of the Commission, Eric became an emotional support for Tabitha during her initial months of her directorship as well as her coping companion after Carver’s retirement. Hard-working, smart, and loyal, Eric Ryan proposed himself as the new assistant of Director Foster, and became the right hand of Foster’s negotiations and actions against the O5 Council and the Ethics Committee – while the relationship between the two was initially genuine, with Foster’s spiral downwards, she kept Eric not only for his desire to help her, but also because Tabitha projected her old self onto him and saw herself as the mentor of Eric who needed to always listen to her. There would be multiple rumors that Tabitha and Eric had an affair, but this is unconfirmed. Eric Ryan’s death would come because of Tabitha’s aggressiveness to the O5 Council, after an incident between ISD and R&D during Christmas Eve, and as the final nail to the start of the Foster Conspiracy.
- Eugene Kowalski: Also known as “Gene”, Mr. Kowalski was an accountant that worked for Prometheus Paraeconomics, and tasked with finding new viable, economic strategies to save the slow decline of Prometheus Laboratories – one of his strategies was to bailout Prometheus Laboratories and become a subsidiary for the United States government. While this strategy didn’t work, it didn’t help him to get in contact with the Pentagram, and would later be contacted by Willis Bowe to become his personal accountant and later Head of Accounting for the Bowe Commission – in charge of the finances and usage of the budget given to the Foundation, he was the man behind the organization and location of the money sent to the Commission. After Incident Zero, Mr. Kowalski was one of the few Bowe members that was kept in the Foundation, and became the Chief of the Accounting Department under Director Tabitha Foster, until his replacement by Rockefeller.AIC.
- Evelyn Eden: Former member of the Serpent’s Hand, who left the group because of the lack of an organized, central leadership to fight against the Foundation and the ideological disagreements with the Little Sisters’ and many Hand members. Joined the Chaos Insurgency, only to find out that Delta Command also failed at this. She decided to take matters into her own hands, and studied the history of the Insurgency, and finding out about copies of A New Manifesto, Damian O’Connor’s speeches, and Slate Thunder Procedure – these documents, combined with her belief in Gnosticism and its philosophy, led her to join forces with the most extreme factions of the Insurgency. Together with The Mage and Alexander Michaels, she proclaimed herself as The Philosopher and formed The Heirs of The Engineer. Self-proclaimed historian, philologist, philosopher, archeologist, and ideologist, she does not have any anomalous abilities or high-level combat training – her words and cult-level charisma is her greatest strength, and has quickly become the ideological backbone of her own group that expands to the rest of the Insurgency.
- Frederick Bowe: Nicknamed “Fred”, cousin of Willis Bowe. Instead of following the family tradition, Fred decided to study International Affairs in West Point, and joined the Pentagram to work directly with the foreign affairs of the United States in the anomalous world, with the purpose of nurturing more cooperative and peaceful relationships with members of the Council of 108 after the multiple incidents where the Pentagram was kicked out of the Coalition. People’s person, diplomatic, honest, and a great negotiator, Frederick Bowe was always pressured since his Uncle Stan’s death that he’ll probably be the next in line to face SCP-935 – which he did in 2000, and winning honestly against it and finally ending the curse of the Bowe family. Frederick Bowe would become the Pentagram Liaison for the Council of 108 in 1998, who would push the Bowe Commission to gather support from the multiple normalcy organizations. He died shortly after in 2001.
- Filipp Serebrovsky: R&D Head Technician. Prior to joining the Foundation, he worked as an archivist of the Moscow State Library and discovered unrecovered “Progress” Research Institute documents and tried to retrieve them for research, catching the attention of the Foundation. A laid back friendly person, who’s a routine person, sometimes irritable and nervous, all in for a healthy lifestyle who dispisses alcohol and cigarettes. Tries to find out information above his clearance, causing problems with his superiors.
