Special Containment Procedures:

There are currently no ways or possibilities of Containment against SCP-XXXX. Secretions from SCP-XXXX Are to be collected by Mobile Task Force Pi-1 (City Slickers) And sent to a standard Bio-hazard storage unit located in Site - ██ for containment. Any theories and scientifically supported evidence and instructions revolving around how to properly contain the main entity of SCP - XXXX is needed as part of the SCP Foundation's efforts to prevent leaks of the Foundation and destroying the secrecy of the Foundation. O5 is currently reviewing the value of these procedures and theory proposal meetings. All theory proposals revolving around the instructions resulting in full-containment of SCP - XXXX is deemed as Alpha Priority by the O5 Council.

Schools, Universities, college's and other Education Centers owning a billboard manifesting SCP -
XXXX is to be assigned a 1 mile exclusion zone to civilians around the perimeter of the building that owns the billboard containing a manifestation of SCP - XXXX.

Protocol Parkland

Protocol Parkland is a Protocol used by MTF Pi-1 ¨City Slickers¨ . The Protocol's main purpose is to evacuate all personnel currently located inside an Education Center that owns a Billboard containing a manifestation of SCP - XXXX. The precise instructions follow.

Three Mechanically trained units from MTF Pi-1 Enter the Education Center (a school for example) with possession of forged business card's informing staff and the director of the Education Center that they will be working on fixing the Ventilation system. Once access has been granted and the Three Unit's from MTF Pi -1 have successfully infiltrated the vents, they will begin pumping a special gas with the same chemical effects to that of Class - A amnesiacs. Once 30 minutes have passed, 5 - 20 Fully Tactically Armed personnel from MTF Pi - 1 will begin entering the Education Center and begin evacuating all personnel (drugged with the Class A amnesiac gas) from the Education Center and are to be housed at Site - ██. From there, all personnel are to under-go Psychiatric Evaluation to ensure that all personnel will not remember the incident.

Description:

SCP - XXXX is a billboard approximately 4.2 meters in height and 5.0 meters in width. SCP - XXXX is capable of manifesting itself into several different billboards in several different locations. How SCP - XXXX's entity functions is currently unknown. Although manifestation has been reported world-wide, the entity seems to shows very frequent manifestations in countries such as ███████, & ███████ ███████.

Manifestation can be easily detectable if one or both sides of the billboard are displaying simple words in bold, all capital text. Examples include: "Joy" "Smile" "Happy" and any wording that is related to emotional euphoria. SCP-XXXX is capable of luring in minors within the age gap of 6 - 17. Should a minor within this age group be in the direct vicinity of SCP - XXXX, Their primary instinctive is to approach the Billboard in which the entity manifests in. The subject will then proceed to stand in front of SCP - XXXX for recorded time-spans of 30 minutes to as long as ███████. After the subject has gained their sense of consciousness and self-awareness, the subject will resume what they were doing previously, before the incident in which they were exposed to SCP - XXXX. Days after the incident, the subject recently exposed to SCP - XXXX will begin to phase into a stage of Crippling Depression (See Addendum 01/XXXX). Following the next few days, the subject will then proceed take his / her own life.

A few minutes after the suicide has took place, the billboard which contains the manifestation of SCP - XXXX, SCP -XXXX will begin to secrete a black gel-like substance similar to that of Petroleum Jelly. See Incident 01/XXXX. The substance is to be immediately sent to Site - ██ For containment in Block ██ In the standard Bio-Hazard storage units.

Addendum 01/XXXX

On ██/██/20██, O5 Council formed a brief meeting together to discuss potential ways of reversing the effects and mental damage SCP - XXXX is capable of doing to a minor within SCP - XXXX's preferred ages. One member did not hesitate to bring up the topic of SCP 999's Jelly like substance. The entirety of the meeting shifted to discussing if SCP 999's Jelly would actually succeed at reversing the effects of a Euclid-Class S.C.P. Three members of the O5 Council brought up that if the Jelly would work, SCP 999 would result in becoming a Safe - Thaumiel class SCP.

Then on ██/██/20██, a subject, Caucasian male, was exposed to SCP - XXXX. Regular routine of MTF Pi - 1 was conducted. However the subject fully exposed to SCP - XXXX was given SCP 999's Gel. The Subject rubbed the gel onto his forearm. 4 days later, the subject phased into another state of crippling depression. 2 Months later, no signs of SCP 999's Euphoria effect manifested in the subject. Thus, debunking the theory if SCP 999's gel which contains euphoric effects to whom it is applied to; could reverse the effects of a victim exposed to SCP - XXXX.

Incident 01/XXXX

On ██/██/20██, a case of manifestation has occurred at a High School. MTF Pi - 1 deployed their units at the High School shortly after manifestation was reported. Protocol Parkland was properly conducted with total ease, as well as zero cases of any victims exposed to SCP - XXXX were reported at the current time of confirmation of SCP - XXXX manifesting. Two days later, the suicide of a teenager (Black female) named Helen ████████ was announced to the local news. Minutes later, the billboard owned by the high school she once attended began secreting a Black gel-like substance similar to that of Petroleum jelly. MTF Pi - 1 Transferred the Gel to Site - ██ for containment. Whilst the substance was kept in a warm Bio-Hazard containment storage unit (Temperature +15°), the gel recovered after Helen's suicide began to break out of it's jar and took on a form, similar to that of SCP 999, however black in colour.

It ran around the storage block, and eventually finding its way to Site - ██'s main hallways, until foundation security captured it and sent it back. This happened 4 more times after 4 more suicides influenced by SCP - XXXX took place. Researchers discovered that if the gel is kept in warm temperatures, the substance will begin forming itself into a representation of a living creature (Similar bodily functions and behaviour to SCP - 999). The 4 creatures were moved to Site - ██'s Standard containment chambers.

Foundation Personnel under level 4 Clearance with a religion of Christian - Catholic, believe that after a victim of SCP - XXXX commits suicide, they're souls are transferred from their bodies to the black gel. Keeping the gel in cool frozen temperatures prevent's their souls from living. The Christian - Catholic researchers have petitioned to place the ██ remaining jar's of the gel-like substance to be kept in warm temperature in an attempt to "hatch them back into the world, and let them live again." O5 is currently reviewing the petition.
