The Legal Department of Confucius Daoism is the Chinese Communist Party’s paranormal legal department. They were created to regulate, maintain, restrict, censor and enforce the Party’s laws and decrees of what anomalous entities are permitted to do within the borders of the nation’s territory. Anomalous entities refusing to cooperate with the Department will receive punishment according to party laws. The Department is known to raid Foundation sites located within territories held or claimed by the CCP. Most raids conducted by the Department so far had been for extraction of Foundation held SCPs or the elimination of Foundation presence. Currently the Foundation and the Department have an agreement of coexistence. The Foundation has agreed to limit their presence within the territories held by the CCP as long as the Department limits their authority within the borders of China. However, due to the CCP’s claims over the South China Sea, state owned ports and garrisons held in foreign nations and some territorial claims over India, the Department and the Foundation had been involved in numerous incidents over the ownership of several anomalous entities. These incidents had yet escalated to a devoted armed conflict to avoid a potential third global conflict. However, an interest group outside of Foundation control had been raising tensions with the Department. The United Nations Global Occult Coalition has been calling for the dismantlement of the Department for their liberal use of anomalous entities to maintain their power of the state. The Coalition argued that if the Department would use entities to maintain power for one nation, other nations will start to follow their example or worse, start an arms race of the anomalous. Therefore the Coalition had declared the Department a threat against the very notion of normality itself. These scornful remarks only served to fuel their animosity for each other as the CCP threatened to leave the United Nations. Incidents between the Coalition and the Department would often break out in contested areas. Threats of war have been issued by both groups, however neither would officially declare war knowing the ramifications as such actions. Therefore it has been unofficially established by both groups to limit hostilities to the contested territories and no further. Neither group is willing to invade the other's territory if it means to cause the third global conflict. The Foundation found itself having to be the mediator to the two groups as a way to prevent further escalation towards war. An agreement was made that a joint Foundation-Department research collaboration is to be formed as a compromise between the two groups. This agreement allowed the Department to have oversight to their Party’s territorial claims while still maintaining the United Nations international boundaries. This agreement will expire once either the CCP gives up the territorial claims or once the claims are officially recognized by the United Nations. Since the Foundation had been an impartial organization that has worked with all nations equally in the past, this arrangement has been accepted. The agreement was ratified on (Redacted) in the Department’s Administration Congress with the signing of the Joint Foundation-Department Territorial Non-Aggression Agreement.

It is currently known to the Foundation that high ranking officials of the Department all have some sort of anomalous properties that allows them to enforce their laws and regulations onto other anomalous entities. These beings impose a danger to the entire world and the very concept of normality if they are to continue. If the Coalition were to clash against the Department, the inedibility of a third world conflict would not only be involved with nukes, but with the supernatural and the unknown.

There are currently twelve subdivisions of the Department currently known to the Foundation. The Administration Congress, the Financial Office, the Sinicization Office, the Grand Treasure Fleet, the Qi Harvesting Bureau, the Disciplinary Committee, the Redistribution Center, the East China Sea, the Celestial Tower, the Imperial Palace of High Heaven, the Heavenly Court and the Underworld Asylum.