- George Mueller: An electrical engineer who headed the Office of Manned Space Flight in NASA, as well as leading the Foundation Space Program, providing the adequate infrastructure for Foundation space exploration and alien contact. Key figure in the relationships between the Foundation and “Progress” Research Institute, and considered one of the most “brilliant and fearless managers” both in NASA and R&D. In 1969 he retired from his position as Director of R&D, joining the Overseer Council as O5-5 – despite his position, continued influencing NASA projects through Factotums. Avid supporter of experimental paratechnology and constant defender of his former department.
- Harrison Morris: Nicknamed “Fed” by most people, Agent Morris was a former Central Intelligence Agency secret agent and operative from the Directorate of Operations. After the downfall of the Soviet Union, he joined the SCP Foundation to work as part of the Bureau of Personnel Integrity, heavily working alongside ISD and SD. A few years later, he’d be contacted and promoted as Overseer of Intelligence for the Bowe Commission, in charge of collecting intelligence from anomalous clients for operations relating to the Bowe Commission. Discreet, quiet, and mysterious, most of the time people never saw his eyes because of always wearing sunglasses, and myths and rumors surrounding his persona never stopped. After the disbandment of the Bowe Commission, he disappeared without leaving a trace, without any clue or where he might have gone.
- Henry Callahan: Second director of R&D after Sternberg’s expulsion. Silently charismatic and extremely efficient – an expert in logistics and civil engineering, responsible for the expansion of the most important sites in the continental United States and of R&D’s expansion in America, including the acquisition of Huntsville Arsenal and its reconstruction into Site-150. Constantly tried to take von Sternberg’s position, taking advantage of von Sternberg’s situation while stuck in the middle of the Seventh Occult War. Considered the savior of the department from being abolished by the O5 Council. Callahan’s ideological belief in Howard Scott’s technocratic movement and Ayn’s Rand Objectivism inspired him to establish the principles for R&D’s system of thinking and purpose as a department inside the Foundation.

- Joe Biden: 46th President of the United States of America, who is currently classified as SCP-XXXX, a Joe Biden brought from another universe affected with Multiversal Dementia from multiversal travel, that replaced this universe Joe Biden. Person of Interest XXXX is our universe’s Joe Biden, who left the United States Senate to work at the Pentagram to reform the Bowe Commission after its disbandment. After an incident that affected Foundation-Pentagram relations, Joe Biden met with Mary Abigail Bowe and formed the Sons of Bowe, with the goal to reestablish American dominance in the anomalous world. It is suspected that Joe Biden has trained and learned thaumaturgy, after a failed mission led by Agent Thomas Petrakis to capture him.
- Joseph Carver: Director of the R&D Department during the Bowe Commission, and widely regarded as the man who temporarily returned R&D to its former glory and could have achieved greater accomplishments had he not been expelled from his position. An upbeat man native to Huntsville, trained as a scientist in the Directorate of Science and Technology (CIA) and later transferred to Pentagram to finally join the Foundation’s R&D Department. Charming, witty, and extravagant, considered R&D’s first “mad scientist” to hold the position of the director. Ousted Director William Robert Graham with the help of his nephew Willis Bowe, helping him the expansion of R&D’s production of paraweaponry and eigenweaponry in the first of the War on Terror, as well as with heavily involving R&D in the Bowe Commission and Mobile Task Force Omega-7. One of the most tragic victims of Zero syndrome, which caused his developing Alzheimer's and Parkinson’s to worsen, eventually dying in 2016 before the Foster Conspiracy unraveled.

- Mary Bowe: Full name Mary Abigail Bowe, eldest daughter of Willis Bowe. Former United States Marine, who supported his father during the Bowe Commission as the Overseer of Strategic Planning, designated with overviewing operations and the planification of such. Serious, strict, and an even greater hardline Boweist than her father ever was, who remained in the Foundation after the expulsion of her father and the disbandment of the Commission. After the death of Director Kondraki shortly after Incident Zero, rallied the remaining Boweists to revolt against the Foundation, which ended in failure and her exile from the Foundation. Hatefully, she exiled herself into the group that her father fought against: the Chaos Insurgency, and formed her own faction with the support of Joe Biden, the Sons of Bowe.
