Special Containment Procedure: SCP-5961 is to be contained in the city of [RETACTED],[REDACTED] monitored at all time by personnel located all over the city acting as normal civilians, making sure he never leaves from the city nor gets farther than 10 miles from it. SCP-5961 must feel no threat or sense of containment, Personnel are to not be seen as a threat when monitoring SCP-5961 to give the impression of an act of normalcy. If SCP-5691 is shown to leave the city or the recommended mile range of the city Personnel are told to cause some form of distress to catch its attention or give it a reason to still stay, the distresses can range from a simple bank robbery situation to an entire terrorist attack level of distress depending on SCP-5961 motive to leave. The city is to be used as a giant test location for the entity attempting to understand any weaknesses it may have, it is authorized to still be in an act of normalization and not be told the procedure to still keep the majority of the population at a state of calm, including SCP-5961 itself.
Description: SCP-5961 is a humanoid entity standing up to 1.8 meters in height, composes a muscular body and nearly identical human features besides his two yellow glowing eyes. He seems to mainly wear a skin-tight blue leather suit covering his entire body from the neck down, alongside yellow boots, belt, gloves, and cape. X-ray studies show him to have a similar skeleton structure to humans and similar organs with the inclusion of a second heart and third lung. Other studies show he has nearly perfect eyesight with superhuman capabilities composed of enhanced speed, strength, and reflexes, everything that a human can achieve SCP-5961 shares superhuman equal to it. He has been shown to have high intelligence with an IQ of 179 but seems to be limited to what most humans can learn already, he does not seem to share any knowledge of what interdimensional entities are familiar to.
Some unnatural powers he seems to possess are X-ray vision, interfering with technology around him, flight, shooting lasers out of his eyes, energy absorption, astral projection, and many more with his capability to gain more power through the energy it gains through any other form of energy conductor. A more unique power he possesses that is worth noting through is an anomalous effect that causes anyone within five meters of SCP-5961 to develop extreme anxiety and lack of proper thinking making them perform actions that can range from unnecessary to inhumane, unknown if this is an ability he has control over or one he even knows of.
SCP-5961 is a highly prideful but yet friendly of a person, speaking in an exaggerated heroic tone but yet able to talk in normal conversation, seem to hold knowledge over people’s interests through small conversations, able to learn entire knowledge over the person even if it’s the first time they met.
Interviews with Scp-5961 by Dr. Lua follows:
To keep the effect from happening or delaying it extreme security are put between Dr. Lua and SCP-5961, this includes a heavy steel wall with bulletproof glass put between them with two arm personnel.
<BEGIN INTERVIEW> Dr. Lua: Good evening SCP-5961
SCP-5961: That’s one weird way to say my name.
Dr. Lua: It’s how the facility will refer you from now on, but if I may not be rude I think it’s time to start on the interview. Where did you come from?
SCP-5961: That I do not know, all I remember is the loving family I was raised in the west of [REDACTED] with an all American household. Being taught to trust cops, the basics of baseball, and how to cook a homemade all American Burger.
Dr. Lua: So were you born on Earth or any other planet or anything else?
SCP-5961: That shouldn’t be important I was raised in the same country you and all the innocent people were born in. Unluckily my father was an exception but that helped me view my role in this hopeful country.
Dr. Lua: Wait wait, what happened with your father?
SCP-5961: Me and my father were closed, we spent almost every single day together playing every sport imaginable. You name any sports and we played it, but after a while he started spitting crazy wording, threatening my mother and even almost killing her, a very awful reveal of the truth. He never even had the thought of at least not doing it in front of me.
Dr. Lua: SCP-5961 please answer me this, are you more than aware of an anomalous effect you possess that causes extreme inhumane actions to occur to anyone within your presence?
SCP-5961: That’s crazy talk, what an extreme way to describe simple nervousness when being around me.
Dr. Lua: Okay answer me this, who in your life had similar actions to what your father gave when he began expressing these extreme feelings?
SCP-5961: Well there's [REDACTED], [REDACTED], and [REDACTED] all amazing people when I first met them but went into a dark transformation I never suspected any of them undergo.
Dr. Lua: What were your relationships with them, have you spent any time with them or have any close interactions with them?
