Special Containment Procedures:
SCP-3211 is to be contained within a 3m x 5m x 3m standard human cell. Said cell is to be outfitted with two CCTV cameras at opposite corners of the room. No one is allowed to speak with SCP-3211 unless authorized by Foundation personnel of level 3 clearance or higher. Anyone attempting to access SCP-3211's cell without proper authorization should be terminated immediately. SCP-3211 is to receive approximately two hours of time outside his cell per day, with 2-3 guards monitoring him at all times. Any attempts by SCP-3211 to avoid or escape from said guards will result in a level 2 emergency and re-containment of SCP-3211 will become top priority of all non-assigned guards in or around Site-██ Due to the anomalous nature of SCP-3211's abilities, individuals who wish to speak intact with SCP-3211 must have a minimum score of 72 on the Mental Resistance Scale, or MRS. test, and a score of 127 or higher on the IQ test in order to be allowed access to SCP-3211, in tandem with the previous requirements.
Description:
SCP-3211 is a Caucasian male of American nationality, with a slightly below average height and slightly above average weight, who appear to be in his early to late 20s. SCP-3211's mental state is that of a typical psychopath, with no extreme variations of what one would expect from a person with psychopathic tendencies. However, his anomalous qualities are soon apparent when in contact with a sentient being. SCP-3211 is able to accurately retell an individual's past, their actions, and their current ideals. SCP-3211 also claims to know and change the future to individuals he deems as "assets". How SCP-3211 decides this is through it's own type of psych evaluation, though how he tests this is unknown. Once test is complete (usually taking about 2-5 minutes of polite conversation about individuals past, time fluctuates from person to person), SCP-3211 then attempts to make a deal with the individual, usually telling them a disastrous event that will occur soon in an individuals future (severity of event depends on the individual, ranging anywhere from a car crash to graphic murder.) When asked what SCP-3211 wants in return, he remarks with "Oh, just a favor, it'll be in around a year or so, so no need to worry about it."
If an individual accepts the deal, they and SCP-3211 will shake hands, followed by the death of the individual in approximately 30 minutes, hereby referred as SCP-3211-2, the cause of death appears to be a mixture of trace amounts of mercury and arsenic, administered through the skin and into the bloodstream via currently unknown methods, that causes major organ failure in every part of the body except the nervous system. SCP-3211 secretes this substance through the skin from glands just underneath the epidermis, this substance is believe to take the place of sweating.