- Nicholas Akimov: Popularly nicknamed as “Commie Nick”, Dr. Akimov was the successor of Director George Mueller, taking over the R&D Department from 1969 until his death in 1989 – becoming the director with the longest directorship of both the department and R&D. Quiet and mostly kept to himself, but always enamored R&D personnel for his child-like optimism and hope for the future, and tried to continue the Foundation Space Program despite failures such as the Apollo 13 incident and inner space projects. One of his biggest successes was the administrative reforms inside Site-150, which divided the R&D Department into its own internal divisions inspired by his trip into the Soviet Union and arriving at the “Progress” Research Institute. Accused of being a communist by pro-American and anti-communist scientists inside the department and outside Site-150, a position he never denied adhering to, causing a great division between supporters of Dr. Akimov and the anti-communist, pro-American faction inside R&D. Director Akimov would fall in a huge depression after the Space Shuttle Challenger Disaster and the disappearance of the 217 “Progress” RI’s scientists in 1989, eventually dying during his directorship. His death is popularly considered the end of “R&D’s Golden Age”.

- Phillip Grant: Chief of the Inter-Anomaly Experimentation Department under Dr. Joseph Carver’s directorship. Before joining the Foundation, Dr. Grant was an important scientist in RAND Corporation specializing in the anomalous defense industry, which led him to build important connections with multiple federal agencies, including the Pentagram. Dr. Grant was the only member of the Bowe Commission who was a complete outsider to the Foundation. Immediately, he was chosen as the new Chief of Inter-Anomaly Experimentation, as well as the Assistant Director of the Bowe Commission and Overseer of Team “Able”. Grant was known as being the most callous and unethical behavior from all the high command of the Bowe Commission, reflective in his decision to include SCP-076 and SCP-105 to MTF Omega-7, as well as its most devout supporter of both weaponizing and cross-testing SCPs. Loyal, amoral, and ambitious to a fault, his borderline psychopathy led to his own demise after becoming one of the many victims during Incident Zero. Although, despite his body being found, another Grant has taken his place recently.

- Sadie Bowe: Youngest daughter of Willis Bowe, and Willis’ favorite of his two daughters. Enthusiastic, whimsical, and determined, Sadie wanted to be part of the Air Force since she was child, achieving the rank of Staff Sergeant before joining the Foundation and working as a volunteer for SCP-5514 – which catapulted her to form a part in various projects led by the R&D Department involving robots and aircraft testing. While a part of the Bowe Commission, remained on the front and directly involved in many missions that could’ve ended her life, despite the wishes of Willis to keep herself safe. After Incident Zero, she had to face off against a volatile operative attached to SCP-5514, which led to the death of her boyfriend, a prominent R&D scientist, despite saving the facility. With her boyfriend dead, her father expelled, and her sister exiled, Sadie found herself rejoining the anomalous branch of the Air Force, with a new melancholic demeanor veiled behind her uplifting persona.

- William Robert Graham: A disgraced yes man that worked under President Reagan as the Administrator of NASA in his presidency for only five months before resigning by pressure from Reagan because of his failure in the Space Shuttle Challenger Incident. While officially working for the private sector, Graham was sent to work for R&D as punishment until he received the role as Director of the Research and Development Department. While not incompetent or unintelligent in any manner, his lack of experience with the anomalous and the inner workings of the department caused him to become an unpopular leader during his management, accused of the department’s stagnation and incapable of handling the Paratech Bubble Burst. Was ousted by General Bowe and Dr. Joseph Carver with the support of O5-6 and O5-5.
- Allison Chao (“White Rose”): One of the many Black Queen instances, daughter of Dr. Charles Gears and defector of the Serpent’s Hand. Personal motives are unknown, but it’s generally agreed that disagreements and personal experience caused her defection from the Serpent’s Hand. Loyal and devoted to O5-1 and the Foundation, but most importantly, what she considers “her world”.
