Special Containment Procedures:
Comprehensive containment of SCP-XXXX is not feasible at this time. Foundation efforts will focus on early detection and minimizing loss of Foundation and civilian craft.
The Gulf of Mexico portion of the Oceanic Anomaly Early Detection Array (OAEDA) has been retrofitted with conventional sonar1 for SCP-XXXX manifestation detection. Upon satellite or visual confirmation, Foundation personnel embedded in naval and air traffic control organizations will establish a 15km no-entry zone around SCP-XXXX, under the pretense of a live ammunition military drill.

Thalassa currently maintains three squadrons of XS419 Combat Drones on 24/7 launch standby for this purpose, with drone craft in a counter-weapon configuration and outfitted with additional SAM countermeasures. Thalassa command may requistion Foundation military craft within effective assist range as appropriate.
United States military craft are not permitted within 30km of a manifestation event for 24 hours. U.S Craft in violation of this missive are to be detained and inspected for cognitohazardous elements.
Description: SCP-XXXX is the former U.S research vessel Black Osprey, designated SCP-XXXX-Ω, and its naval escort fleet2. SCP-XXXX manifests in baseline reality at random intervals3, remains in reality for 96 minutes and then demanifests in a [burst of radiation]. SCP-XXXX manifests in a random location within the Gulf of Mexico naval region, though to date has not manifested within 20km of a populated land mass [vaguely considering dropping this restriction and have it spawn over land. While hilarious, it'd add even more containment procedures to an already over long section.]
SCP-XXXX manifestations are temporally anchored to 1/15/1987 07:24 EST. As such, SCP-XXXX crew do not have memories of previous manifestations, and all vessel damage and ammunition usage is reset. Salvage and personnel separated from the SCP-XXXX fleet do not de-manifest and exhibit substantial cognito-hazardous properties for U.S personnel [causing a compulsion to enter a remanifestation zone and "return" to the fleet] [IOTA-8: Lmao no they don't].

History: SCP-XXXX's research focus was investigating methods of ship teleportation as part of the United States Navy's "Philadelphia Project "4. SCP-XXXX was conducting a trial based on the principles of [blah blah blah], which [is a known dead end to us (and the GOC)]. H. Conclusions
1. Investigation Summary
Beyond the physical sabotage of the Black Osprey's [tele system], the UIU strongly suspects the existence of a systematic and sophisticated infiltration campaign within Project Philadelphia at all levels:
- Project Philadelphia efforts were strongly focused on [blah] principle to the exclusion of other known investigative leads. Project leads resisted changes in research direction efforts.56,57,58
- Over 50% of known sabotage efforts were directed at secondary research teams and facilities investigating non-[blah] principles and technologies, despite only constituting 8% of the project's budget and personnel.59,60
- High rates of reported memory issues and mental instability among Project Philadelphia personnel suggests the use of memory altering substances or devices.61
The sheer extent of the probable infiltration, along with clear knowledge of the research fields, suggests either the Foundation or the Global Occult Coalition is responsible.
2. Recommendations
The UIU strongly recommends a strict reevaluation of all personnel on the Philadelphia project, particularly project leads such as Doctor BLANK and Rear Admiral BLANK that consistently directed efforts towards [blah] principle.62. We also recommend shifting research focus away from [blah] principle and diverting funds into secondary projects, although [Black Osprey still has useful info on it and we should try to get in contact with them.
