Special Containment Procedures: SCP-4000 is currently uncontained. It has no visible manifestations, cannot be detected by most instruments and presents no known physical danger to humankind. Securing the source of SCP-4000 is to supersede any ongoing containment efforts below active red-level threats.
Interference from hostile Groups of Interest should be expected and planned for on any operation involving securing or investigating SCP-4000. Interference from friendly Groups of Interest is possible.
The Foundation has agreed to a joint research and acquisition agreement with the Global Occult Coalition. GOC assets may be present during any containment operation. However, all operatives should prioritize the safety of SCP-4000 as a primary goal, securing it for the Foundation as a secondary goal. All other considerations, including previous agreements, are tertiary.
Description: SCP-4000 is an intermittent global phenomenon, lasting 24(+/-0.8)hours, which has the effect of nearly universally reducing anomalous activity and increasing the prevalence of consensus reality. SCP-4000 occurs randomly, on average every 16 months, with the lowest time between appearances being 36 days, and the longest being 53 months.
During the activity cycle of SCP-4000 there is a notable statistical reduction in containment breaches, breach attempts, ex situ anomaly reports, foundation personnel casualty rates and degradation of equipment in hostile containment scenarios. Results of tests with anomalous objects or entities may see unexpected results during these times, and should be viewed as normal behavior. Announcements will be made in testing and containment areas when SCP-4000 is detected.
Lethargy or diminished capacity is to be expected in most anomalous entities. Anomalous phenomena may become less severe or temporarily cease. The effect has been observed to greatly vary. Information is available in applicable containment documentation, onsite, where notable.
Extensive testing has discovered that SCP-4000 is not an electromagnetic phenomenon. It is blocked neither by the dense shielding nor Faraday Cages employed in containment of other SCPs. It is not detectable in any spectrum from ELF radio waves to high gamma rays. Secondary changes to non-anomalous electromagnetic activity has been detected.1
No measurable radiation has been found.
Testing has found no gravitational effects, nor any changes to strong or weak nuclear interactions.
Kant counters have proven to be the best available detector. SCP-4000 causes a logarithmic deflection toward the mean ambient Hume level. The higher or lower the ambient Hume level, the more it is comparatively brought toward normalcy.
The field propagates through the planet and extends outward to beyond cislunar space at or near light speed. The effect on the lunar surface, 1.28 light seconds distant, is undiminished. No sign of the phenomenon was found by the Project Ruppell observation satellite, in an orbit at an average of 2.6 light seconds. Projects are underway to monitor the exact radius, and thus better pinpoint the center of the phenomenon.
The cause and exact mechanism of action of SCP-4000 remains unknown.
Attempts to replicate the effect have thusfar failed.

We've got decades of data about what SCP-4000 isn't, and very little about what it is, or what the source is. We want to change that. So pay attention, ask for further information from superiors, and keep SCP-4000 on your mind. We try to teach you not to ask for more information than you need, and not to poke around, for very good reasons. This time, curiosity is encouraged.

No transfers from the project will be provided at this time.
Nobody wants another January 3rd. We should all face something like that with a heavy heart. To do any less would be inhuman. But we do not always have the luxury of leading with our heart. Not in the face of something that could very well save the human race. The surviving MTF members will receive no sanctions. The Ethics Committee is in agreement. SCP-4000 is too valuable to let sentiment, or any ideas of fairness, override our better judgement. What was done had to be done, given what we thought we knew.
This time, sadly, we were wrong about the necessity. Let's make sure we're not wrong again.