- D.C Al Fine: Under-Secretary General of the United Nations Global Occult Coalition, most of her personal information is unknown aside from being an European woman of unknown age and nationality. Directly involved with the management of anomalous relationships during the Interwar period while working under the League of Nations, as well as multiple campaigns in the Seventh Occult War. Originally conflicted with the approach of the GOC towards anomalous, undecided between cooperation or complete extermination – change of perspective because of the genocide of reality benders during the Ichabod Campaign.
- Frederick Williams: The Administrator of the SCP Foundation and its oldest, original founder. A Pluripotent Entity with a human form that was spontaneously involved in the most important events of Earth’s development, and directly involved after the Sixth Occult War – taking the human form of Frederick Williams. The personification of a living threshold between normalcy and the anomalous, and a constant crosser between the two worlds while using the Veil as his gate. While people have seen his true form of emanating energy as “intimidating” and “incomprehensible”, genuinely caring and benevolent to the human and anomalous races of the world and its protection.
- Tabitha Foster: Director of R&D after the retirement of Dr. Joseph Carver until 2016. Protege of Dr. Carver all the way back when he met him while working for the Pentagram, as well as a great admirer of him, and eventually became Dr. Carver’s personal assistant after he became the Director of R&D. Shy, modest, and extremely efficient for her role as personal assistant and advisor for Joseph Carver, being the voice of reason for Dr. Carver many times during projects. After the disbandment of Omega-7 and the Bowe Commission, because of the last wish from Dr. Carver was chosen as the department’s successor – becoming the first and only female director in the department’s history. The pressure of gaining support and funding from the O5 Council after the mass hysteria caused by the nuking of Area-25 towards anomalous weaponization led her to becoming stressed and pessimistic about her role as R&D’s director. A series of events lead her to a downward spiral, causing her to become an arrogant, harsh, and aggressive leader who constantly critiqued the O5 Council and the Ethics Committee – gaining the support from most of the R&D Department and the remaining Boweists, and fueling the polarized climate between anti-anomalous and pro-anomalous camps in the Foundation. After misunderstandings and skirmishes between the Security Department, Ethics Committee, and R&D, she conspired alongside most of R&D’s senior staff to oust the O5 Council and bring a new era to the Foundation – the Foster Conspiracy was discovered, and Director Foster was captured and executed. This event caused the current state of R&D: a dismantled, disorganized department that fell from grace, caused by Foster's promise and later delusion to bring Carver’s dream to life.
- Willis Bowe: Son of Stan Bowe, who followed the family tradition of working in the United States Army involved with the anomalous. Despite the negative fame of his father, he turned out the complete opposite of Stan: friendly, polite, and always smiling – but completely ruthless and prideful who wouldn't doubt of taking someone out of his way if necessary. Successor of the Bowe Commission and the mastermind behind Pandora’s Box. After Incident Zero, he was fired from his contract with the Foundation and sent to a desk job in Area-51.

Phase 1 - introduction, classic sci-fi stories about the beginning of R&D's uprise, a few vigilant scientist and engineers start to develop more interesting devices and methods than they usually do.
Phase 2 - a slight shift to more soft sci-fi, GoIs appear, doubts about the ethical aspects of the new tech, beginning of special memetic projects, R&D's first secret facilities.
Phase 3 - more GoIs, more weird tech beyond the laws of physical reality, the Council's countermeasures, R&D is in trouble, but holds its positions well.
Phase 4* - the truth about narrative and metanarrative forces slowly revealed, R&D isn't the main point of view as we see more figures on the board.
Phase 5 - up to the universal and multiversal scales, with aliens, mages, incomprehensible anomalies and other stuff that R&D tries to fit into a hard sci-fi box.
The following collapsible are for each Era, but we'll use both era and stage interchangeably.
I think the basic idea here is turning from «how to deal with it» to «how to utilize it» in the most classic SCP style. Everything to save the Foundation and the R&D itself, but without real scientific breakthroughs. Not very hard sci-fi, just a few engineering notions here and there - we see mostly the result than process or mechanics.
- Phase 1 - the department was just established and does nothing more than developing special containment tools, an equipment for MTFs and other non-anomalous things with already existing tech, trying to be as inventive as possible.
