Special containment Procedures
SCP-XXXX cannot be contained due to its nature, instead MTF-34(Night Watch) must be on standby at all times in the City of Pheonix,AZ.
Item Description
SCP-XXXX does not have a defined shape or size, size varies depending on its chosen area of habitation. SCP-XXXX is an anomaly that manifests in alleyways around the City of Phoenix Arizona. SCP-XXXX's anomalous properties begin between the hours 6:00pm and 6:00am. During these hours SCP-XXXX begins emitting a low frequency energy wave that has a memetic effect on humans exposed to this energy.
Humans exposed to this energy begin feeling an "Urge" to investigate the alleyway in witch SCP-XXXX has chosen to manifest in. When humans enter the alleyway they feel more and more compelled to go further into said alleyway until they enter a "Dark cloud" at the end of the alleyway. At the time of this writing the fate of the people who go into the alleyway is unknown.
When an instance of SCP-XXXX is located via radio equipment, MTF-34 is to be deployed with special equipment to nullify the effect of SCP-XXXX's Energy waves. Once deployed they are to set up a barrier and dress as city workers and prohibit access to any civilians trying to gain access to the alleyway of manifestation. Lethal force may be used if deemed necessary.
Test # XXXX-1
In this test research staff sent a D-class personnel into the alleyway with standard equipment for exploration. The events are as follows.
The D-class personnel is instructed to move into the alley, nothing remarkable happens as he moves forward until he gets within 3 meters of the mass. At this point strange sounds similar to insectoid mandables clicking begin eminating from the mass.
The D-class personnel doesn't show any signs of distress. as he walks into the mass the video feed on his camera begins to loose quality and it gets more static further into the mass.
There is no light in the mass except from the D-class' flash light. At this point what is estimated to be 15 meters in, the strange noises begin to get louder and more rapid. Then the feed cuts out. Feed is not restored. Test is concluded.

Updated Containment Procedure
The revised containment procedures are as follows. MTF-34 is to deploy and set up a barrier as before, but instead of prohibiting access to all civilians they are to allow up to 5 civilians into SCP-XXXX. See incident report P-13.
Incident Report P-13
On 04-13-2004 SCP-XXXX began emitting a sound previously undocumented 30 mins before a loud boom echoed from the black mass and insectoid creatures began running out of the mass and [REDACTED]. The creatures are classified as SCP-XXXX-1
This incident led to the death of 4 foundation personnel and 37 civilian casualties. This incident was covered up via Class A amnestics and a misinformation campaign.
It is hypothesized that due to several months without any humans has caused SCP-XXXX-1 instances in SCP-XXXX to go out and retrieve sustenance. Due to the severity of the incident O5 command has allotted up to 5 civilian casualties during manifestation. Those who disappear to the manifestation will be painted as kidnapping victims of cartels operating in the area.

Dr.M: I am elated that the council has approved our new method of containment, albeit it may not protect every body from this anomaly, it does help us prevent another breach of containment. This is just another sad and very real reminder that here at the foundation we make these choices between the lesser evils for greater good. Sometimes you must sacrifice some to save the rest.
And as for Dr.[REDACTED]'s proposal. How long do you suppose we can hold those monstrosities off? How long can we starve them of food before they finally break free, and who's head does it fall on if such event would happen? Certainly you understand my point.
