Usually, bases are constructed in deserts, while mobile units are in other locations. The reason for this is currently unknown.
Their methods of containing chaos is considered 'extreme' to some. However, while their goal is to contain chaos, they do not care how many deaths occur in the process. They have many branches, along with the organization operating not only in this reality, but in many others as well.
