Special Containment Procedures:
MTF Ziggurat-1 is to monitor any widespread discourse concerning a recent topic of discussion, particularly if participants turn irrationally hostile.
If the discourse evolves into an organised demonstration or protest, said congregation is to be monitored for signs of SCP-XXXX. If the phenomenon becomes evident, MTF Ziggurat-1 is to deploy immediately and work with local law enforcement to de-escalate the situation and reduce population density. If necessary, MTF Ziggurat-1 units are authorized to use lethal force.
MTF Ziggurat-1 units are to immediately withdraw 500 m once the protest transforms into a riot and maintain a distance of at least twice the radius. Ziggurat-1 units are to neutralize protestors and law enforcement via long range engagement. Any friendly units that fall within the radius are to be euthanized immediately.
Amnestics is to be administered only in cases where the anomalous origins of the unrest is identifiable or when a riot has to be stopped through excessive use of force.
Otherwise, alternative explanations and engineered witness-statements, along with a redaction of news reports, is sufficient to explain away the phenomenon.

SCP-XXXX is a sociological phenomenon manifesting as civil unrest, gradually increasing from debate, to protest, to violent riot, continuously growing in number of participants.
The phenomenon begins with a simple dissemination of potentially controversial information, often revolving around active topics in the given area of manifestation.
Dissemination can occur through any medium, commonly via social media. Once the information has disseminated, an eventual debate regarding the topic ensues.
Debate evolves into arguments of irrational proportion, with individuals exuding emotional outbursts vaguely related to the topic being discussed. The debate regarding the topic is always followed by an eventual call to action in the form of a protest or demonstration.
The protest begins out as a peaceful demonstration of various types, such as a march, an ‘occupation’ of a public space, any methods by which the protest can spread in size and grow in attention.
Despite the often non-violent origin of the protests, they are invariably met with a disproportionate law enforcement response.
Protestors subjected to harassment respond with force, resulting in clashes.
The protest devolves into a riot, whereupon a field which affects individuals in a 250 m radius activates. Any human being within the radius joins the riot on either side.
A critical point is reached when the population density of the area exceeds 10,192m2, which causes the radius to expand by a factor of 2. If the population density increases to twice the previous amount, the process repeats.
After the deaths of at least ⅓ of all individuals involved in the riot, the phenomenon subsides and the original source of information disappears from all records, digital and physical.
Addendum XXXX-A: SCP-XXXX was first discovered in ██████, ███████ , 1998, with news reports of an unusually violent protest circulated, prompting the Foundation to investigate the incident. The protest was contained after extensive civilian death, requiring the usage of amnestics to curb public outcry. The origin point of the protest was a ████ spreading on ███████, sparking discourse among users and eventually prompting a demonstration.
