General Information
Purpose: St. Sebastian Hospital Medical Center and Primary Continuity Site is a heavily secured underground treatment facility specializing in anomaly related conditions and illnesses, as well as the treatment of personnel. It also contains the foundation's only Biosafety Level 4 lab. Due to its heavy fortification and lack of anomalies, the site acts as the Primary Continuity Site for the foundation.
In the event of a catastrophic loss or failure of Overwatch, it shall act as the primary fallback site for all operations.

Above Ground Structure
- Checkpoint Rosin: This is the primary above ground land-based checkpoint located at the edge of the cordon sanitaire, where what appears to be a U.S. National Parks Service booth is located. A security force remains on-duty to check incoming and outgoing traffic from the site at all times. This entrance is for nonemergency traffic only and leads to blind corner access for Subterranean Access Road # 1.
- Checkpoint Iso: This is the secondary above ground land-based checkpoint, located half of a mile away from the outer cordon. Masquerading as a truck weigh station, the weigh booth is a vehicular elevator providing access to Subterranean Access Road # 1 and # 2. STF-Alpha 0 (Enduring Strength) remains on-duty to check incoming and outgoing traffic from the site at all times. This entrance is for emergency traffic only.
Underground Structure
- Subterranean Access Road # 1 Past Checkpoint Rosin and through the blind entrance is Subterranean Access Road # 1. 200m below the surface this 2 lane tunnel allows rapid access to the Medical Center's underground parking garage. The tunnel is climate controlled and lined with ultrahigh lumen floodlights to allow full illumination when in use. Explosive charges are buried every 100 feet and are designed to cause total structural loss to the tunnel if activated.
- Subterranean Access Road # 2 Through the elevator at Checkpoint ISO is Subterranean Access Road # 2. 200m below the surface this 4 lane tunnel allows rapid access to the Medical Center's Containment and Emergency bays. The tunnel is climate controlled and lined with ultrahigh lumen floodlights to allow full illumination when in use. Explosive charges are buried surrounding a large subterranean aquifer to allow rapid flooding of the tunnel in the event of a catastrophic breach.
- Lobby & Emergency Room (aka "ER"): This features the Emergency Room, containment and ambulance bays, as well as the secured lobby and access elevators for the facility. Located here is the office of the Director of Emergency Medicine.
- Level 1: Memory Care Unit (aka "MCU"): The Memory Care Unit is the first, and most frequently used level of PCS-1. The foundations only stock of Class D, E, & F Memnestics and Class W-Z Mnestics resides within the dispensary vault within. This floor is staffed with memory specialists and features advanced virtual reality and recording capabilities for the production of artificial experiences and capture of memories. This floor also handles the results of exposures to cognitohazards and features both short and long term stay facilities.
- Level 2: Nuclear, Biological, Xenological, Chemical, and Radiological Care Unit (aka "NBXCRU"): The Nuclear, Biological, Xenological, Chemical, and Radiological Care Unit is the second level of PCS-1, and the primary isolation site for foundation personnel after exposure to a NBXCR hazard. Each room is equipped with negative pressure and laminar flow, as well as airlocks and BSL-4 precautions. Every five feet within the unit is an ultrahigh pressure Oxyacetylene Jet and ignition source allowing for complete reduction of the room contents in the event of a catastrophic incident. Each door and room is also equipped to survive 2 hours at 8,000 degrees burn time. Also within this unit are facilities for humane euthanasia, as well as postmortem and perimortem examination.
- Level 3: Obstetrics, Gynecology, Urology, and Urogenital Care Unit (aka "OGUCU"): The Obstetrics, Gynecological, Urological, and Urogenital Care Unit is the third level of PCS-1, and provides women's and men's health services. The unit contains birthing suites for both intentional and unintentional pregnancies, including those anomalous in nature, as well as operating suites for cesarian sections. Also in this unit is facilities for urology and genital care, as well as for abortive procedures. This unit is affectionately referred to by many as the foundations own "Planned Parenthood".

Notable Containment Incidents
SCP-1905
Sep. 1999SCP-1905 was mistakenly loaded during research, causing an instance of SCP-1905-1 (resembling an Ankylosaurus magniventris) to manifest within the laboratory itself. The entity broke through several labs, damaging a load bearing pillar and a utility line, effectively causing a black-out within C-Block for 12 hours and prompting an evacuation. No injuries were reported. SCP-1905 and the researcher on-duty were immediately transferred off-site.
SCP-1598
Nov. 2009SCP-1598 was involved in 2 isolated incidents within B-Block. Both incidents caused extensive damage to a laboratory and adjacent offices. In its most recent breach, SCP-1598 was able to descend down the Main Access Shaft and into D-Block, where it caused additional damage to an archival vault. Countermeasures are now in place to prevent further incidents.
SCP-466
Aug. 2014SCP-466 was located in B-Block prior to Aug. 2014 until its most recent incident where it attacked and killed several personnel during an emergency procedure to save its own life. Since then it has evolved into a much more hostile entity and has been interned in E-Block since. To date, it continues to show hostile and aggressive behavior. Plans to move SCP-466 to a more secure containment facility are currently being proposed.
SCP-2403
UNKNOWNSCP-2403 was discovered haphazardly by researchers during an evacuation drill within the east stairwell. It is theorized to be a purely random and isolated phenomenon. It is unknown when the phenomenon started or how long it has been active. Currently this section of stairwell is blocked off until further study.
Additional Information
Research Site-45 was first conceptualized by General William Pendergast in 1973 under the premise for a stand-alone site dedicated to researching anomalies for Foundation applications, be it offense, defense, or other. Construction started in late 1979 along the southwestern Australian coast using large tunnel-boring machines (TBMs) to excavate the tons of earth needed for the rail and elevator systems. Further excavation and blasting were used to create the large stope "Blocks" that were later established as Blocks A through D.
The drilling platform above was bought from an Australian government salvage contractor and hauled out to its current location. There it was stripped and modified to house multiple weapon systems and security measures to protect Research Site-45 from a possible naval attack or breach. Because of its strategic location, several parts of the rig were converted for storing fuel and munitions as the O5 council deemed it as a staging point within the Indian Ocean for naval MTFs, specifically MTF Gamma-6 and MTF Tau-11.
Construction completed in 1984. In the following years, several pieces of critical tech were developed in Research Site-45. Research Site-45 was also involved in the Project Heimdall initiative developing several potential countermeasures for Foundation use. Research Site-45 has also served as an MTF supply depot and staging area for several incidents within the Australian and Indo-Pacific waters, most notably assisting with the prolonged engagement with SCP-1264, which thankfully ended in its current containment in the Pacific Ocean.
The addition of E-Block was built in 1999 originally as an annex. However, after several incidents that nearly compromised the site, it was decided to convert E-Block as an auxiliary high security containment area. Since its construction, SCP related incidents have dropped by 32% in the last 15 years. Because of the limited capacity and space of Research Site-45, it was never intended to operate as permanent containment. Over the years, hundreds of cataloged anomalies have been transferred in and out from the installation for their benefits of being researched and utilized by the Foundation. This is still how Research Site-45 operates today.