- Phase 2 - first attempts to make anomalies useful. But there's mostly using their weird properties as is without modifying or even direct mixing with other devices. Like a fire that was sealed inside a lantern - it burns just as usual, but emits light only in the chosen direction.
- Phase 3 - more bold using of the stuff produced by anomalies, like special amnestics or construction materials, and enhancing common devices with SCP-914 or so, but still not too free. In the sense that the developed tech isn't very paratech on its own, but was made using special resources, methods or knowledge - like robots that can do human work in harsh conditions.
- Phase 4 - some anomalous objects were directly integrated into eigenweapon, power plants, worldwide amnestic sprayers and other useful devices, more or less effectively.
- Phase 5 - I think there should be a kind of downfall to raise the stakes and make the next era look more bright. Maybe a row of dangerous situations with newly developed machinery that relied on some anomalies too difficult to just use without an adequate development of a new science too?
Of course, there should be more potential disasters all over this era, so R&D workers could show their skills at preventing or eliminating such problems. But not too much, otherwise this young department will surely sink, in the best case without taking the whole world with it.
This one can be the next turn, from «what we can do with it» to «how does it work» and so on.
- Phase 1 - the department finally understands it should research not only the methods, but the natural or, maybe, supernatural laws behind the anomalous stuff it uses. This part is about experiments that lead to unintended discoveries and better understanding of the universe.
- Phase 2 - developing of new scientific and parascientific fields, from «first doodles of the cryptozoological menagerie» to Humes theory or so, I don't remember what exactly appeared in which century. Maybe expeditions to weird places like volcanoes or ancient temples to see more interesting things. And, of course, a lot of prototype equipment for research and defense needs! Interactions between elated scientists and materially-minded MTFs should be fun, especially in the Cold War context when mighty countries competed at the fullest power they could, involving the Foundation into their scientific and engineering rivalry.
- Phase 3 - when the basis of a few parasciences was established, it's time for even more interesting projects and expeditions that seemed to be nearly impossible before. For example, deep space exploration, time travel, voyages to the Earth core, or what's there instead, to the ocean bottom, into parallel dimensions, and so on. There're tons of anomalies that reside in such places or act as doors, and the new paratech can help not to die here immediately.
- Phase 4 - probably fully about paraweapons and an eigenmachinery that could turn the world back to life after possible doomsday scenarios. For example, some fights with aliens far from Earth, or more simple dealing with nuclear war perspectives… And maybe SCP-2000 was built somewhere in this period too, who knows!
- Phase 5 - not sure if a new downfall as a first sign of impending stagnation or, vice versa, a hightest peak of progress, but it surely depends on the global political sutuation. Probably a mix of both - discoveries and achievements are cooler than ever, but there're less and less of them. Maybe some sort of a stable plateau was reached when the further progress requires building a collider longer than Earth equator, or so.
The main idea could be based on the five stages of grief in the perspective of parascientifical collapse and other problems that should look much worse after the long prosperous years.
Phase 1 - the denial. Thanks to the inertia from the previous age, R&D still tries to overcome the new difficulties, acting like nothing bad happens. Stories about very random deeds, from developing the brand new fields of anomalous to creating devices that could bring it more money, but for almost no use.
Phase 2 - the anger. After all those futile attempts R&D brings a bunch of very risky, in the matter of danger or cost, but interesting projects that can either save it or make the situation even worse. And they doesn't help too.
Phase 3 - the bargaining. A short period when R&D tried to negotiate with the Council about the increasing of budget and such things. A lot of social activity, but almost no real work, and sci-fi elements are shown mostly as blurred flashbacks and brief mentions of past achievements.
Phase 4 - the depression. Fears about the possible end of parascience and paratech. More flashbacks, but this time they're mostly about previous stagnations and collapses all over the anomalous community.
