NOTICE FROM THE FOUNDATION RECORDS AND INFORMATION SECURITY ADMINISTRATION
The following document is a provisional article written during preliminary investigation of anomalous activity saved for posterity. All inaccurate and outdated information is corrected in subsequent drafts. All questions regarding this version of the SCP-4654 file are to be directed to the Project Head.

Special Containment Procedures: A wide spread cover story explaining SCP-4654's anomalous effect on the weather as the result of climate change to be disseminated among the population of the Matanuska-Susitna Valley. All satellite data of SCP-4654 is to be replaced with the topography of the underlying mountain by cloud_gazer.aic. Provisional Site-49 is to be established near the mountain upon which SCP-4654 is located to monitor SCP-4654, and is to have a fully armed contingent of MTF Kappa-11 "Red Barons1" stationed on site at all times. If SCP-4654 is not capable of being fully contained, research into methods of neutralization of SCP-4654 is ongoing.
In the case where a "Dorothy" event manifests, the trajectory of the weather phenomena is to be predicted by Foundation meteorological programs and AI (primarily thunder_cat.aic), and civilians are to be covertly evacuated from the projected path until the storm has dissipated. Repairs of all damage are to be done using a Foundation front company specializing in disaster cleanup. Civilians are then to be returned to their homes and amnesticized. Use of existing weather modification technology to suppress "Dorothy" events is being considered.
An Ostry Electro-magnetic Wave Generator is to be tuned to the 2.4-5 GHz range and coupled with a small radio telescope affixed to SCP-4654's position. The wave generator will produce an inverse wave function of the radio waves generated by SCP-4654, creating a destructive interference pattern which would nullify SCP-4654's emissions.
Description: SCP-4654 is a stationary cumulus cloud formerly hovering over ████████ Peak in the Matanuska-Susitna Valley2 (henceforth called "Mat-Su Valley") in Southcentral Alaska. The cloud is 1 km3, and extremely dense for a cloud of its size. There is a bowl-like formation within SCP-4654 lined with a layer of extremely dense water vapor. Inside the bowl-formation of SCP-4654 is an estate made completely out of the same water vapor. The estate is composed of a front- and back-yard, a one-story house, one hectare solar/wind farm, and a three hectare forest, the species of trees contained within the forest resembling those common within the valley.
At sporadic points throughout the day, SCP-4654 generates radio waves in the 2.4 GHz to 5 GHz range for on average one to two hours, directed towards the nearby city of ██████. These radio waves appear to either be heavily encrypted or completely randomized, as all attempts to decipher the information has resulted in nonsensical characters.
SCP-4654-1 is a possibly hostile Class VII reality bender located within SCP-4654. Due to quality of long distance drone footage, and the lack of distinguishing boundaries between 4654-1 and 4654, little is known about the appearance of SCP-4654-1. SCP-4654-1 is hydrokinetic, anemokinetic, and thermokinetic, but has only been observed to be able to manipulate these qualities within the upper atmosphere thus far. Due to its aerosolized anatomy and hydrokenesis, SCP-4654-1 can control SCP-4654 and itself down to their constituent molecules, and can render them essentially invisible by refracting light through their bodies, or by simply distributing their mass throughout the atmosphere. SCP-4654-1 can create and manipulate extreme atmospheric events in the Mat-Su Valley, such as blizzards, thunderstorms, hailstorms, large whirlwinds, and extratropical cyclones3 Storms produced by SCP-4654-1 are abnormally severe and have been recorded to be responsible for ██ deaths, along with █ billion dollars in damages since Foundation discovery.
When weather phenomena is created by SCP-4654-1, hereby classified as a "Dorothy" event, 85% of cases appears to originate from SCP-4654, moving quickly outwards into the valley in excess of 170 kph, with the other 15% manifesting in random locations throughout the valley. Although extremely lethal, "Dorothy" Events are also extremely short, and manifestations usually last on average 28 minutes to 3 hours.
Discovery: SCP-4654 was discovered after a period of several years of irregular severe weather phenomena uncommon to the area contained fully within the Mat-Su Valley. Satellite data of SCP-4654 revealed its anomalous nature, and Provisional Site-49 was established.
Addendum 4654-1: On 08/17/19, a short "Dorothy" event caused a lighting strike in the upper Susitna Valley. The fire then spread and started what is now the McKinley wildfire, which burned through 3,288 acres and 52 buildings before being contained. It is unknown if the lightning strike was intentional.

Exploration Log:
Note: After preliminary surveying, SCP-4654 was explored via a HAHO (High Altitude High Opening) parachute jump conducted by MTF Kappa-11 "Red Barons" in a modified Foundation C-17 Globemaster III, under the guise of a military training exercise after preliminary drone exploration. Flight launched from nearby Joint Elmendorf-Richardson Air Force Base.
