NOTICE FROM THE FOUNDATION RECORDS AND INFORMATION SECURITY ADMINISTRATION

The following document is a provisional article written during preliminary investigation of anomalous activity saved for posterity. All inaccurate and outdated information is corrected in subsequent drafts. All questions regarding this version of the SCP-4654 file are to be directed to the Project Head.

Special Containment Procedures: A wide spread cover story explaining SCP-4654's anomalous effect on the weather as the result of climate change to be disseminated among the population of the Matanuska-Susitna Valley. All satellite data of SCP-4654 is to be replaced with the topography of the underlying mountain by cloud_gazer.aic. Provisional Site-49 is to be established near the mountain upon which SCP-4654 is located to monitor SCP-4654, and is to have a fully armed contingent of MTF Kappa-11 "Red Barons¹" stationed on site at all times. If SCP-4654 is not capable of being fully contained, research into methods of neutralization of SCP-4654 is ongoing.

In the case where a "Dorothy" event manifests, the trajectory of the weather phenomena is to be predicted by Foundation meteorological programs and AI (primarily thunder_cat.aic), and civilians are to be covertly evacuated from the projected path until the storm has dissipated. Repairs of all damage are to be done using a Foundation front company specializing in disaster cleanup. Civilians are then to be returned to their homes and amnesticized. Use of existing weather modification technology to suppress "Dorothy" events is being considered.

An Ostry Electro-magnetic Wave Generator is to be tuned to the 2.4-5 GHz range and coupled with a small radio telescope affixed to SCP-4654's position. The wave generator will produce an inverse wave function of the radio waves generated by SCP-4654, creating a destructive interference pattern which would nullify SCP-4654's emissions.

Description: SCP-4654 is a stationary cumulus cloud formerly hovering over ████████ Peak in the Matanuska-Susitna Valley² (henceforth called "Mat-Su Valley") in Southcentral Alaska. The cloud is 1 km³, and extremely dense for a cloud of its size. There is a bowl-like formation within SCP-4654 lined with a layer of extremely dense water vapor. Inside the bowl-formation of SCP-4654 is an estate made completely out of the same water vapor. The estate is composed of a front- and back-yard, a one-story house, one hectare solar/wind farm, and a three hectare forest, the species of trees contained within the forest resembling those common within the valley.

At sporadic points throughout the day, SCP-4654 generates radio waves in the 2.4 GHz to 5 GHz range for on average one to two hours, directed towards the nearby city of ██████. These radio waves appear to either be heavily encrypted or completely randomized, as all attempts to decipher the information has resulted in nonsensical characters.

SCP-4654-1 is a possibly hostile Class VII reality bender located within SCP-4654. Due to quality of long distance drone footage, and the lack of distinguishing boundaries between 4654-1 and 4654, little is known about the appearance of SCP-4654-1. SCP-4654-1 is hydrokinetic, anemokinetic, and thermokinetic, but has only been observed to be able to manipulate these qualities within the upper atmosphere thus far. Due to its aerosolized anatomy and hydrokenesis, SCP-4654-1 can control SCP-4654 and itself down to their constituent molecules, and can render them essentially invisible by refracting light through their bodies, or by simply distributing their mass throughout the atmosphere. SCP-4654-1 can create and manipulate extreme atmospheric events in the Mat-Su Valley, such as blizzards, thunderstorms, hailstorms, large whirlwinds, and extratropical cyclones³ Storms produced by SCP-4654-1 are abnormally severe and have been recorded to be responsible for ██ deaths, along with █ billion dollars in damages since Foundation discovery.

When weather phenomena is created by SCP-4654-1, hereby classified as a "Dorothy" event, 85% of cases appears to originate from SCP-4654, moving quickly outwards into the valley in excess of 170 kph, with the other 15% manifesting in random locations throughout the valley. Although extremely lethal, "Dorothy" Events are also extremely short, and manifestations usually last on average 28 minutes to 3 hours.

Discovery: SCP-4654 was discovered after a period of several years of irregular severe weather phenomena uncommon to the area contained fully within the Mat-Su Valley. Satellite data of SCP-4654 revealed its anomalous nature, and Provisional Site-49 was established.

