A phenomenon affecting its current item number, in which anomalies referred to primarily by or with the number are neutralized through various ways. The Foundation uses this to decommission various world-ending anomalies, only to discover that JJ&E takes and gains the anomalous properties of the things it kills. Naturally, it gains the ability to destroy the world, and the Foundation has to decommission it. Decommissioning method undetermined.

They first put it in its own file, and they changed all of the numbers to reflect this, so as to minimize the time it would take for it to neutralize itself/put itself in a loop of taking its own anomaly. Clearly, this does not work, as that would be boring.

The story is focused on the decommissioning of the phenomenon, which goes meta real fucking fast, since the Foundation obviously would use this thing to decommission meta-narrative world enders. The people set to destroy this thing are trapped in its designation, since JJ&E gained reality-bending abilities at some point, which allows it to trap anything documented in its file within the narrative of its file, regardless of whether or not they are referred to as the number.
