Joe: (class Keter) he will randomly appear anywhere for any amount of time in any dimension at any time (past present or future it won’t matter) for no reason other than just to be their and will leave once all direct line of sight is broken and can not return unless the person observing him has left the room.
Joe can change reality in a way for him to suddenly appear anywhere and alter all near by people to believe he has been their the entire time even if no one has seen him yet.
Joe has no defining feature no face… no voice… totally average clothes made of an average unknown fabric yet has been described to have [redacted] color hair, [redacted] eyes, stands at [redacted], weighs [redacted], he appears to the individual who has seen him to be [redacted] years old, and no one who has seen him can recall any unique traits about him nor can they recall what he looked like at all and any attempts to photograph him result in a freak accident happening to the camera or footage is blocked by some means.
He does not interact in any way with our world physically nor can anyone seem to touch him, only view him from a distance.
As of yet he is deemed safe to encounter although not much is yet known, so personnel who encounter it are encouraged to finish their current task, then vacate the room until it is confirmed to have left the room.
