What is the ISD?

The Internal Security Department (ISD) is a concealed "Foundation within the Foundation", a secret police force responsible for filtering traitors as well as operational and information security risks among the Foundation's ranks. The department is strictly hierarchical, adhering to stringently defined multi-stage investigative protocol.

+ ISD Undercover Division

The Internal Security Department Undercover Division is the division that makes up roughly fifty percent of active ISD agents. The Undercover Division (coequally referred to as the 'Yellow' Division due to the yellow stripe put across all paper documents regarding it) is tasked with the obtainment of intelligence, monitoring suspects, and maintaining a presence within the Foundation's many active containment, security, and holding sites. Once recruited, possible agents are stripped of rank, clearance, and identity before being sent to Los Angeles, California to the ISD Processing Center. From there, they will undergo a year-long course in basic arithmetic, advanced studies of the English language, advanced psychology, advanced sociology, camouflage, and marksmanship along with various physical tests. The agents will take a test at the end of the year, which has been given the nickname 'The Meat Grinder' due to the extremely high attrition rate. Those who pass are given appropriate clearance and sent to a selected site to act undercover in their pre-ISD job. Those who fail are given amnesiacs of the appropriate class, given false memories, and sent back to their original site with a cover story of psychiatric leave. All agents act independently of other undercover agents, but all undercover agents report to the on-site liaison, who conveys the information to the ISD Uniformed Divison

+ ISD Uniformed Division

The Internal Security Department Uniformed Divison (coequally referred to as the 'Sealed' Division, due to the Foundation seal being stamped in red on all paper documents regarding it) is the division that ensures all operations run smoothly and is tasked with the apprehension of medium to unarmed suspects and all other suspect work. All agents have been in ISD no less than three years, and have been chosen due to dedication, hard work, and effectivity. These agents are usually found wearing dress clothing, though casual clothing is not uncommon among them. Due to the nature of the ISD, the only official uniform for these agents is an ISD Shield badge clipped around their waist and a special Identification card¹. The ISD Uniformed Division contains all non-undercover units, including the ISD Command Group. It is the largest, and second division of the ISD.

+ ISD Uniformed Divison Site-based Asset Security Group

The Site-based Asset Security Group (coequally referred to as the 'Runningbacks' due to the unusuality of seeing an agent of this group not running) is a medium-sized group subordinate to the Uniformed Division and is made up of hand-picked agents who demonstrate the ability to adapt to rapidly changing situations and react and respond to threats with exceptional time. All possible agents must have served no less than six years in the foundation, two of which must have been with the uniformed division. Agents in training will return to the ISD Processing Center, where they will be expected to renew their skills and pass all required courses. Agents will receive training in all common handguns, assault rifles, shotguns, submachine guns, and in the Shrike LMG. They must qualify Expert in at least two handguns, one assault rifle or one submachine gun. Agents who qualify Expert in at least three of the weapon platforms may be offered ISD Defensive Marksman training, should they complete Asset Security training. Site-based Asset Security Groups are elite tactical teams within the ISD. Each Site with a notable ISD presence is to have at least one Site-based Asset Security Group. In the event of a threat to sensitive documents or a large group of ISD agents (via GOI or other), these groups are to be mobilized to secure all ISD Assets and subdue any presently active threats to the ISD or its Assets. Due to the quick response nature of these groups, they are expected to keep their pager on and charged at all times, and be within 20 feet of a duffel bag that contains all necessary gear to act²
Agents who fail to respond to a page, or fail to respond in the required ten minutes, may be subject to demotion, complete removal from ISD, or dismissal from Foundation Service.

