Special Containment Procedures: SCP-XXXX is to be contained in an isolated lodging at least 1000 feet from the nearest human settlement. It currently resides in a cabin in the wilderness near Mezhevaya, Chelyabinsk Oblast, Russia. Due to the nature of its anomalous properties, SCP-XXXX must not be contained within 1000 feet of any site or facility, or any object that is being contained by technological means.
A Foundation agent trained in hand-to-hand combat is to be stationed within 100 feet from SCP-XXXX's current containment site.
Due to SCP-XXXX's abilities containment methods based in technology are currently thought impossible. Any security beyond the aforementioned agent is considered cost ineffective, and unnecessary due to the subject's despondence.
Description: SCP-XXXX is a middle-aged human male of Russian nationality, born 1967/22/07. Physically, SCP-XXXX is not a noteworthy specimen, measuring 5' 10'' and 172 lbs at the of time of the original containment by the SCP Foundation. SCP-XXXX is capable of caring for itself in the wilderness, showing affinity for hunting, fishing and basic manual labor, therefore it needs minimal upkeep beyond the delivery of newspapers it requested. SCP-XXXX is not hostile to Foundation agents and shows acceptance of its containment and maligns its anomalous properties.
SCP-XXXX is constantly surrounded with an anomalous effect that disables any and all technological devices within the field. When outdoors, the size of the field varies widely, between 5 feet and approximately 960 feet, but most commonly ranges from 50 to 300 feet. The shape of the field is highly irregular and constantly shifts every second. SCP-XXXX's physical condition or mood has not been proven to affect the size and shape of the field in any notable fashion, although further testing is pending approval by the Ethics Committee. SCP-XXXX also has not been proven to be able to control its ability in any way.
The full potency of SCP-XXXX's effects shows itself when the subject is taken indoors. In the instant SCP-XXXX crosses the threshold of a building, its field immediately disappears from any affected area outdoors and fills the entire building, disabling any and all mechanical items within, including anomalies of mechanical nature and Scranton Reality Anchors, as proven by the discovery incident.
SCP-XXXX internal anatomy does not show any physical abnormalities that could be the source of the anomaly. The method by which its body produces the effect remains unknown.
Effect Details: Any device or mechanism with at least one moving part is liable to simply cease functioning in a seemingly random manner when within SCP-XXXX's anomalous field. This can vary from computers and cell phones to a Swiss army knife.
Any device within the area may malfunction or fail. The application of the effect is not always instant, and not always complete. The manner in which the affected object fails is seemingly random. Repeated testing failed to produce any pattern, except for very simple mechanisms where either the effect cannot find another way to disable the mechanism, or there is simply only one possible way in which it can fail.
When the subject is indoors, the effect is invariably instant and thorough. All mechanical objects within the building fail instantly in a manner which will render them inoperable by any normal means.
Mechanisms affected by SCP-XXXX, if they weren't sufficiently damaged by the failure, will fully recover when taken outside of the field.
The means of using SCP-XXXX for either disabling the harmful activities of various GoIs or to contain other anomalies, ones of mechanical nature, are pending funding for research.
History: SCP-XXXX first came to the Foundation's attention after an attempt on the life of the President of Russia on 2019/23/05. The attempt was largely covered up by the Russian government, to prevent any semblance of weakness on the part of the sitting president. The shooter attempted to fire at the president, but due to SCP-XXXX's presence, the gun first jammed and then misfired, wounding SCP-XXXX. The noise caused a panic in the crowd during which the president and most of his entourage escaped. However, in the chaos of the evacuation, SCP-XXXX was left behind, along with a small number of other items. Paramedic teams quickly arrived on the scene in an attempt to save the life of SCP-XXXX, however due to its anomalous property, all advanced medical equipment began to fail. The paramedics did their best to stabilize the object with what they could use, but reports of more device failures in the area began to pour in. This drew the attention of a Foundation agent following a different lead in the area.
The Russian government was long speculated to be in possession of a device jamming all communication around the president in an effort to prevent spying. When MTF Iota-10 ("Damn Feds"), dressed as paramedics, arrived on the scene, officially to assist in treating SCP-XXXX, they found a small briefcase that appeared to emanate electromagnetic radiation. The team presumed the briefcase to be the anomalous item and proceeded to isolate it, while SCP-XXXX was driven off towards Site-41 in order to apply proper medical care and administer amnestics. This promptly caused the car to fail, which the team leader blamed on the briefcase still located in the vicinity. Nevertheless, the subject was carried away on a stretcher, while the other agents continued to isolate the non-anomalous briefcase.
Addendum by Site Director Kalontas: The amount of negligence shown during this proceeding cannot be underestimated. All the people involved in such hasty decision making were summarily reprimanded and reassigned to a duty more fitting their skill. This should serve as a warning to anyone reading this document to never assume anything without proper evidence, even if your equipment is malfunctioning due to the anomaly present.
When the anomaly approached the site, the gate malfunctioned and lost all power. While most of the security team on site was distracted with the malfunction, one of the security guards identified the approaching MTF team and admitted it. In the instant the unconscious SCP-XXXX crossed the threshold of the building, all mechanical devices within the site ceased working, including all containment cells and Scranton Reality Anchors, resulting in a mass containment breach. All of the details of this incident are described in a separate file titled "Incident 41-XXXX-1". After the breach was contained and SCP-XXXX was determined to be its source, it was carried away to the vicinity of its current location in the remote areas of the Chelyabinsk Oblast.
As further investigation proved, SCP-XXXX was born Gennady Borisevich Kuznetsov in the village of Nevidimka, in Lysva, Perm Krai, Russia. The village has know ties to Sarkic cults, and along with SCP-XXXX's effects, it caused speculation of it being meant as a weapon against the Church of the Broken God and its mechanical creations. However no further proof was produced and current speculation among Site-41 researchers is that SCP-XXXX simply unknowingly inherited an ability the Sarkic cults bred into their own population centuries prior and forgot due to the passage of time and isolation of the aforementioned community.
Aged 16, SCP-XXXX and its abilities were noticed and picked up by an agent of GRU Divison "P". At this point, its paper trail disappeared until 1995, but according to the subject's own reports, it was used by various government officials of the USSR and later the Russian Federation as a security mechanism to disable all potential spying equipment. It would be sent into a building along with a team of GRU agents, who would then pick up all disabled devices, and only then the government official would be allowed to enter. SCP-XXXX was, by its own admission, lodged at a building with a mechanical door, although the subject claims to be unable to further identify the location.
SCP-XXXX resurfaced in 1995 as a bodyguard of the future president of Russia and appeared to follow him on most public appearances. SCP-XXXX is not aware how the people involved maintained the cameras working in its vicinity and speculates GRU knew more about its ability. The Foundation has expressed interest in retrieving this knowledge, although no funding has been assigned to the research, considering SCP-XXXX's low priority. During this time, SCP-XXXX has never been assigned a new civilian identity and does not appear in any official paperwork. This situation continued until the discovery incident. Since then, SCP-XXXX remained in Foundation custody.
SCP-XXXX is currently willingly containing himself within the small lodging in Chelyabinsk Oblast and does not veer outside of the established perimeter. In its own words, "it has resigned itself to its fate". Regardless of its statements, an agent trained in hand-to-hand combat is to be stationed in the vicinity, in case the subject is maintaining a ruse for an unknown purpose.
