No physical copies of this file are to be created. SCP-XXXX-Delta and SCP-XXXX-Echo are to be contained within this file. The supplies formerly carried by SCP-XXXX-Bravo instances are to be stored in a secure item locker.
No physical copies of this file are to be created. If containment of SCP-XXXX-Delta failed due to the neutralization of SCP-XXXX-Echo, a member of the pataphysics department is to be deployed into this file until a metaphysical anomaly bearing characteristics consistent with SCP-XXXX-Charlie instances is created and/or transferred to this file.
Areas visited by SCP-XXXX-Charlie instances are to be scanned for extant instances of SCP-XXXX-Alfa prior to arrival. These SCP-XXXX-Alfa instances are to be removed immediately through standard public methods. If an SCP-XXXX-Charlie instance is determined to enter a 10 kilometer radius surrounding SCP-XXXX-Alfa prior to standard public graffiti removal systems becoming available, forced relocation of SCP-XXXX-Charlie instances is to be authorized under the pretense of a recently discovered assassination attempt.
SCP-XXXX-Bravo instances are to be neutralized by Foundation-controlled operatives via any means deemed necessary, and the corpse disposed of as according to protocol G-42.
Description: SCP-XXXX is a set of iconography which, when presented in a manner approximately resembling a human figure looking over an obstruction with the words "Kilroy was here" written below, is capable of manifesting a hostile anomalous humanoid individual within a 49 meter radius of the SCP-XXXX-Alfa instance. There are no recorded instances of multiple simultaneous SCP-XXXX-Bravo manifestations.
SCP-XXXX-Bravo in containment (22/APR/1946).
SCP-XXXX-Bravo manifestation occurs when an incumbent that is responsible for, or complacent in, the increase in and/or perpetuation of authoritarian practices within their respective government enters a one kilometer radius of an SCP-XXXX-Alfa instance.
Instances of SCP-XXXX-Bravo are adult humanoid males of eastern European descent. SCP-XXXX-Bravo instances are equipped with supplies consistent with United States infantry circa 1930. [OBSOLETE: 24/MAR/1990] Supplies carried by SCP-XXXX-Bravo instances deplete across multiple manifestations in a manner consistent with their use in previous manifestations. SCP-XXXX-Bravo is regeneratively immortal; all wounds sustained by SCP-XXXX-Bravo, including symptoms of aging, will not be present in future manifestations.
Upon manifestation, instances of SCP-XXXX-Bravo attempt to find and kill all instances of SCP-XXXX-Charlie that are within a one kilometer radius of an SCP-XXXX-Alfa instance. SCP-XXXX-Bravo instances do not appear to have any knowledge of the location or identities of the SCP-XXXX-Charlie instances, and attempts to discern this information before attacking whichever person or persons it believes to be an instance of SCP-XXXX-Charlie. Removing SCP-XXXX-Charlie instances from the one kilometer radius is sufficient to neutralize the instance of SCP-XXXX-Bravo.
Addendum: On 12/OCT/2004, information-based entity SCP-████ breached containment and entered the document of SCP-XXXX. A previously undocumented version of SCP-XXXX manifested. SCP-XXXX-Delta instances are information-based entities which are capable of creating images portraying crude drawings similar in style and composition to instances of SCP-XXXX-Alfa.
[Something about how Echo entered the file and caused Kilroy to enter it too, with Echo being the designation for the bad guy because they designated it later, since obviously Delta's a part of the anomaly, but they later decide on keeping Echo around because they don't want Delta to disappear, though they then immediately turn around and backstab Echo by imprisoning both and setting up shop within the file, which leads up to the sad ending image™. Paragraphs leading up to the sad ending image™ should be about where Echo came from, why they're here, and why the Foundation decided to keep them around instead of assigning it a scip slot. These paragraphs should be peppered with accompanying images made by Delta, with the captions being commentary from the Foundation.]
Concept: Kilroy (SCP-XXXX-Bravo) is going to be wherever the graffiti (SCP-XXXX-Alfa) is placed, but only when certain conditions are met. Currently leaning towards authoritarian incumbents (SCP-XXXX-Charlie) being present - hence him being contained within the file, since the Foundation locks up a bunch of innocent people, and is sufficiently bureaucratic to merit a designation as a kind of government - thereby meeting the criteria. That or he manifested inside the file because a narrative-construct-Nazi/Generic bad guy/King (SCP-XXXX-Echo) (Leaning towards generic bad guy/King so the images won't cause anyone to get into trouble for looking at Nazi iconography) wandered into the file.
Therefore, the narrative of the scip is following Kilroy's adventures in killing a metaphysical Baddie, accompanied with simplistic cartoons thereof (The sapient cartoon-Kilroy is designated SCP-XXXX-Delta) - and how the Foundation tries to stop him from actually killing the Baddie, while also containing the Baddie within the file, so Kilroy can't leave, because he has to either kill the Baddie or wait for them to leave - which they won't. It should be noted that Kilroy and the Baddie will try to create new images to further the plot and get closer to killing each other, but the Foundation found some workaround to that, likely imprisoning Kilroy in a cartoon jail cell, which leads up to the sad ending image™.
Kilroy himself is a WWII soldier with supplies consistent across multiple iterations. Said supplies can be depleted during manifestations, which carries over to further manifestations. Given how many depictions of him there are, I'm going to make him have no supplies. Images should be made by hand using the acrylic 5 GIMP pencil style, size 6-11, jitter ~0.9, with paths imitating the pencil tool's properties.
