It's a section of road in Kansas within the Central Great Plains where, while people will perceive themselves as moving forward, they are actually staying still. The more that people move forward while
in this state, the longer the affected section of road gets, but not any wider. They can escape by backing up and moving around it. The effect is one way, if a person moves forward in the other way in the affected area, they will not be affected.
Containment procedures: The road section was made into a (construction zone?) to prevent people getting into it.

Title 2

The true nature of this scp is that it feeds off of kinetic energy to make itself bigger. Anything moving inside it in the right way, from a fly to a plane, if it exists within the confines of the road, its energy will be stolen. The area is actually taller than the road, up to (enough meters for a crashing plane to be affected by it) high. The road does not really need to be explained, but the idea is that it's an extra-dimensional parasite that is using the kinetic energy to make itself grow.the affected area will start getting wider when the ends of the affected area touch. If not fed any energy, the parasite will perish on it's own, but there are multiple of them throughout the universe. The way the parasite works is that it secures itself to a specific point in space, and then waits for something with kinetic energy to go through it. Then, it creates a small space bubble, letting the affected subject move forward while it seems to have stopped for other observers. The area of this space bubble is larger the larger the parasite is.
