Special Containment Procedures: SCP-4551 is to be kept in room measuring 16.72 square meters, and surrounded with a thick layer of military grade soundproofing. It is to resemble a typical young child's bedroom, including a child size bed and large toy-box filled with generic name brand childrens toys. At least once a day, a D-Class with no record of violence towards or dislike of children are to be brought to SCP-4551's cell in order to have a "play-date" with SCP-4551 for no shorter than 4 hours. All personnel on-site are to keep a pair of industrial strength sound-cancelling ear covers on their person at all times.
Description: SCP-4551 is a small humanoid creature resembling a 2 year old male human child. SCP-4551 measures 32.4 centimeters in height, though SCP-4551's hands and head are 50% larger than is normal in comparison to the rest of its body. As such, SCP-4551 requires special made clothing in order to fit their anomalous proportions. SCP-4551 has an an enlarged mouth and eyes with no teeth and a completely black iris, and normal coloring in the sclera. SCP-4551 has abnormally large lungs, and though it appears to have no affect on SCP-4551's ability to breath normally, SCP-4551 has shown remarkable lung capacity, capable of screaming for up to 34 minutes at a time.
SCP-4551's speech is above average for a 2 year old child, however it is completely incapable of reading or writing. SCP-4551's motor functions appear average for its age. It is defiant when personnel attempt to give SCP-4551 any form of education, and will immediately enter a stage 1 outburst. SCP-4551 requires an usually high amount of sustenance, needing 3,000 daily calories in order to be properly fed. SCP-4551 has no genitalia or inter-glutal cleft of any kind, and as such, produces no waste.
SCP-4551 requires a lot of attention, and will a multi-staged state of distress, termed "outbursts" if SCP-4551's needs are not met. Stage 1 consists of SCP-4551 demanding to know why nobody is playing with them and sitting in spot with its arms crossed. In stage 2, SCP-4551 will become restless, shifting around and mumbling. Stage 3 has SCP-4551 becoming extremely angered, shouting demands to be paid attention to while jumping up and down and attempting to punch and kick objects around it, lasting . Stage 4 is the final stage, where SCP-4551 will lay on its back and begin screaming, increasing in volume until SCP-4551's needs are met or SCP-4551 runs out of breath, in which SCP-4551 will pass out. Starting volume can vary anywhere between 120 decibels and 150 decibels. The loudest recorded volume of SCP-4551's scream is [REDACTED], which resulted in the deaths of all personnel within 100 feet of SCP-4551, and permanent severe hearing damage up in personnel up to 300 feet away.
SCP-4551 was discovered on July 23rd, ████ in █████, Germany in a small house, found in a crib nearby the corpses of a deceased male and female, who appear to be the biological parents of SCP-4551. Study of the corpses show no signs of any anomalous properties. Other residents of the town were found in a make-shift public safehouse, panicked and suffering from severe hearing loss. Amnestics were given to every resident, and all evidence of the █████████ family's existence were completely destroyed.
