Special Containment Procedures: SCP-4971 is to be kept in a steel room suspended by magnetic levitation with no less than 2 optical cameras and 1 thermal camera. The cameras constantly streaming footage to a viewing center no more than 20 meters away which is to be staffed by no less than 5 personnel dedicated to viewing the footage.
Due to the high risk of an unauthorized viewing of this document, this containment file is to remain free of any information that can be used to re-contain SCP-4971 including suspected locations, aliases, and new containment procedures. New containment procedures are to be developed by and stored with an individual chosen by O5-█.
Any names of Foundation personnel related to the containment and study of SCP-4971 are to be expunged from the containment file for their own safety.
Description: SCP-4971 appears to be a typical 20 year old Hispanic male with no unusual physical characteristics with the ability to transmute solid or liquid matter into anything it wants, including changing states of matter, if the matter in question is in physical contact with SCP-4971's skin.
SCP-4971 also has the ability transform its own body in the same way, even using this ability to pass through and travel within solid and liquid matter. It cannot, however, use this ability while being observed by humans. Humans observing SCP-4971 through a camera can prevent SCP-4971's ability to transmute matter. As of containment breach on 03/01/2019, SCP-4971 has learned the ability to transmute its body and the matter around it while being observed. Special Containment Procedures are now obsolete.
SCP-4971 can use this ability to travel through hazardous conditions that would be fatal to normal lifeforms. While this property has not been directly observed, SCP-4971 claims to have traveled within Site-██'s on-site nuclear reactor core. SCP-4971 was able to draw and describe the design of the reactor core, water tanks, and the spent fuel pools during an interview. Conditions inside the nuclear reactor core contain temperatures exceeding 300 degrees Celsius, pressure exceeding 15 mega pascals, and radiation levels of 5,300 micro Sieverts per hour.
SCP-4971 was discovered after a failed attempt to cause several Keter-class containment breaches simultaneously at Site-██. It had been previously detected as an unauthorized user on Foundation databases viewing dangerous Keter-class anomalies' containment files. A thermal camera in use in SCP-3237's containment captured a video of a thermal hot spot on the wall, followed by the emergence from the wall of SCP-4971 from the hot spot, and the almost immediate disappearance. Time stamp on the video matches with a changing of shifts of personnel followed by an unauthorized access of Foundation communication networks.
SCP-4971's motivation for causing containment breaches stems from the deaths during a containment breach of SCP-████ that caused the death of 83% of the nearby town of ███████. SCP-4971 blames the Foundation for the deaths of its family and of the towns people.
Addendum SCP-4971-1: The origin of SCP-4971's anomalous properties are currently unknown. Current theory suggests that SCP-4971 can somehow rearrange and add and subtract protons and electrons without destabilizing the nucleus. Tests designed to observe matter as it is being changed by SCP-4971 have been denied as this could result in a containment breach.
Genetic research of SCP-4971, led by Dr. ███████, reveals that SCP-4971 has 79 pairs of chromosomes with 8 nucleotide base pairs, revealing that SCP-4971 is not human. Subsequent attempts to make a genetic clone of SCP-4971 to safely study the anomalous properties have only resulted in failure.
Any genetic testing on relatives or family of SCP-4971 is impossible. Following the containment procedures of SCP-████, the bodies of mammalian lifeforms exposed to SCP-████ are to be cremated as soon as possible. It is theorized that SCP-4971's family was killed during the containment breach and their bodies cremated. The ashes of the victims of SCP-████ are currently kept in bio-hazard storage at Site-██. Requests by Dr. ███████ to access the ashes have been denied.
Dr. ███████ has chosen to focus his research on tissue samples of SCP-4971 collected during containment. The tissue samples include: Hair, Skin, Blood, Muscle, Bone, Bone Marrow, Nerve, and Brain.
Addendum SCP-4971-2: "The samples that we gathered from SCP-4971 appear to be just like any other human's. Any test we run turns out exactly the same as we'd expect any other human's tissue to react. But SCP-4971 isn't a human, that's what has me so stumped. What is he? Where did he come from?
"We can't get any answers out of him in interviews as his mental state is declining. Must be the stress of the tissue sample collections, the containment, and the lost of his family that's getting to him. Much of his time in his cell is spent huddled in the corner in the fetal position crying. More recently he's started to scream and bang on the walls randomly and his latest episode was him tearing out the staples in his head. When we rushed in to stop him he started to attack us, and that's why he's now in a straight jacket until we can get him to improve.
"All these tests are just giving us dead-ends. The only other place we could get any information is from the kid himself. As soon as he stops this violent behavior, we'll try and get him to spill the beans on what he is" - Dr. ███████
Addendum SCP-4971-3: As of 03/01/2019, SCP-4971 is currently at large following a successful escape attempt. Video footage from the cell shows SCP-4971 standing in the corner of its cell facing the wall. At 18:57:49 PST, SCP-4971's straight jacket is transmuted into water despite the