Addendum 4654-1: On 08/17/19, a short "Dorothy" event caused a lighting strike in the upper Susitna Valley. The fire then spread and started what is now the McKinley wildfire, which burned through 3,288 acres and 52 buildings before being contained. It is unknown if the lightning strike was intentional.

Forty-seven minutes into flight

Grizzly: Hey Belwerk, wake up and start looking at the cam, we're approaching the cloud.

Grizzly leans over to Belwerk and shakes him roughly

Belwerk:Huh yeah what? Yeah I'm awake, what are we doing?

Grizzly: Eyes forward, we're at the anomaly.

Belwerk: Oh, right. Yeah.

Grizzly: Alright, taking the drone over the lip of the bowl and heading down. Doc, see anything unusual?

Belwerk: The entire cloud is unusual. But it appears that the wind died down a bit and the temperature rose when we entered the cloud.

Belwerk gestures to the anemometer and thermometer on the monitor's HUD.

Belwerk: Strange, when I saw the fly-over pictures I thought the trees were just ornamental or statues, but see there and there the branches are moving. They could be alive. Fly in close and get a sample with the arm.

Grizzly: Alright, if you insist, Doc.

Grizzly extends the arm on the drone and maneuvers forward towards a tree. The drone grasps a leaf from the tree and withdraws.

Grizzly: Huh, I was expecting the tree to evaporate when I touched it. Guess I should've expected that.

Thirty extraneous minutes of surveying expunged

Grizzly: Ok, we've covered the solar farm, the woods, and the edge of the bowl. All the instruments say they're made out of water. Do you want us to head to the house, Doc?

Belwerk taps on the arm of his chair rapidly

Belwerk: Hm… Well I guess it couldn't hurt to document the exterior of the house, just try to stay out of sight of the window.

Grizzly: You got it, boss.

Belwerk: The house appears to be one-story, with a wrap-around porch and a swing near the front door. There are windows of unknown transparent material that reveals the interior. We are seeing what looks like a living room and a dining room. Both look like they're built for one. The lights are on. Is this house made entirely of vapor? I can't see a lick of color anywhere. Makes it very hard to tell what's what.

Grizzly begins to move the drone towards the house.

Grizzly: …Weird.

Belwerk: What's weird?

Grizzly fiddles with the controls

Grizzly: The controls are getting a bit sticky. We are probably low on battery.

Twenty feet away from the house.

Belwerk: No, we still have an hour of battery life left. Looks like the wind, it's picking up speed.

Grizzly: Huh, that's odd. Should I continue?

Belwerk: Yeah, move clos- wait what the hell is that?

Grizzly: What…oh.

In the right corner of the screen, near the edge of the front yard, a whirlwind slowly coalesces in the center of the frontyard, quickly moving towards the drone.

Belwerk: Move the drone, MOVE IT.

Grizzly: Yes sir, fuck fuck fuc-godammit.

The whirlwind catches up to the drone and the drone is caught within the maelstrom. The visuals on the monitors are blurred.

Belwerk: Propeller 3 is damaged, can we fly without it?

Grizzly: It would be very tricky, but I think I can make it work.

The whirlwind flings the drone with enough force to propel it outside of SCP-4654

Grizzly: Holy shit, it threw the drone over the bowl.

Belwerk: Why did that happen? Was it because we got close to the house?

Grizzly: I don't know but… there, stabilized it. Losing altitude fast, two propellers damaged and one out of commission. Going to be a bumpy landing.

Note: After preliminary surveying, SCP-4654 was explored via a HAHO (High Altitude High Opening) parachute jump conducted by MTF Kappa-11 "Red Barons" in a modified Foundation C-17 Globemaster III, under the guise of a military training exercise after preliminary drone exploration. Flight launched from nearby Joint Elmendorf-Richardson Air Force Base.

Forty minutes into flight

Grizzly: Alright boys, we're coming to your stop, get ready for entry.

Smokey: Mic check.

Caribou: Roger.

Moose: Loud and clear, Mike.

Coyote: Hear ya as clear as the sky. Moose come on man, don't use his name, Command is listening.

A muffled punch is heard off-camera, Moose exclaims in pain.

Moose: Hey dude, not cool.

Grizzly: C'mon kiddies, no roughhousing while Daddy is driving. Anyways, ramp is down, see you on the other side.

Smokey: Move, move, get ready by the ramp. First Coyote, then Moose, then Caribou, then me. When we land on the target, take stock, repack your chutes for the jump down, and contain anything if needs be.

