The "Engineer" is a powerful figure within the Chao Insurgency. The only information known about the Engineer is their documentation of various instructions (addressed as "Steps") for the "Plan". No one is truly able to understand the meaning behind these "Steps", or the true intention of the "Plan" except for the Engineer themself.
While the Delta Command may be the leading figures of the Insurgency; it is said amongst rumors of a greater subject that leads the Insurgency, the Engine. The Engine, existing as to whether an urban myth or a mere ideological concept, is said to be the true mastermind of the Insurgency. The Engineer acting as the Engine's messenger to deliver the "Steps", breaking them down into smaller "Steps", before giving them down class by class. Whether this true or not is up for the thought of many, but the true knowledge is withheld by the Engineer themself.
One thing that should always be kept in the mind, it is still up for debate whether anyone, even the Delta Command, has seen or talked to the Engineer. However, many thoughts coincide whether the Engineer is even real at all or if they are another metaphor to the Insurgency's illusion of order.

The Red Front Insurrection
North America
The Red Front Insurrection is an underground paramilitary organization consisting of multiple pro-Communist terrorist sympathizers operating clandestinely in North America throughout 37 total states throughout the United States and separate provincial regions of Canada, usually collaborating with multiple radical political groups (mostly Communist).
Activities of the Red Front Insurrection are usually documented to be highly violent, frequently launching small to large scale attacks throughout a variety of urban populations. Multiple reports have suggested multiple American-designated facilities have been frequently attacked by the Red Front Insurrection or smaller collaborators and splinter organizations of the Front. Although, due to the Front's activities, the Front is commonly defined by the United States Department of State as a domesticated and foreign terrorist organization. Under these conditions, the Front frequents the usage of splinter cells as pawns to coordinate their organizations.
Currently, the Red Front Organization has been documented to be sponsored directly by members of the Delta Command including the Engineer themself; providing support through the supplying of weaponry, facilities, and other resources. The Red Front Organization also has been documented to currently hold up to 75 anomalous items, some unregistered by the Foundation and property of other groups of interest.
Los Diablos de Acapulco
South America
The Los Diablos de Acapulco is a Mexican cartel sponsored by the Chaos Insurgency tasked with the main support of transportation and protection of Insurgency assets. Los Diablos de Acapulco has been based within the pacific coast city of Acapulco, however, the cartel's area of operations usually consists between Central America and southern states of the United States of America.
Activities of the Los Diablos de Acapulco have been described to be "logistics support", the cartel primarily handling the trafficking of drugs throughout North and South America. It is also said the cartel has been involved with the Mexican War and has been active as an underground faction around 2017. Rumors indicate that the Insurgency has been supplying the Los Diablos de Acapulco and many other belligerents within the conflict for some time, theories indicating that the domesticated conflict was a "Step" of the "Plan".
Currently, the Los Diablos de Acapulco is still actively operating within both Central and South America, now recognized as an official collaborator and sponsor of the Chaos Insurgency within the South American region.
Babayka Experimental Applications Regiment ("BEAR")
European Union
The Babayka Experimental Applications Regiment or BEAR is the designation for the retired unit of the GRU "Psychotronics" Division ("ГРУ, Отдел 'П'"). Now classified as an unofficial paramilitary group associated with the Russian Main Directorate of the General Staff, BEAR rebranded itself as a private military contracting company, following the collapse and fall of BEAR's short-term organization.
The Babayka Experiment Applications Regiment ("BEAR") was formerly known as one of GRU-P's commissioned research and development projects attempting to utilize a series of Soviet-collected anomalous items into wartime usage. Before BEAR, the project was called "Babayka", due to the uncertain, eerie natures of the operations of the items during research from the conclusion of World War Two to the Collapse of the Soviet Union. Originally, the project received little funding due to increased war efforts in attempting to combat the Germans during Operation Barbarossa, leaving the former project futile. After the conclusion of World War Two, the project continued to remain unprogressive; as nuclear arms research began to take place after a set of pro-Communist informants (known as "Atomic Spies") handed documents and loads of information to various agents of the KGB and GRU.
It would not be until years after the signing of SALT I, that the project's progression would successfully continue again. Although, it would be due to incompetent leadership of the Bakayka Program that the project would eventually crash into a questionable state. By the collapse of the USSR in 1991, the program would eventually disband, following the aftermath of the GRU-P.
Currently, BEAR designates itself as a "private military company" operating within the four military districts of Russia, along with other sectorial regions within Europe. While BEAR may remain as a Russian collaborator, multiple splinter groups and divisions of BEAR have been identified throughout Europe in countries such as Romania, the United Knightdom, Italy, Norway, Germany, and 22 more.
BEAR operates as "contracted" under the Chaos Insurgency and entirely employed by a majority of the Delta Command. Although as time progresses, reports say eventually Insurgency influence will assimilate BEAR into becoming an official major-lead cell of the insurgency through political connections with the Russian Government. Further investigation into these details will be required.
The Engine: "The Mastermind"
The Engine is an undefined anomaly within the Chaos Insurgency that acts as a symbol of the "Mastermind" of the Chaos Insurgency. The only person who understands or truly knows of the Engine is the Engineer themself, however, it is debatable whether the Engineer does truly know all of the Engine. It is unknown whether the Engine has a physically constructed body, or if the Engine is a memetic or paranormal phenomenon only visible to the Engineer that falls into the philosophy of the illusion of order.
The true purpose of the Engine is unknown. All that is known is the Engine commonly communicates with the Engineer, relaying the "Steps" in the "Plan".
While rumors flow around the Insurgency of the Engine, many speculations and urban superstitions have been formed. Many, speaking that the Engine doesn't exist at all. That the Engineer is truly the one in charge, and the "Steps" and the "Plan" are all a form of excuse to create an abstract pattern and "objective" for the Chaos Insurgency. Many others say the Engine exists, but as a divine entity that communicates with the Engineer to fulfill "prophecies". Some even say that the Engine does indeed exists, but acts as a malevolent entity that deceives the Engineer and the Delta Command into believing they are the lead, only to use them as puppets in the Engine's true "plan". But nothing is certain.
