Special Containment Procedures: SCP-4763-1 is to be kept in a room with only a bed. Food must be given to it once every three days and must first be approved by no less than two O5 council members. SCP-4763 is allowed to a nearby village once every month following which all people currently residing there are administered class-A amnestics.
Description: SCP-4763-1 is a British male, 27 years of age. Any living being who directly observes SCP-4763 immediately feel a rush of euphoria or fear depending on the age of the specimen, as all subjects of age above ¦¦ will feel extreme fear and run away from SCP-4763-1.
SCP-4763-1 has requested several things since its containment is 20¦¦:

5% of subjects (further called SCP-4763-2) who came into contact with SCP-4763-1 proceed to run towards the nearest door or place with no humans and are not seen to come out. When Commander ¦¦¦¦¦ went in to check on a place where two SCP-4763-2 ran away he checked every room and they have had disappeared.
SCP-4763-1 has also been known to subconsciously change the wants and/or feelings of people it came into contact with as to meet his demands. When questioned about this he had no idea of it happening1.
