Located beneath the WestRock Paper Mill in Covington, Virginia, United States, Site-94 is an SCP Foundation site responsible the containment and research of most of the anomalous activity in the American Eastern Seaboard.

Site-94 was originally founded as a provisional site for the containment of two Keter-Class Anomalous Objects, before becoming an expeditionary site to research the surplus of anomalous activity in and around the Eastern Seaboard. Site-94's permanent status as a Research and Development Facility was solidified on the 16th of July, 2002, marking it's official founding.

Since it's founding, Site-94 has only grown in size. The Site is now the largest Foundation installation on the Eastern Seaboard, and it serves as a central hub for Foundation Operations. It also serves as a basing point for several Foundation Mobile Task Forces. Due to it's size, Site-94 also hosts it's own Stationary Task Force, STF Epsilon-12 "Paper Boys".

In 2015, Site-94 was designated to be part of a network of sites that provide a basing point for the Overseer Council of the SCP Foundation. Since then, an undisclosed part of the site has been constructed to withstand assault from multiple anomalous objects.
