Description: It has been posited by Senior Researcher Clarence Whitaker that SCP-XXXX is a phenomenon, controlled by an entity or entities, which leads individuals toward 'worse' eventualities.

Alright, so it leads people away from the correct path. To give this color, I need to add some sort of between-the-lines, under-the-words meaning to this. Otherwise it's just a conceptual framework. So, there's an entity that wants people to be unhappy: why? More specifically, there is an implication that there is a path that is meant to be followed (Destiny): is there an entity behind this? If so, they are at odds with one another. Why? Why does this entity, name Elizabeth, want people to stray from the path?
I could give it a more cosmic feeling, with Liz being the embodiment of the force against the norm, a yin and yang situation. However, that lends itself to an embodiment larger than a single person depressing some people, so I should go smaller. Liz could be a natural phenomenon, or the creation of an individual or individuals.

It may be fun for her to be a mythological sort of demi-god, or entity which some niche religion summoned as part of a ritual. So, I'm thinking, she was summoned by this little offshoot religion as a blight upon a rival sect. Through research into the origin of Liz, it is traced to the town where the sect was most prevalent. However, it becomes increasingly "diluted", and the cult sect which originally summoned Lizz, seeing that their plan had only spurred this rival sect, let's call them Drudgians, to adopt darker practices, abandon the operation. Elements of this that could reach the Foundation's attention would be a dramatic spike in suicide rates in the past half century in the town affected, as well as, perhaps, the Drudgians' growing influence. The sect which originally brought Eli about is defunct, and information is difficult to come by due to the other sect's having destroyed much of the materials pertaining to their rituals.

Barebones story: As an offensive against their rival sect in a nearby town, Terrimoid Melians sacrifice Elizabeth Canes, turning her into a Tellus' Lamb, an entity detailed in their holy materials which turns people from the righteous path. The Lamb is a blight upon the Drudgian Melians, but, not under the control of any one, it begins to spread outward, affecting surrounding towns. This not being the plan that they had, and seeing an eminent threat to their own survival, they move as a group to a town about 100 miles East. Instead of getting rid of the Drudgians, it turns them toward darker occult practices, and leads to an incredible spike in suicide rates in the town, both of which set off the alarms of the Foundation.

The Foundation looks into the spike in suicide rates, finding that the Drudgians, a sect that they believed to have nearly died off a few decades ago, has spread it's roots wider and deeper than expected, sometimes under duress, and their practices have grown darker [elaborate, fab!!] than previously recorded. They research the Terrimoids and interview a previous member, James Jameson. He gives details on what went down. They research Elizabeth further, attempting to gather information from townspeople and, after having some agents affected, establish a quarantine perimeter.
