TRANSLATED: Father of the Hatchet

Special Containment Procedures: This creature which we've named , given the nickname Father of the Hatchet or Abu Al Tubar, after the late Baathist Era serial killer Hatem Kazem Hathom, is to remain locked inside a prison cell-like space (10x10 feet, 8 inch thick walls) at all times when in peace and when in anger. When studying no less than 2 people, armed with some sort of bodily protection, should enter. We strongly prefer not to attempt to speak with the specimen unless given permission or under supervision.
Description: The specimen was encountered in ,what we believe to be, it's home on the outskirts of Baghdad, Iraq. It was carrying a hatchet (about a foot and a half in length), hence where the specimen got it's nickname from local guards, and was found covered in blood of what we believe to be from a human or recently killed animal.
The specimen appears to have malnutrition, or at least that's what we assume due to it's haunting thinness, has dark tan skin, and small but sharp teeth. As far as we've studied we cannot find where it's eyes are located and assume it tracks things using echolocation.
Though does not speak English, Arabic, or any known local language it does have some form of communication and could write in human languages. Due to this we assume that it is part of a larger web of similar creatures, or some form of domestication further study is required.
Important Information:
The creature does require food, we have resorted to giving it cow and fish meat.
We strongly go against attempting to speak to the specimen without armed supervision or some protection.
If given the chance for cleanup of the cell try collecting loose skin, blood, etc for more information on the creature and its origin.
