NULL VIOLATIONS: These are rules that cannot be feasibly broken. They can also serve as guidelines for the ordinary running of departments and as measures to be implemented in certain situations.
MINOR VIOLATIONS: These are very small errors which most of the time are mistakes made by personnel who have just entered the Foundation. The punishment for any minor offense goes no further than a verbal warning which is usually accompanied with advice. Repeated violations of this degree despite admonition will result in a major report being filed.
MAJOR VIOLATIONS: The severity of major violations is such that any particular one harms the efficient operation of a site. Punishments can include permanent Suspension from duty, heavy demotion from department/duty, and more dangerous duties.
UNACCEPTABLE VIOLATIONS: Offenses of this degree cannot be justified as they go beyond what is tolerable in not only the community but also in real life. The action taken in this regard reflects the seriousness of the misconduct and thus demands a steep price to pay. All personnel who commit a violation of this category are given Class-Disposable Demotion, transfer to Keter Duty, permanent demotion from duty, and termination.
Everyone is punished fairly based on their rank and position in The Foundation.
The purpose of all punishments given by the Ethics Committee is to bring reform and correction in the actions of personnel. It has never been, nor will it ever be the case that someone is punished for the sake of being punished.
Personnel are fairly punished based on their rank and position using a mathematical system to prevent bias.
Higher ranking personnel are expected to fully acknowledge and understand Ethical Codes and as such will be greatly punished if ever they have been caught breaking it.
Ethics Committee members caught breaking Ethical Codes and depending on the severity of the violation, they will be sentenced for hypocrisy.
B.1 - Harassment is not allowed.
Harassment is defined as unwanted behavior from others which causes someone to feel offended, humiliated and/or intimidated. An accusation of harassment is very serious; therefore the Ethics Committee employs a criteria to judge whether the personnel is guilty of this. The victim must also state that he/she would like the person to stop doing so, as it used to be easily utilised against someone. However, this may be overruled in an instance where it has been deemed impossible to do so.
B.2 - Threats and blackmail against others is prohibited.
Unlike harassment, threats are defined as statements which carry the intention to inflict pain on any particular person(s) in response to an action taken or not taken. Not only can threats deeply impact a single personnel, but they can also reverberate into larger groups of people and harm the efficient operation of entire departments.
In addition, blackmail is to withhold compromising or private information regarding someone in exchange for a certain benefit.
B.3 - Loopholes should be reported to the Ethics Committee immediately.
Knowingly withholding helpful information from the Ethics Committee regarding any sections or statements in the Code of Ethics has a direct impact on the operation of the entire Foundation. Any and all recommended corrections should be reported to the Chairman.
FP.1 - Only enter containment areas with both fair reason, and an armed escort.
Entering chambers or going into Safe Containment Wing 1 and beyond constitute trespassing if done without those listed above. Always ensure that if you are conducting a test, that your testing rationale is prepared beforehand and that you have the required amount of combatives to go through with it.
Spectators are to remain with the group when walking to and from the inner containment zone. Obey the instructions given by any administrative personnel and/or combatives during the testing phase.
FP.2 - Evacuate to the Shelter in the case of any on-site emergency.
On-site emergencies consist of the following:
- Any SCP breach
- GoI Raids
- Full Site Lockdowns
FP.3 - Do not help Class-Disposables escape.
This includes (but is not limited to):
- Opening doors with the clear intention of helping Class-Disposable personnel move through the facility.
- Closing doors in order to prevent combatives from reaching and terminating Class-Disposable personnel.
- Assisting in combat alongside Class-Disposable personnel.
FP.4 - Do not misuse the on-site radio.
This is defined as:
- Repeating a request or question several times.
- Using the radio for gossip or communications unrelated to the site.
- Maliciously misusing the radio with the intention of hindering on-site operations.
FP.5 - Mistreatment of Anomalous Objects.
This includes:
- Assisting Class-Disposable/Rogue personnel in breaching SCPs and/or interfering with the recontainment process.
- Ordering non-consumable beverages from SCP-294. Examples include lava, antimatter, and "JOE" this constitutes breaching an SCP.
- Interacting with any SCP is prohibited, but exceptions stated within the SCP's Containment Procedures may apply.
- Using an anomaly to cause massive amounts of casualties both in and out of the Foundation.
- Romantic relationships with anomalies.
FP.6 - Foundation Personnel cannot be harmed without proper authorization.
The criteria for this is as follows:
- Personnel with Level-5 clearance or higher can authorize the termination of any Foundation Staff. However there must be a valid reason for this.
- The personnel ordering the termination must have a combative carry it out.
Harm is defined as any physical damage to Foundation Personnel.
FP.7 - Only certain personnel may engage in necessary interaction with Class-Disposable Personnel.
The Ethics Committee defines unnecessary interaction as verbal interaction to Class-Disposables within a formal setting such as through the Class-Disposable Cell Block from personnel which duties do not require verbal communication with Class-Disposables and Class-Expendables.
Personnel which may freely communicate with Class-Disposables include;
- Level-4+ Personnel
- Departmental Staff if their duties are involved
- Ethics Committee Personnel
FP.8 - Do not interfere with departmental duties.
Examples of interfering with departmental duties include but is not limited to;
- Interfering with recontainment procedures during breaches.
- Intentionally obstructing interrogations.
- Sabotaging tests.
EC.1 - The Ethics Committee must uphold and enforce Ethical Codes.
This is the Ethics Committee’s first and only function.
EC.2 - Committee members are not exempt from Ethical Codes and will face stricter punishments.
The hypocrisy of Committee members who break the Ethical Codes warrants punishment which is heavier than what is normally given to any other personnel.
EC.3 - The Ethics Committee is granted full-site access within reason.
