Purpose: Following the recent movements by our European allies and their enemies, it is the opinion of our Glorious Emperor and his wise advisors that global war is inevitable. While we wish both for a peaceful resolution to current events, and the safety and security of Japan, the latter is obviously much more important. Given the increasing seriousness the IJA are considering Operation Hawaii, and the Soviets natural propensity towards treachery and breaking treaties, IJAMEA researcher Kuniyoshi Shirou humbly requests we utilize the full resources of Japan, natural and spiritual, to guarantee a strong national defense.
The Gashadokuru have been a constant threat in our great country for as long as death has plagued us. Doubtless they are among the most physically threatening yokai we have ever encountered. In the past, the Onmyoji have spent generations confining them. While the rituals for dispelling the Gashadokuru are known by the IJAMEA, we seek not to contain, but control these noble spirits.
According to preliminary research utilizing Chinese volunteers, women are shown to have a significant advantage in the control and direction of Gashadokuro yokai. We suggest that a Japanese subject be used for the transfer and development of Gashadokuro-related abilities. The reason behind this suggestion is twofold: One, we have theorized that a Japanese volunteer abilities will naturally be more potent towards Japanese yokai. Secondly, the creation of a Japanese military icon will provide the public with a figure to rally behind and boost morale.
Because of the above, a strong effort must be made to ensure Project Takiyasha's loyalty. Although we have no doubt every Japanese citizen is both fanatical and dedicated to his majesty, to maintain the desired martial resolve a system of education must be in place for the subject.
Assets: The development of Project Takiyasha will require the following:
- A minimum of 200 female Japanese volunteers.
- Thaumaturgical materials required to create a Kamo Death Seal.1
- The construction of a facility and training ground near the western edge of the Gifu prefecture.2
- Educational material to ensure loyalty, along with outside professionals well versed in such material.
Results: Project Takiyasha has proven a fantastic success for Japan. Researcher Shirou humbly reports that, after a regrettably slow start resulting in the expiration of certain resources, a suitable candidate for the project was found and successfully developed.
Although during initial testing the subject was able to control only one Gashadokuru from a distance of only 50 meters, training has allowed those figures to increase eightfold and fourfold respectively. Additionally, we expect these already impressive abilities to at least double within a months time.
The fine tuning of these abilities have also been impressive. Project Takiyasha, having learned finely crafted military maneuvers, is able to have her yokai execute them with the merest thought. She has also displayed remarkable delicacy with regards to minute matters. For example, she is able to lift a newborn babe with one yokai while crushing the skull of a dissident with another simultaneously.
Perhaps a greater success is the molding of a young mind into that of an ideal Japanese soldier and woman. While of course she previously held nothing but love and respect for her country, we have now supplemented that with knowledge of Japan's glorious history, and have given her a righteous hatred towards those who would threaten it. Furthermore we have steeled her resolve, replacing the early soft-heartedness natural to a woman with a strictness towards those deemed enemies of the Emperor, without eliminating that tenderness towards the Japanese people.
Although our project has undoubtedly proved the superiority of Japanese technology, spiritual knowledge, and military thinking, there are still improvements to be made. Further development of Project Takiyasha's abilities, the creation of more yokai and controllers, and a definite plan of defense utilizing the project are all further avenues for our team.
As always we defer to the wisdom and knowledge of our glorious Emperor and his advisors, and once again reaffirm that we will pursue any goal he sets out for us.
