SCP-4203: Under construction. (This SCP is currently unused)

Intro
SCP-4203, Hotel ███, is a 4-star hotel located near ███ rail station in ███, Germany. Original construction began in early 18██ and was completed in late 18██. The building itself has 8 floors; 6 above ground featuring the reception and the dining area (which is also open to the public) and 5 residential floors. Each floor contains a central elevator, stairwell, and 64 rooms.
The two underground floors are for staff and parking respectively.
What is noteworthy about SCP-4203 (and the reason the foundation was made aware of SCP-4203) is that it has never been officially opened to the public and has been undergoing renovations since its initial construction date.
There are no knows record of any residents or staff ever working for the hotel and other business owners near SCP-4203 mention that the building has been under construction for as long as they can remember. Likewise, there are no public record of the building ever being inhabited, either in newspapers, television, or radio broadcasts from any time during construction. The only evidence of completion available are 2 brass plaques near the main entrance; 1 stating the name and construction period of the hotel, the second holding a basic biography of the person the building is named after. Mr. ███ ████, notable politician, businessman, and architect of the hotel.
Renovations
All that can be outwardly observed of the renovations on SCP-4203 are protective foil over the front windows, signs stating that this site is under construction, and temporary markings on the road in front of the main entrance for delivery vehicles.
Delivery vehicles arrive at SCP-4203 2/ 3 times per month and can have been observed to be anything from unmarked cardboard boxes to fully assembled furniture1.
No trash, old furniture, or any other material has been observed being removed from SCP-4203.
It has also been observed that at no point have there been any workers entering or leaving the building. The only personnel who have been observed entering SCP-4203 are the drivers of the delivery vehicles mentioned previously.
1 During the unloading process of the delivery vehicles, SCP personnel have been able to identify and capture several companies on the packaging (however were legally not able to confirm the contents of the packages).
None of the companies currently listed have any online presence, be that with a company website or functional E-Mail address. Calling the phone numbers associated with these companies returns a message staring: "The number you are calling is currently unavailable." This message has currently appeared in 26 different languages. Native speakers of these languages say that this message is the exact same in every iteration (grammatical differences between languages not withstanding).
Calling the same phone number will result in a random language being chosen. No pattern has yet to be found.
