Containment of the phenomena is impossible, but can be regulated through entropy changes. There are only three acceptable actions that count as a reduction in entropy and a preservation of the rate of time flow, as communicated to high ranking SCP Foundation members that are aware of the date and time of when all SCP items become real and uncontained. These are i) contribution to the SCP foundation records; ii) death; iii) spread of knowledge of the SCP foundation and the corresponding website, records.
The third is counter-intuitive, as would seem to indicate a net entropy gain as additional users become aware of the foundation. The resultant entropy of knowledge agitation from user to potential user, promotes a settling state when a contribution has been completed. It is likely that new Potential users are exposed to the SCP foundation and choose to participate in its expansion, thus fulfilling state one and three. The statistical likelihood of an increase in one new potential user is small compared to the entropy spike of SCP foundation awareness.
If a user or potential user begins to perceive the SCP foundation as fact and experiences a life-ending event as a result, then condition two is satisfied and entropy is decreased. Fulfillment of more than one condition does not change the rate of flow of time between any given instant and the classified date.

As the known universe was formed and is ever expanding, human imagination has driven its own existence. Eventually, a website was created that exists for users to create devised classifications to be later used as implements in their own demise. This continued documentation is recorded and telegraphed into space through light and electromagnetic radiation, and intercepted by an authority. The authority has knowledge of the timestamp of the end of the Earth and humans existence, to be devised by the actualization of SCP objects. The timestamp and the way to keep consistent time flow was communicated to high ranking SCP members and immediately classified in order to prevent utter civilization collapse. In order to maintain existence during the moment between now and the ending timestamp, entropy must constantly be lowered, as indicated in the containment procedures.
The SCP website exists as an entropy dump, as required by the authority. As long as contributions are being made or death happens, the rate of time flow between any given location in space-time and the censored time will be upheld. Failure to contribute to the SCP foundation, or failure to die, will result in an increasing rate of time flow between any given point and the censored time. Contributions are not limited to creation/perceived observance of SCPs.
