Special Containment Procedures: A 50 km circular exclusion zone is to be created around SCP-9299-A, disguised as military operations of the Navy of the Russian Federation. No unauthorised entrance into this exclusion zone is to be permitted. Authorisation is to be obtained from Field Director ████████ directly following a greenlit application to the 9299-A Field Management Committee.
Description: SCP-9199 refers to the wrecksite of a November-class Nuclear-powered Submarine built in 196█ for the Soviet Navy, 210 km off the coast of the Kamchatka Peninsula, Russia. High doses of gamma radiation can be detected from within a radius of 10 km, scaling exponentially up to around 1.3 Sv/h at 250 metres from the wreck. These levels are believed to be anomalous; minimal radiation can be detected from within the hull of SCP-9199 itself, and no signs of nuclear meltdown or spillage are present.
The locations of SCP-9199/G1, SCP-9199/G2 and SCP-9199/G3, respectively, are as follows:
- [DATA EXPUNGED], Playa Giron, Cuba.
- [DATA EXPUNGED] [DATA EXPUNGED], Yosemite National Park, CA, United States.
- [DATA EXPUNGED], Talnakh, Siberia, Russian Federation.
Opening one of SCP-9199's entrances will, despite the geometry of the concrete walls indicating a finite space, lead to one of three different Howard-Semyon Universes, henceforth termed SCP-9199/XC1, SCP-9199/XC2 and SCP-9199/XC3 respectively. Detailed analyses of said universes, as well as expedition logs can be found in the relevant descriptions Д1, Д2 and Д3. The likelihood of entry into a specific universe appears to be uniform between the three gates,1 however the probabilities appear to be influenced by current global geopolitical climates, specifically,
- Events, affairs and environments such as border tensions, geopolitical threats and negative diplomatic relations between powerful Nation-States increases the likelihood of the appearance of SCP-9199/XC1.
- Events, affairs and environments such as civil or conventional wars, nuclear tests, remilitarisations and terror attacks increase the likelihood of the appearance of SCP-9199/XC2.
- In contrast to the above scenarios, in the event of an increase in elapsed time of the Doomsday Clock, a system for visualising the likelihood of a Nuclear War maintained by the Bulletin of the Atomic Scientists' Science and Security Board, the likelihood of the appearance of SCP-9199/XC3 is always increased to near 100%.
All instances of SCP-9199 appear to be infinite, due to the extradimensional folding and reconnecting of the edges of spacetime consistent with Howard-Semyon chronospatial architecture. Artefacts recovered from SCP-9199 instances have the anomalous property of inspiring [REDACTED, SEE ADDENDUM SCP-9199/Pereprogrammirovaniye] upon direct inspection by human observers. This effect does not appear to be replicated in copies of SCP-9199 artefacts, but is replicated in certain cognitohazardous imagery present in SCP-9199 instances.
Description SCP-9199/Д1: The interior of SCP-9199/XC1 contains a pseudo-infinite sea of black liquid with an average depth of approximately 1.5', and hydrodynamic properties similar to that of water (traversal of the "lake" will always result in one returning to their origin point assuming constant direction of travel, and no entrance into SCP-9199/M). SCP-9199/M is a large building that rests atop the "sea bed" of SCP-9199/XC1, bearing a resemblance to the Reichstag building in Berlin, Germany. Despite outward appearance, SCP-9199/M appears to have an infinitely-extending floorplan that would be impossible to contain within the volume of the original building's architecture. SCP-9199/XC1 is at all times subject to harsh meteorological conditions, with intermittent rain, storms and a constant dark, cloudy overcast.
SCP-9199/M appears to host a variety of room types and functions, including (but not limited to): offices; libraries; debating chambers; auditoriums; theatres; studies. Recovered documents and information from SCP-9199/M make frequent reference to a number of events, concepts and actions that imply total Soviet occupation of the city of Berlin, Germany from 1945 at least until the year 198█ (within SCP-9199/M, all information recovered refers to Berlin as "Forschrittburg"). Beyond this year, no documents can be found, however all information implies that a full-scale invasion of "the Western Countries" (likely in reference to members of NATO at the time) was to take place in 198█ in response to a Nuclear detonation on the city of ██████, "People's Republic of Austria"2
**Addendum SCP-9199/List of Artefacts recovered from SCP-9199/M.| Object Description | Details of Object | Location of Recovery |
|---|---|---|
| An A5-sized brown book, entitled "Dr. Ivan █████████: Genius of the Revolution" in German. | Tome contains a red stamp mark bearing the words "CLASSIFIED: DO NOT REMOVE" in German on the front inside cover. Due to high traces of ██████ cryonoline solution in the ink, removal from the page is impossible through non-anomalous means. Information within the book describes the life of Foundation researcher and project lead on SCP-████, Dr. █████████ in near-perfect accuracy until 197█. Tome then examines an alternative series of events in which Dr. █████████ defects from the Foundation and from [DATA EXPUNGED] where he was stationed to the Republic of ██████ (pre-annexation by the USSR in the context of SCP-9199, in 198█), joining the "People's Committee for the Development of Memetic Armaments." Dr. █████████ has refused to comment on the actions of his assumed-to-be alternate self. It is noted that his score on the Milgram Obedience Examination is the 2nd highest of his site, at 8█ | Object was recovered from a bookshelf in a small office/study room with "Dr. █████████, P.C.D.M.A." (translated from the Russian) marked on both the front door and on a plaque on the only desk in the room. Room was approximately 15 kilometres from entry point into SCP-9199/M. |
| A medium-sized briefcase containing a seventeen (17) page Government report on "Vrazhda Protocol 771-B." (Written in English.) | Briefcase contained a 6-digit numbered locking mechanism, and was able to sustain loads of beyond ███ kN without visible deformation or lock failure. Locking mechanism was breached through the use Foundation Omnidextrous Automaton Unit-████ "Runic's Cube" following █████ individual attempts involving using a "brute force algorithm" to guess the locking mechanism code. Contained documents appear to be authored by the (inexistent in Base Reality) "United States Cognitohazardous Entity Committee," detailing the use of [DATA EXPUNGED] subsequent broadcast on military communications frequencies inspiring [DATA EXPUNGED] [DATA EXPUNGED] surrender, revolt, mutiny or other actions taken that would detriment "OpFor Activities." | Object was recovered from a seat inside a large, circular chamber with approximately ███ seats. |
| A standard 187x103 mm VHS tape, containing a 14 minute PSA titled "Mind Warfare and You: How to avoid becoming a tool of the ███████ists!3 | cell-content | cell-content |