Phase 5 - the acceptance. The department is still anemic and apathic, but it doesn't feel so sad now. Its scientific and engineering work mostly stopped, but the mind starts to boil again with another projects. That's the time when R&D created its «legacies» so someone more lucky could use it in the brighter future. And soon Foster will find some of these unfinished projects…
Ideas for various aliens species:
- Everyone's minds can easily travel through all the other's bodies, so even the specialized creature is just a tool anyone can use, but not a designed slave. Can be achieved through natural or technological telepathy.
- The same mind for everyone at once - no need to fight if you're both the slave and the boss.
- Another kinds of hivemind - for example, a living memetic culture that makes its hosts act in a specific way, but don't directly order them what to do. Like we don't order the soil to grow the crops and just prepare it to do so the best way possible.
- A race of metamorphs who can be anyone they want to. From purely biological creatures to robotic ones.
- Weird types of mind architecture - from ones that already figured out something like emendism or even use it at a natural subconscious level to totally incomprehensible beings.
- Subtype of the previous group - The Next from Pratchett's and Baxter's «The Long Earth» pentalogy. They're, well, extremely sensitive to the information about the surrounding world, thus everyone just knows what to do to keep the community in order, and do so without any discussing.
- One of my old ideas is an «alive culture» as a sort of sapient meme. The extraterrestrials who developed it had advanced far enough to become cyborgs, totally change their bodies, and then abandon any specific form or type of mind. But they didn't want to perish as a specific race, and thus transformed their culture into the «general information carrier» - a basic set of traditions and thoughts that can be used by almost any lifeform. And its bearer can be count as a new member of that race, regardless of its real origin, biology or any other trait, as those old extraterrestrials could take that shape or properties too.
- What about some sort of a sentient fungus? A wide net of biological threads with the overall structure more complicated than a circuit board. It grows through the surrounding matter, shaping it with its own flesh, but its mind can't directly sense what happens around - all its deeds at the physical level are just reflexes, metabolic and cellular proceesses. But the mind has major influence on the net's shape and structure too, as its thoughts are streams of chemicals.
- One alien civilization that I would like to write about would be related to the idea of Solipsism and Brain in A Vat, about an alien race that it's just brains that used their minds to build their civilizations — and place more importance into thoughts, concepts, and abstract ideas rather than concrete and physical bodies.
Ideas bounced around between Mexanik and Comrade Waldo through PMs.
1. Why start the Space Program?
- First, we need to understand that the Foundation and "Progress" Research Institute are occult organizations — despite being research institutions, they're occult. Occult doesn't mean they're necessarily paranormal, it just means that they have knowledge that is not for everyone. It can be hidden aspects of nature, or as Mexanik said, knowledge hidden from the uninitiated folk.
- Inspired from his idea of elimitism, Mexanik proposed that occult socieites adopted idea that can be summarized:
We're adults, while ordinary people are just children. And you won't describe principles of high math to the first graders, as schoolkids don't understand and don't need that kind of information. But adults should take care of children so they won't harm themselves too much.
- And this fits in line with the ideas of paratech and the Space Race perfectly.
- So, the main goal of R&D and "Progress" would be to create a safe path for the rest of humanity. Since the Foundation and "Progress" both want to take care of humanity (the former to protect a sense of Normalcy, the latter to expand Communism). So they believe that for the rest of mankind to travel to space, they need to lay the foundations for future explorations and create the previously mentioned safe path.
- There a also a lot of reasons that fits story behind the scenes, mainly the Cold War: the USA of the USSR danced at the edge of nuclear warfare, and both the Foundation and "Progress" didn't want that to happen. The main conflict was in the ideological spheres, so one of the best solutions (counting its easiness too) was to give both countries matchless achievements of similar weight.
2. How will the Space Program work?
- Following this logic, the Space Race was inevitable. So, the Foundation and "Progress" need to work together for a very long time, and make long-term plans for the farther future to put into effect. It can be before the launch of Sputnik I to the current Artemis Program, and beyond.
- It is probable that the Foundation and "Progress" would have multiple space programs at the same time with different goals, both that employ bolder, more complex paratech to reach farther places and those who use common technologies with some extra paratech.