Ramp opens, squad jumps one after another.

Smokey: Get home safe Grizzly, don't scratch it.

Grizzly: Wouldn't dream of it Cap, have a nice fall.

Thirty second period of elation from squad is expunged from transcript

Smokey: Alright, pull chutes in five, four, three, two, one. Let 'er rip, boys.

All four simultaneously pull their parachutes

Moose: Coming on target. Man, that is trippy. Its like a bowl made of ice sitting in fog.

Caribou: Hopefully we can land on it safely. Theoretically we should just pass right through it, but if a Type Green is living here, technically it could create a solid surface in the skip to land on.

Coyote: Are we sure a Green could do this? We've seen shit but I'm amazed that a Green could pull this shit off.

Moose: You know what they say, Coyote. "When working for the Foundation, leave common sense at the gas station."

Coyote: No one has ever said that in the history of the ever you lying motherfu-

Smokey: Cut the chatter, men. Only relevant information is to be used on comms. If you don't say anything useful, shut your trap.

Squad remains in air for seven minutes circling around SCP-4654 before landing

Moose: Yeah Command, intel was accurate. There appears to be a small forest, home, and solar/wind farm on the skip, all completely made out of white fluffy cloud.

Command: Any safe place to put down?

Caribou: We could put down behind the woods, near where the bowl starts curving. Hide us from view from the house.

Smokey: Alright, we do that. Immediately after we land, pack you chutes and get your weapons on standby. We should take some samples of the area and approach the house. Maintain stealth and stay behind cover if you can.

Squad turns to land at indicated location. Many muffled expletives are heard over comms as they land and stumble across terrain.

Command: You alright men?

Coyote: Fuck me, this is like landing on a trampoline. It's so [Words slightly muffled and distorted as Coyote jumps up and down] fucking bouncy.

Caribou: Substance composing the interior of the anomaly is not totally solid or rigid. Be careful when moving, it might break from underneath you.

Coyote immediately stops jumping

Smokey: Pack up your chutes. Coyote, you take point, cover Caribou while he takes samples. Moose, make sure the stuff we're stepping on doesn't mess with comms further in. If the wind starts to pick up, hunker down and wait it out. Drive your pitons into the ground if you have to, that's what they're there for. That goes for all of you.

Coyote: Gotcha.

Caribou: Roger.

Moose: Copy that.

Twenty minutes of extraneous activity expunged

Smokey: Command, you copy?

Command: We hear you loud and clear.

Smokey: Caribou is done taking samples, are we clear to move towards the main house.

Command: You are clear to approach, Smokey. Only fire when attacked, refrain from starting hostilities.

Smokey: That's a copy. [To squad] Move out.

Moose: Man, this shit is noisy as hell. Sounds like we're walking on crunchy snow or something.

Caribou: Just try to keep as quiet as possible.

Squad approaches house, its lights are on

Smokey: Command, we are seeing activity within the house. Looks like a woman, not sure. She looks like she's completely white.

Command: What is the woman doing at the moment.

Smokey: It looks like she just sat down and turned on the TV.

Command: Is she doing anything else?

Moose: Yeah, she's eating popcorn, too.

Caribou: How are we going to approach the situation?

Coyote: I mean, what are we going to do, knock on the front door?

Moose: Why not? What would you do, kick it down?

Coyote: I don't wanna open the door at all unless I'm going to gun down whatever's on the other side. This thing living here could turn us into fog for all we know.

Smokey: I'm going with Coyote on this one. Moose, break down the door. Everyone else, guns forward.

Moose stands by the door whilst the other members of the squad raise their weapons.

Smokey: Three.

Smokey: Two.

Smokey: One. Go.

Moose grabs the door frame with both hands and starts kicking down the door with his left foot. On the third kick, there is a loud crack and the door opens

Smokey: Move, move, move.

They enter the house and turn the corner revealing SCP-4654-1 in the living room, who stands up immediately and emits a noise that sounds like a combination of a squeal and a teakettle boiling

SCP-4654-1: Oh my gods, visitors! I haven't had some in so long! And you're mortals as well, this is so exciting! Make yourselves comfortable, I just made some popcorn!

Coyote: What the fuck?

Moose hits him in the shoulder