When investigations into ethical violations are ongoing, this clause can be initiated by Ethics personnel which enables them to bypass any restrictions on-site in order to assist their duties. This is not a license to abuse.
EC.4 - Witnesses may remain private.
Breaching the privacy of witnesses is serious and compromises any ongoing investigation. In addition, reporting personnel to the Ethics Committee for reporting you and/or an acquaintance will result in harsh punishment.
RD.1 - All tests must be in line with the object's Special Containment Procedures.
Bypassing the regulations laid out in the object's Containment Procedures compromises the safety of all personnel involved in testing and negatively impacts on-site operations, therefore this is a mandatory requirement.
RD.2 - Only Class-Disposables may be tested on.
Ordinary Foundation personnel cannot be tested on under any circumstances.
RD.3 - The Ethics Committee can oversee any testing on-site.
As the primary duty of the Ethics Committee is to uphold and enforce Ethical Codes, its members are therefore permitted to spectate any and all testing which takes place on-site as a means of carrying out their duties.
RD.4 - The Ethics Committee can cancel any tests.
Tests which fall short of requirements and/or put personnel in unnecessary danger can be called off automatically by any member of the Ethics Committee. This decision can be made at any point during the testing phase and cannot be overturned.
RD.5 - Researchers may not select their Class-Disposables.
Bias in this regard impacts the validity of the test alongside the results which come forth from it. Class-Disposables are to be chosen at random by combatives. Specific Class-Disposable personnel can only be chosen for supporting test results.
RD.6 - If possible, Class-Disposables are to be extracted after testing is concluded.
Extraction is not to be undertaken if the SCP in question requires termination of testing subjects once all data has been gathered from the test.
D.1 - Treat Class-Disposables with respect.
The following would be considered breaches of this clause:
- Insulting Class-Disposable personnel without having been insulted, otherwise verbal retaliation is optional but not generally preferable.
- Unjustified cruelty wherein unnecessary physical harm is caused during any phase of testing.
- To treat Class-Disposable personnel without the respect and dignity given to ordinary Foundation personnel, namely to dehumanize.
- Discrimination in any way or form (e.g. appearance, accent, direct and/or indirect).
D.2 - Trespassing Class-Disposables must be terminated.
Class-Disposables that have been extracted from the Cell Block for a test are excluded from this.
Class-Disposables that are found trespassing, and are not cuffed, are to be terminated by combatives upon immediate discovery.
D.3 - Class-Disposables with contraband must be terminated.
Contraband objects:
- Weapons (this includes melee equipment)
- Level-0+ Keycards
- Stolen Foundation Equipment
D.4 - Class-D personnel must have an armed escort outwith the cell block.
The requirements are as follows:
| One or two Class-Disposables. |
Three up to five Class-Disposables. |
Five up to Seven Class-Disposables. |
| One combative. |
Two combatives. |
Three combatives. |
Security Units accompanying the Class-Disposables is proportional to the number of Disposables acquired by a ratio of 1:3, one Security Unit per three Disposables.
D.5 - Combative Personnel may only kill handcuffed Class-Disposables under the following circumstances:
- Their termination is mandated by the object's Containment Procedures.
- They disobey direct orders.
- They flee from the escort in a direction that takes them farther from where they need to be.
- They are being used as shields by hostiles.
- They are attempting to interact with breached SCP.
- The site is being raided.
- They are using personnel as shields.
D.6 - Class-Disposables have the right to freedom of religion.
Disposables will be treated fairly and they are not to be forced to do anything against their religion.
I.1 - All personnel must submit to investigations undertaken by either the Ethics Committee or Internal Security Department.
Refusing to comply in this regard is to obstruct the duties of the investigators and possibly lead to severe punishment.
I.2 - Non-combatives can only use weapons in self-defense.
Foundation Personnel may utilize an armament against personnel under the strict conditions that they follow the self defense rule.
Self defense is when you have been intentionally physically attacked or have a reason to believe you will be harmed next by someone already attacking others. It is unethical to proclaim self defense against other Foundation Personnel unless they are explicitly stated as rogue.
The definition of a threat is defined as someone or something that has an intention to inflict bodily pain, injury, damage or any other hostile action on you or someone else.
You may utilize a weapon against other Foundation personnel or Groups of Interest under the circumstances that:
- They are a rogue personnel and they pose a direct threat to yourself or others.
You may utilize a weapon against Class-Disposable personnel under the circumstances that:
- They have a weapon or contraband item that may cause direct harm towards yourself and or others. (Refer to self-defense)
- If they have verbally stated that they intend to harm you or others.
However you may not:
- Imprison or detain Class-Disposable personnel (not subject to interviews, tests or examinations) that cause direct or indirect harm toward yourself and others
- Terminate Class-Disposable Personnel that have caused no harm to you or others (physically or verbally)
Personnel cannot discharge their weapons at Inanimate objects (such as walls, floors, doors and other miscellaneous objects) or SCPs.
Combatives may discharge their weapons at Inanimate objects or SCPs if they have explicit permission or the circumstances require that they have to.
I.3 - Do not intentionally obstruct investigations.
This includes, but is not limited to:
- Submitting false reports.
- Lying to investigators.
- Falsifying evidence.
- Tampering with evidence.
- Destroying evidence.
- Ordering the investigation closed.
- Ordering investigators to neglect their duty.
- Ordering others to participate in the obstruction of investigation efforts.
I.4 - Do not interfere with your/other's sentence.
Do not attempt to persuade or manipulate others into tampering with your sentence.
1.5 - All documents and protocols must align with the Code of Ethics.
Departments within the Foundation are required to comply with the ethical standards laid out within the Code of Ethics, this includes operations and rules of conduct.
Congratulations on reaching the end of this document. While it was most assuredly a long read, you are much better off for it.