+ ISD Uniformed Division Asset Retrieval Group

The Asset Retrieval Group (coequally referred to as the Pipe Hitters due to their willingness to accomplish the mission at any cost, a name shared with US SOFs) is the ISD's premier combat group. The Asset Retrieval Group has the steepest requirements for operational clearance, requiring that possible candidates have a spotless foundation service record, have spent at least two years in a Special Operations Force or Special Mission Unit, have the ability to acquire Level 5 (OPERATIONAL) Security Clearance, qualify Expert in all firearms provided at the ISD Processing Center, with only two attempts permitted, demonstrate the ability to execute an operation with surgical precision, and must pass the ISD Offensive driving course with a minimum score of 95/100 with no cones hit. It should be noted that this is one of the only Foundation combat groups that pulls from all departments and will pull from the civilian populous. ISD Asset Retrieval Group Operations focus on the retrieval of general sensitive Foundation and ISD from non-Foundation persons or groups. The ISD Asset Retrieval Group is renowned for its violent and surgical assaults, with most operations lasting a maximum of two minutes from the first shot fired to exfiltration. Though rumored within the ISD, ISD Asset Retrieval Operators with high anti-social tendencies are not favored³

+ ISD Investigative Division

The ISD Investigative Division is one of the most important divisions for maintaining the ISD's strict investigative structure. Agents in the Investigative division must have at least ten years of service within the Foundation, five of which being ISD service years, making them some of the most senior ISD Agents. The Investigative Division is responsible for filing, approving, denying and compiling all investigations and evidence pertaining to them. Agents of the Investigative division are considered to be one of the final says in the execution of warrants, and proper execution of investigations. Agents must undergo monthly screening by ISD and O4 Command personnel to ensure they are working optimally. Due to the sensitive nature of the work done by this Division, any forms of intentional disruption or tampering will be punished by immediate termination.

+ ISD Information Technology Division

The ISD IT Division is comprised of some of the most computer savvy and intelligent people the Foundation has to offer. Responsible for the upkeep of all ISD servers, documents, and the Darwin advanced monitoring system⁴. Due to its nature, the IT Division often pulls from and operates in close proximity to Mobile Task Force Rho-9⁵. IT Agents must have at least 4 years of Foundation service, two of which with the ISD. Agents must have a background in computer science. Disclosing information about IT operations to personnel not approved by ISD Command⁶ is punishable by termination

+ ISD Command

ISD Command is made up of the most senior agents within the ISD, handpicked by their predecessors. Agents of ISD Command are the final say in all ISD activities, as well as the final say in all recruitment of agents. In the event that a Command agent is suspected of violating ISD guidelines, a council of ISD Investigators, O5, and Ethics Committee Liaisons is to be assembled to investigate. While it is not required, agents of the ISD Command often serve a lifetime, though under certain circumstances it is not uncommon for an Agent to be pardoned.

Where is the O5 Council?

Due to the sensitive nature of the ISD and its activities, constantly transmitting information about its operations to the O5 Council or vice versa would be risky. For this reason, the O5 Council is not considered a part of ISD Hierarchy. However, due to the fact that the O5 Council is in control of the Foundation, and the ISD is a part of the Foundation, the O5 Council maintains complete control over the ISD. Due to the risk of constant transmission of data, should a member of the O5 Council wish to view an ISD Document, the document is to be delivered to the O5 via armed courier, with the document printed on Safety Paper⁷ unless the said O5 Councilman is subject to the Beaufort Exemption⁸

ISD investigative Structure

The ISD follows a strict investigative structure, the steps of which are:

1. Activity is noted and monitored by Undercover Agent
2. Agent gathers evidence and sends it to Investigative Division
3. Investigative Division Reviews Evidence
4. If approved, action is taken. If denied, all evidence is stored.
5. File of the warrant is sent through closed ISD lines to ISD Uniformed Division
6. ISD Uniformed Division executes the warrant
7. Appropriate reprimand is given

1. A card that contains no written identifiable information. This card allows the user to access all required areas of their assigned site without revealing personal information. The card instead enters a fifty-plus character cipher, that can be decoded by ISD technicians to reveal the user of the card

2. Standard Site-Based Asset Security Group gear includes: Cobra SIS vest, Primary Firearm (With three spare magazines), Secondary Firearm (Three spare magazines), Badge, Special Identification Card, and standard-issue Foundation Scarf.
