Abstract:- At the moment, most expectations regarding a supposed HE invasion are focused on using traditional weaponry and tactics. These threats, while still a large issue, should not be the only focuses of this project. Any HEs will definitely have much more advanced technology and technological warfare tactics. With this large leap they have in technology, we must prepare for any possible scenarios concerning the tampering with our modern infrastructure and electronics systems by any HEs.
Scenario:- Total Resource Sabotage - Worldwide Collapse of Supply lines and Regular Technology due to HE interference
In this scenario, a worldwide failure of resource systems would, initially, cause mass panic and a sudden collapse of supply lines and communications systems throughout the world. This may precede or occur after an ADANA scenario1due to the need for necessary technologies and resources. Due to this scenario, the collapse of civilization will occur in ██ months at best (more likely █ to █ weeks).
This scenario will most likely be caused by some form of large EMP accompanied by concentrated sabotage of several systems (dams, bridges, roads, etc) that control human supply lines (food, power, water) and technology. The most likely goal of the HEs in this scenario is to weaken humanity for a much easier subjugation, through the destruction of resources and technology humanity could use for defence.
Protocol:- In the event of an SSOEA scenario, the top priority will be securing the assets of the Foundation and establishing a temporary means of instantaneous communication around the world through anomalous and non-anomalous means. Once a stable method of communication is established, the next stage of the protocol is to establish a stable power supply and a full review of foundation assets will be required to establish the extent of the damage. After the Foundation has enough stability to continue containment of anomalies and retain function, the next stage of the protocol is to look into the threats of the HE and its possible subsequent actions and to convince state leaders to declare martial law. The containment of breached SCPs is to be paused indefinitely unless they pose a significant danger to the Foundation or humanity as a whole.
The Foundation is to immediately secure the following due to the risk factor imposed through its destruction.
- Dams/Dikes (Destruction would lead to massive flooding)
- Ports (Destruction would lead to massive supply shortages)
- Nuclear Warehouses and Powerplants (Self-Explanatory)
- Satellites (If possible)
- Mass Plantations and Water Sources
In the event of an SSOEA scenario, the usage of anomalies and HE technology will most likely be necessary to ensure the continued survival of the Foundation and humanity, although this is to be avoided as much as possible. The Veil protocol will most likely collapse due to the large breach of normalcy and will very likely become ineffectual. The Foundation is to abandon the veil protocol if it presents a threat or poses an unnecessary risk towards the continued survival of the human race. The estimated threat of humanity's extinction or subjugation is at a 99% chance, with Foundation protocols this drops down to a 60% chance of total subjugation.
The warning signs of an SSOEA scenario are the following. If any of these criteria are met for more than 24 hours straight, protocol SSOEA is to be initiated via the authority of overseer command.
- The sudden loss of resources around the world will be a strong indicator of an SSOEA scenario.
- Mass power outages (Sabotage technique)
- Increased UFO Sightings especially near resource-intensive areas (HEs analyzing Humanity's capability for subjugation)
- Irregular amounts of radiation or disruption of the Earth's Magnetic Field (Sign of a worldwide EMP blast)
