2. - Humanity - the biggest threat to Earth, no effective method of extermination has been formulated, the most effective include:
- the black plague
- the spanish flu
- World War 2

2.1. Containment - Humanity must under no circumstances be allowed to leave Earth. Spacefaring foundations are to be infiltrated, rockets with the option of colonization sabotaged or the plans denied and any spaceships with human crew onboard with plans to land on foreign planets and populate them must be shot down.

2.2 Authorized access only to personnel with clearance higher than level 6
