Special Containment Procedures: SCP-4376-1 is to be kept under 24 hour surveillance by Foundation personnel at all borders of its 0.5 km fence line, as well as the main unit. Roadblocks should be maintained in either direction of SCP-4376-2, and personnel are to detour any vehicles that approach the roadblocks. Trespassers are to be arrested and detained if necessary. A monthly inspection should be done to check the power levels of all transformers contained within SCP-4376-1, as well as the outgoing feeders, batteries, and all severed secondary power lines. No electronic devices are to be within 25 meters of the main switchyard. If any personnel enter SCP-4376 while SCP-4376-1, the power is to remain on until their reappearance.
Description: SCP-4376 is made up of 2 entities. SCP-4376-1 is a Atlantic Stirling 67S Substation in ██████. While the station was decommissioned by the city of ██████ in 19██, upon its discovery from the Foundation, SCP-4376 appeared to be fully operational despite having no connection to any running generator, as well as having no documented reparations since 19██, over 2 years before its decommission.
SCP-4376-2 is a 2.5 km stretch of road, named ██████ ████ and lies on the outskirts of [DATA REDACTED], Illinois. No houses or buildings except for SCP-4376-1 are located along the road, and the dense forest surrounding SCP-4376-2 is either owned by the Foundation or by the city of ██████. The surrounding forest, upon observation, seems to be completely devoid of animal life, with only vegetation growing.
SCP-4376 only works when SCP-4376-1 is outputting power, which is controlled by Foundation personnel. When SCP-4376-1 is active, any person, regardless of their mode of transport, will appear to disappear, along with their transportation. While the amount of time that the persons varies, seemingly independent of external factors, the person will, to an observer at the opposite point on the road, eventually reappear along the exit to the road. The shortest time of disappearance was 6 minutes, with the longest being [DATA REDACTED]. During this period, any attempts to communicate with subjects continuously fail.
Regardless of how long any persons remain withing SCP-4376, whenever questioned about how long they had been on the path, the subjects always respond with the expected time taken to traverse SCP-4376-2 normally. Subjects who had objects to keep track of time appear to reflect the amount of time that the subjects say it took, with the time and date of the object remaining consistent with that of entry to SCP-4376. When asked about where along the road SCP-4376-1 was positioned, subjects failed to give a specific point along the road in which they spotted it; however, all subjects who were questioned did say that they did spot SCP-4376-1.
If a subject enters SCP-4376 with SCP-4376 receiving and emitting power, and is shut off before the subject exits, the subject will fail to reappear and become stuck within its spacetime anomaly. When subjects who exited SCP-4376 are questioned about any life forms seen within SCP-4376, the subjects fail to recall any. Likewise, if a subject enters the range of SCP-4376 while SCP-4376-1 is inactive, and is activated while still in its range, the subject will not be affected by the anomaly.

19/03/1985: SCP-4376-1 is commissioned by the city of ██████, and is finished 3 months later
03/07/19██: Due to infrastructure overhauls and improvements, SCP-4376-1 was decommissioned, and all power to its incoming line was severed.
08/██/19██: James ███████ returns to his residence, to the discovery of his [DATA REDACTED]. Beginning of the Foundation's involvement in search for anomalies.
