SCP-4086 is to be fixed to an operating style table with standard restraining equipment on the: ankles, knees, waist, upper torso and forehead. SCP-4086 table is to be contained within a flooded 10/10/10 meter concrete cell with no windows and a 1/1 hatch as the only entrance/exit, fitted motion sensors and a live camera feed. The camera feed is not to be viewed unless the motion sensors are triggered. UNDER NO CIRCUMSTANCES IS THE ENTITY TO HAVE RESTRAINSTS LOOSENED OR REMOVED*. The water flooding the cell must be clear salt water blessed by the on-site priest, the combination of these appears to help neuter the physical/psychic aptitude of the entity. SCP-4086 is to have a constant guard of no less than eight guards equipped with Dragon Skin body armor, and ASh-12.7mm rifles, one guard is also to be equiped with an M107 Anti-Material rifle. Guard personnel are to be rotated out after two weeks.
Description:
The entity is a roughly humanoid, six foot one in height 120cm in width. SCP-4086 has what appears to be a skinless goats head with numerous fractures. Testing has not yet been able to ascertain exactly what fills the cavity. SCP-4086 also has overly long arms that hang down to approximately 20cm below the knee 4086 has the decayed and damaged remains of an unmarked gray uniform. Despite the decayed nature of 4086’s tissue it remains exceptionally strong, resilient and capable of causing damage on a large scale to property and personnel [see addendum B]. The SCP-4086 also appears to be able to influence the actions of nearby personnel if proper containment protocols are not followed or are in close proximity to 4086 for extended periods of time, it has previously influenced personnel to sabotage the containment procedures [see addendum B]

Celle Neues Rathaus is a town hall and former barracks in the German town of Celle near Hamburg. During the Second World War the Rathaus was used as a barracks and secret research site by the Waffen SS. The Barracks was initialy captured by the US 84th infantry divisions who set it up as a temporary barracks and base of operations. The Rathaus has five floors; five above ground and five below, US forces could not access the lower floors as they had been flooded. This peaked in interest of the US commanding officer who requested three navy divers to investigate the lower floors. The three divers were sent in separately each from different entrances, all attached to tethers above water; thirty minutes later one of the divers returned but was in a crazed panic, he explained to the personnel what he had seen: the diver described seeing lab equipment, Occult symbology, corpses in various states of decay; the diver also describes seeing human bodies with goats heads strapped into chairs which were moving of their own accord. On his way back to the surface he reports being pursued by a cloudlike dark mass. When personnel attempted to retrieve the other two divers, they found the tethers detached from the divers, the divers were not recovered. The barracks were turned over to British forces upon arrival due to the location in the British occupation zone.
[END PUBLIC RECORD] (Note: “while this is public record, fortunately it is dismissed as fantasy by most of the population who are unaware of the keen interest of many high ranking Nazis in the occult -Dr. ███████) Three days after the barracks was handed over to British forces one of the entities appeared out of a flooded stairwell and killed thirteen British personnel before being incapacitated. The stairways were quickly sealed with concrete, the deaths were publicly recorded as casualties from a Nazi partisan raid and the entity was transported to a research facility near Salisbury where it was attempted to be studied in depth with only a few minor breaches. SCP-4086 was given to the foundation in 2003. In 2017 the Foundation was given permission to build an underground research facility that will connect to the basement levels. This project has not been completed due to the necessity of being kept secret.

Overview: “Subject was cooperative, reserved providing the Foundation with whatever information we needed” -Dr. ███████ [Dated November 16th 1958]
Dr. ███████ “General Kammler were you aware of the nature of the project?”
Kammler “I was”
Dr. ███████ “Did this project have a name?”
Kammler “The project was designated SS Sonderprojekt okkulte Nr. 4086, but was referred to as Projekt Schattenhand, shadowhand
Dr. ███████ “Who initiated the project and under what branch of the SS was it administered?”
Kammler “The project was initiated by Reichsfuhrer Himmler with contributions of Herbert Jankuhn. The project was administered by SS-Ahnenerbe, sub section Okkulte Forschung [Occult Research]
Dr. ███████ “What was the purpose of the project?”
Dr. ███████ “These entities were never seen on the battlefield, I assume that the project had issues”
Kammler “Yes, firstly it took us until February to start bringing through more powerful entities; this was a long and difficult process and we were only able to bring through eight of the entities like the kind that you have here, secondly Joachim Peiper, a major in the 1st SS division, somehow found out about the project and was horrified so he did his best to halt resources and transfer personnel away, without his interference we may have been able to deploy a reasonable number of entities to the front line. The final blow to the project happened two weeks before the capture of Celle, we tried to summon a very powerful entity quickly and without proper preparation it was not like the others and we could not contain it; so we destroyed some important walls to flood the basement in an attempt to contain the new entity. It worked

Kammler “The Major had been a member of Reichsfuhrer Himmlers personal staff and had also been made a propaganda hero, the combination of this gave him a lot of unofficial power not to mention that most of the officers he contacted to slow the project were either personal friends, or, if they still wouldn’t cooperate told them about the project with embellished details if necessary
Dr. ███████ “Tell me more about the final entity summoned”
Kammler “I never saw the entity, only read about it from a report. The report said that when it was summoned there was a psychic blast of sorts that incapacitated most of the personnel on the lower floors, according to the testimony of a medical orderly included in the report the entity resembled a constantly contorting mass of black mist seemingly impervious to weapons, it enveloped personnel and grew in size it seemed as it if was capable of paralyzing anyone close to it, the more people it took the longer this reach seemed to be. A group of guards took the breach into their own hands and destroyed key walls on the first and second basement level letting groundwater flood the basement.

[ADDENDUM: SCP-4086-3]
[FOUNDATION INCIDENT LOG-SITE-54-AUGUST 17TH 2003]
[INCIDENT TYPE: CONTAINMENT BREACH]

On August 17th 2003 SCP-4086 breached containment in Site-54. The causes of the breach while not clear at the time have been determined as the following: Inadequate containment procedures [normal pure water is not effective at containing SCP-4086 long term, long term exposure of personnel to SCP-4086 allows for 4086 to influence them. The standard MTF issue weaponry proved ineffective at dealing with SCP-4086, Site-54 Security request an upgrade in firepower. At 7:54AM SCP-4086 broke containment, guard personnel under the influence of SCP-4488 subdued the other guards, drained SCP-4488's containment cell and removed SCP-4488'S restraints. SCP-4488 promptly killed the guards and escaped its containment chamber. As SCP-4086 broke out of the cell entrance the alarm was raised; the facility was placed in lockdown. A class A, code: SUPERBLUE was issued on the emergency frequency. MTF Unit Epsilon-11 was dispatched to re-contain the entity (by the time of the breach signal 60% of local security personnel had been eliminated and use of such a unit was necessary). SCP-4086 was close to breaching light containment by the time of MTF Epsilon-11's arrival. They engaged with SCP-4086 and managed to incapacitate it with use of an RPG-7 and thermite explosives. It was promptly returned to the containment chamber and extra security has been put on stand by until the new containment procedures can be put into effect.
