"Humanoid Education and Entertainment Resource Package"

Summary

Proposal ETH-023-367 allocates 240 billion dollars USD yearly to be utilized for internationally providing humanoid anomalies in Foundation containment that are observed to be sympathetic or neutral towards Foundation personnel with resources to pursue education and entertainment.

The proposal's directives outline for:

  1. Funding for entertainment packages standard to the Western Regional Command's "General Entertainment Package."
  2. Resources to pursue general education for humanoid entities who have not completed United States or Canadian high-school level education.
  3. Funding for Site Tutoring Programs
  4. Additional funding for the SCP Mental Health Program
  5. Moratorium on all SCP disciplinary actions that utilize removing possessions or revoking privileges as a means of punishment

As of now proposal doesn't reflect or seem to acknowledge our current standards regarding containment. Almost all of the outlined directives openly conflict and may complicate current containment procedures.

We cannot in good conscience approve such a proposal which will only conflict with the containment needs of thousands of SCPs under the Foundation's care.

Notice of DISSENT

This decision by the council sets a dangerous yet all too familiar precedent. Once again, the ethical obligations for humanoid anomalies in containment remain overruled by alternative interests in exploiting anomalies or carelessly locking them away.

The SCP Foundation has access to thousands of historical documentation and studies that support the consensus that the ethical treatment of humanoids in our care has an astronomically positive effect on long-term containment.

What could possibly go wrong with treating these humanoids with the basic respect they deserve? We have little to lose and everything to gain.
