Special Containment Procedures: SCP-XXXX is to be kept in a standard humanoid containment cell. Any and all gaps found in the walls, ceiling, and doorway of XXXX's cell are to be sealed as soon as possible after their discovery. 24/7 surveillance of XXXX is required, due to his inability to be properly/permanently contained. Due to the fact that SCP-XXXX does not require sustenance of any kind, contact with him is not required.
SCP-XXXX's weakness appears to be electric shock. His containment cell should be surrounded by an apparatus resembling an invisible electric fence for dogs, while a shock collar should be worn by XXXX at all times. As of lately, XXXX appears to be able to "slip out" of the collar by warping his living tissue to a slender shape, thinner in diameter than the collar. Research to create a conductive biological agent and inject him with said agent is underway. The agent must be as identical to XXXX's genetic makeup as possible, in hopes that his body will accept the agent's cells as its own. This should make it difficult, if not impossible, for XXXX to distinguish the agent from his normal cells.
Description: SCP-XXXX was brought to the Foundation's attention after a supposed breach of security. According to eyewitness reports, XXXX was running around the city of ███████, ███████, telling anyone he could about the Foundation and his time spent there. It was unclear how he knew of the Foundation, and he was subsequently brought in for questioning.
SCP-XXXX is a human male, roughly around the age of 25, with no visible scars, wrinkles, moles, or other blemishes on his skin. XXXX has the inexplicable ability to control every cell in his body, as long as the cells are in his range of vision. He seems to have telekinetic control over each cell, as the cells do not have to be touching in order for him to manipulate them. He does not need food, water, or sleep, and he can move for as long as he wants without getting sore, as it seems that his muscles do not create lactic acid, and any microscopic tears in his muscle fibers appear to heal instantly.
According to him, he has already been in the Foundation's custody, not as an SCP, but rather a D-Class member. XXXX claims to be D-████, recorded as being terminated on ██/██/20██, at the scheduled end-of-month Class D termination. XXXX also claims that his powers were not obtained unnaturally, but rather through exposure to SCP-028 during routine testing. The effects of SCP-028 originally went unnoticed. Even he was initially unaware of this knew found knowledge. After waking up at █████████ ██████, a known D-Class dumping site, he discovered that he had miraculously survived the end-of-month termination, though it was still unknown how. A transcript of the interview ██ days after XXXX's containment on ██/██/20██ can be found below. XXXX had recently begun to show hints of his anomalous properties at the time.