- And those "normal" space programs could be the ones we already know about, such as Gagarin's orbit of Earth and the Apollo 11 landing. Which brings an interesting question of who the first occult pioneers would be and the challenges the Foundation, "Progress", and its astronauts would face.
- Waldo's note: I wholeheartedly agree with this idea, not just because it's cool, but I think it'll have a greater emotional impact on R&D once "Progress" disappears and leave the space projects they once had in mind.
- However, we should also consider that spacecraft are clearly visible objects from a large distance and that hobby astronomers carefully watched the sky since Sputnik. So, the Foundation and "Progress" must be careful.
- In this case, we can use several strategies: hide real evidence with hoaxes such as through fabrication or misinformation, as well as give explanations to "natural phenomenons".
3. What would be the results?
The Foundation and "Progress" should at least:
- Have bases and research facilities in the Moon and Mars.
- Have started new explorations into the rest of the Solar System.
- "Progress" particularly is interested in Venus (and we can connect it ot the theory of Tesla being a Venusian).
- Have multiple satellites for contact with alien life before their approximation to Earth.
- And of course, a great influence in the real American and Soviet space programs.
The Foster Conspiracy came from a comment in the discussion section of Walk the Floor from Djoric where he mentioned that if the conflict between the O5 Council and R&D and Director Foster continued, R&D would attempt to overthrow the Council and fail — and the survivors would defect to the Insurgency, leading to their own downfall like Lucifer in Paradise's Lost.
The conspiracy was weakly developed by Comrade Waldo in the R&D Department Orientation, which attempted to explore and flesh out the reasons as to why the department had a conflictive relation with the Council, as well as the reaction of common R&D scientists. Of course, this idea will be deepened in the canon (and the orientation rewritten), so in this tab, all the notes and ideas as to how the conspiracy happens will be saved here.
Main differences between the Orientation and Rewritten Conspiracy:
- While the conspiracy is discovered, it is not put down immediately. Multiple R&D cells and sectors are announced to take up arms and fight against the forces of the Council, resulting in more of a revolt (or insurgency) than a revolution.
- The Foster Conspiracy is not planned until the death of Foster's assistant, Eric, but thought, dreamt, and planned since Foster's corruption arc started — she focused on secretly gathering resources under the Council's noses until she could find the adequate eigenweapon to defeat the Council.
- The strategy of Foster is not to take each site one by one to encircle Site-01 and overthrow the Council, but to use the discovered eigenweapon against the Council to wipe it out of the picture and fight against the rest of the sites without a unified leadership.
- After the downfall of Foster and R&D, Foster applies a Xanatos Gambit move and she remains alive not only in the memory of R&D personnel but also in some anomalous way — even if she is actually dead.
How does Foster plan the conspiracy?
- The conspiracy starts as mere wishful thinking from Tabitha. As Mexanik said, Foster can only dream of overthrowing the Council — just like many people hate their superiors or authorities without actually confronting them.
- However, although she knows that she cannot head bump into the Council and try to put them down, what she does have is the time, connections, and clearance to search for the secrets of R&D before Incident Zero during her free time.
- So, she'll have to continue her directorship, slowly gathering support from the higher-ups, rediscovering and reintroducing old projects, until she finally finds the perfect eigenmachine to fight the Council.
- There's one key factor she needs to keep into account: she has to continue to run the department. So, while she is building up her conspiracy, she has to keep the few projects R&D has running — both to keep the department following but also to show her superiors and spies that the department is busy.
- This continues approximately from 2006 to 2016, until she finally rediscovers some old paratech to use against the Council.
The Ultimate Eigenweapon against the Council:
I think the most interesting way here is to take something totally peaceful, designed for an entirely different purposes, and transform it into a weapon.
- Like Mexanik mentioned, the eigenmachine that will be used into the WMD for the Council won't be originally designed to be a weapon but a tool — which is then redesigned as the tool needed to wipe out of the Council.
- The weapon won't be only one device, but rather multiple devices with different purposes that will be transformed into a weapon. These devices are:
- The R&D space telescope that will be used to locate the O5 Council members and take specific data from them, directly or by spying the documents.