SCP-5961: Well of course [REDACTED] was an intelligent politician, he was a fine Governor in his respected state and even attempted to run for president, I would know I stood by him and helped him through all of it. He soon became irresponsible with his money and power, he supported questionable beliefs I know he would be against, once he attempted to murder his wife I knew I had to step in and end his story before it had a even more cruel ending than he deserved. [REDACTED] was a family man who had a troubling life suffering through anxiety but nothing I couldn’t handle. I helped him through many financial crises and even some I can put more punch behind it, but sadly not even I could help because after I started helping him his anxiety got worse and took his own life after several panic attacks, all happened right in front of me. The last one is [REDACTED] a respected officer of the law, he was a partner of mine who helped me stop crime once I began taking my superhero task more seriously, we stopped so many criminals together but he began expressing extreme feelings of stress and began taking it out onto others, to innocent people and even the ones he care. Though even after all the crimes he would do I never once stood in or arrested him I just stood beside him hoping my message could get to him but after the death of hundreds, I stepped in and did something about it.
Dr. Lua: What did you do to the ones you needed to step in and do something, did you arrest them?
SCP-5961: Oh no I did the same to what I did to my father and hit with the classic (he proceeded to shoot lasers out of his eyes to demonstrate his answer destroying parts of the ceiling)
Dr. Lua: (beginning to panic once he realized what he did to those people, building up stress in an extreme factor) So you telling me you killed them? You caused the lives of hundreds of lives through your anomalous effect or responsibility from it, can you not see that! How have you yet to discover this ability you possess, especially after the fourth time it happened, what is wrong with you?
(once he began hitting the window he was taken away from SCP-5961 by the security personnel to reduce the effect, ending the interview)

Addendum 5961-1: The day the SCP Foundation was seen as a Villain
The date was October 13, [REDACTED], we decided to finally take action and contain SCP-5961, though it proved to be difficult but for many reason
03:17 pm; We attempted to contain SCP-5961 once we gained enough information from it and gained their trust, the containment was in a 3x3 room composed of the strongest metal and alloys on Earth attempting to combat against its strength, it failed.
03:19 pm; SCP-5961 breached containment, it broke through the several layers of metal and lloyds after only a few punches from SCP-5961. Shortly after it’s containment it began attacking personnel and researches around him before targeting the whole site itself, it broke several SCPs out of containment screaming for its freedom and giving a speech on no creature deserving to be contained.
3:21 pm; It successfully started a site-wide breach, security personnel took action to set every one of them back in the process SCP-5961 did the same and took action against the personnel to keep them from containing the SCPs again. Anyone who he saw as a threat was killed or injured, which includes every SCP personnel.
3:23 pm; Several SCP security personnel were called to the site, every weapon in hand by the SCP was used against SCP-5961 none even scratched it. Desperate actions were taken in mind for this but desperate or not none worked against it.This seemed to cause a strange enhancement in ability to Scp-5961 with the anger and hatred he expressed during the attacks, while enhanced strength and speed was shown his anomalous effect was shown to be enhanced too.
3:25 pm; Security personnel began shooting each other, scientists began having heart attacks, the ones who weren’t being killed experienced panic attacks while the rest just didn’t know what to do. This was his anomalous effect in full power, the range went from 5 meters to 15 meters, the effect only got stronger since then going from causing mental changes to making anyone within his range to straight-up forget how to breathe. SCP-5961 showed no reaction from what it seems to be causing, at this point it didn’t care, all it did was fly over all the destruction, some of the SCPs it breached even nealed to him showing a mutual trust to the SCPs, from all that he simply grinned and chuckled in victory before facing the very few survivors and shouted; “This was only a warning SCP-Foundation, I will let you go but do understand what you’re doing is wrong, I am more than willing to help those who can’t help themselves and rain over the strong, I hope you learned your lessons from this. Till then I better not see any of you anywhere near me or any of these creatures.”
At 3:27 pm he flew away after his speech and warning to the entire Scp-Foundation finally ending this nightmare but only just beginning to show what SCP-5961 truly is. The Scps Scp-5961 released were tracked down immediately after the addendum, several were captured again but SCP-[REDACTED] and SCP-[REDACTED] locations were still unknown. SCP-5961 location was the main focus after the addendum, containment over it will once again be put in action now understanding the danger over it and a much better procedure to its containment.
He was found flying around [REDACTED],[REDACTED], to keep it secure and contained the operation to turn the entire city into its containment procedure was proclaimed and allowed. Since then all information leaking Its failure and threat has been authorized to be removed from the public, he will now on to be known as a hero to keep some form of trust on it once monitoring the city. Personnel are to act as normal citizens in the city and not interact unless SCP-5961 is expressing any interest to leave, to keep SCP-5961 controlled in any way we must feed its fantasy as being a superhero, but deep down he will always be known as a Failed Superhero.