- The "Progress" Research Institute Noospheric Manipulator will rewrite local parts of reality can serve two purposes. First of all, it creates a specific situation that will be recorded in the DEEPWELL system, interpreted as a separate computer file rather than just numbers and thus turn into a Bard-like program.
- This Bard-like AI collects more data about O5 and sends it to the R&D, but mostly waits for further instructions.
- Using the data collected by these telescope and AI, as well as other devices or methods, including non-anomalous art of spy, allows the Noospheric Manipulator to wipe out the Council from reality or at least make it useless, for example, inducing madness.
- If that won't help, the Bard-like AI would still present in the Council's private computer systems, ready to perform another kind of attack
- But, the eigenweapon wouldn't work, alongside Foster's contingency plans against the Council, resulting in the failure of the Foster Conspiracy and the fall of Foster and the department.
Foster's Legacy:
- In a discussion I had with Mexanik I compared Tabitha to King David who raised against the Goliath that was the Council and failed as the memory that R&D personnel remember of her.
- However, Mexanik raised a valid point that while Goliath brings us an image of a mighty and large thing, David is reminded as just a boy who killed Goliath and the statue Michelangelo carved. She deserves more.
- So, the memory of Foster from R&D personnel is the following: a force of nature rather than an actual human being, who was the personification of the neverending conflict of R&D to return to its glory days. Even if this image is not complete from who she actually was, the memory is far more important to her…
- However, even if she dies, she has her multiple aces up her sleeve:
- The legacy she'll leave is important, but she has to make sure the department continues the path she has for them.
- Her first move is to memetically integrate parts of her consciousness across the R&D personnel when she dies, silently avoiding memetic scanners and silently guiding R&D personnel to bring back the department to its greatness.
- A clone was also an option, but the lack of time and priority to plan the conspiracy didn't allow her enough time to finish the project.

- But, she could use this in her favor: the remains of the project and her contingency plans could allow her to exploit the state of the Council and send rumors which may or may not be true.
- These rumors could be:

- That her clone was finished and she's leading the remainig R&D cells in the Insurgency
- An avatar of Prometheus
- However, what matters is that these rumors help her in distracting the Council to look the wrong way to let R&D take the opportunity and get to work.

Foster's Lost Treasure:
But that's just the legacy she leaves of her image, not of the material she'll leave for future R&D personnel to continue the fight. So, what does Foster leave of all the research and paratech she recovered to R&D personnel?
- All the research and recovery would have been for nothing if she failed, and considering the master planner she is, she won't leave all of her hard work to be found by the Council and its lackies — so, she'll hide all of what she cans in the hopes that in the future, the smartest personnel of R&D will find it again and reignite her dream.
- However, where will Foster hide all of these lost paratech? In pocket dimensions, baby.

- According to Mexanik, there can be four possible pocket dimensions that Foster may use to hide these paratech:
- Enlargement of normal space: It can be done with the Pseudo-Riemannian Manifold Machine from SCP-2000, as well as anomalous geometry, dark energy condenser, and other methods.
- Distortion of a normal space: Wormholes, warp things — using the same matter bur turning it into a different shape. It doesn't violate the continuum fabric, but bends isit, but it has the danger of closing with interdimensional threats or collide with otherworlds — making it more visible to those outside.
- Usage of subverse: A concept of Alliance, where a particle is turned into a separate universe from the main one inside the main one, with any kind of natural laws and dimensions inside it.
- Virtual reality: This method requires both extremely strong computers and very precize methods of collecting data about a thing — for example, in The Quantum Thief it uses picometer-sized assemblers that can turn digital data into a physical object and vice versa, operating on the really subatomic scale. But there can be different ways to achieve the same goal.
- Whatever the case, most probably R&D will use the first two, but maybe Foster pushes for research and experimentation with the last two, but doesn't fully develop them in time for the conspiracy.
- However, how will R&D personnel discover these lost paratech?
- Maybe with puzzles similar to those of Cicada 3301?
- According to Mexanik, there can be four possible pocket dimensions that Foster may use to hide these paratech:
